Special Reports

This case study publication provides an overview of the U.S. Green Building Council’s LEED for Cities & Communities Pilot Program. It specifically provides insight into the certification process that was pursued by the City of Atlantic Beach, Florida between 2018 and 2019. LEED for Cities is a certification for local governments that requires planners to examine a wide array of different performance metrics. These metrics focus on topics related to energy, water, waste, transportation and human experience. ในปีพ.ศ.2557 คณะรักษาความสงบแห่งชาติ มีประกาศแต่งตั้งคณะกรรมการผู้ชำนาญการพิจารณารายงานการวิเคราะห์ผลกระทบสิ่งแวดล้อม ด้านอาคาร การจัดสรรที่ดิน และบริการชุมชน กรุงเทพมหานคร แทนคณะกรรมการฯ สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม จึงมีวัตถุประสงค์เพื่อศึกษาผลการดำเนินงานพิจารณารายงานฯ ของคณะกรรมการฯ กรุงเทพมหานคร โดยอาศัยข้อมูลหลักจากรายงานการประชุมของคณะกรรมการฯ และเอกสารงานวิจัยอื่น ๆ ที่เกี่ยวข้อง มีระยะเวลาศึกษาตั้งแต่มีคำสั่งแต่งตั้งคณะกรรมการฯ กรุงเทพมหานคร เมื่อวันที่ 26 ตุลาคม พ.ศ.2559 จนถึงก่อนวันบังคับใช้ พระราชบัญญัติส่งเสริมและรักษาสิ่งแวดล้อมแห่งชาติ (ฉบับที่2) พ.ศ.2561 วันที่ 18 กรกฎาคม พ.ศ.2561 จากการศึกษา พบว่า มีการประชุมของคณะกรรมการฯ กรุงเทพมหานคร รวมทั้งหมด 86 ครั้ง มีโครงการเข้ารับพิจารณาฯ 266 โครงการ โครงการที่ผ่านการพิจารณาเห็นชอบในครั้งแรก 22 โครงการ โครงการที่ผ่านการพิจารณาเห็นชอบในครั้งที่สอง 145 โครงการ ทั้งนี้ยังมีโครงการยังไม่สิ้นสุดกระบวนการฯ อีก 52 โครงการ จบกระบวนการฯ 17 โครงการ และถอนคืนรายงานฯ 30 โครงการ ในจำนวนโครงการที่ผ่านการพิจารณารายงานฯ 167 โครงการ พบว่า ใช้ระยะเวลาเร็วสุด 56 วัน และช้าสุด 350 วัน หรือโดยเฉลี่ย 140.96 วัน แบ่งตามประเภทโครงการ ได้แก่ อาคารตามกฎหมายว่าด้วยการควบคุมอาคาร 13 โครงการ โรงแรม 13 โครงการ โรงพยาบาล 3 โครงการ และโครงการอาคารอยู่อาศัยรวม 138 โครงการ เมื่อนำผลการดำเนินงานของคณะกรรมการฯ กรุงเทพมหานครไปเปรียบเทียบกับผลการพิจารณาของคณะกรรมการฯ สำนักงานนโยบายและแผนฯ เฉพาะโครงการอาคารอยู่อาศัยรวม ที่มีผู้ศึกษาไว้แล้ว พบว่าระยะเวลาการพิจารณาฯ โดยเฉลี่ยลดลง จาก 177.6 วัน และ 148.8 วัน เหลือเพียง 143.8 วัน รวมทั้งจำนวนครั้งในการแก้ไขเพิ่มเติมรายงานฯ …

Circumstances exist that call for the aeromedical evacuation high-level containment transport (AE-HLCT) of patients with highly hazardous communicable diseases. A small number of organizations maintain AE-HLCT capabilities, and little is publicly available regarding the practices. The time is ripe for the development of standards and consensus guidelines involving AE-HLCT.

A monitoring system for an HVAC system of a building includes a monitoring server located remotely from the building. The monitoring server receives, from a device installed at the building, (i) time-domain current data based on a measured aggregate current supplied to a plurality of components of the HVAC system, and (ii) data based on frequency-domain current data of the measured aggregate current. The Disadvantaged Business Enterprise (DBE) Program was established to provide opportunities for businesses owned and controlled by socially and economically disadvantaged individuals, such as minority-owned and women-owned businesses, to participate in federally funded transportation-related projects. Such DBE participation has increasingly been achieved over the years with the appropriate guidance for traditional project delivery: design-bid-build. However, in recent times the onset of alternative project delivery methods, such as design-build (DB), has introduced challenges for state DOTs trying to implement the DBE program using traditional approaches. Refining The Adaptive Capacity Framework For World Heritage Management, Montira Unakul

Well-developed in the context of climate change, the concept of adaptive capacity has so far not been applied extensively to the study of World Heritage management. This paper applies the analytic framework of adaptive capacity to better understand how institutional attributes enable or hinder systemic adaptation in managing World Heritage sites as boundaries of practice expand due to changing concepts of heritage and emerging management challenges. Drawing upon case studies from Southeast Asia, the study proposes a refined framework with the following dimensions of adaptive capacity: cognitive frames, learning capacity, resources, formal governance measures, organizational relationships, and agency.

This paper compares two contrasting processes of low-income community design in rural and urban areas in Thailand. The low-income Srabot community in the urban area is constructing a new settlement on newly purchased land. After receiving FEMA hazard mitigation grants to improve weather and water management infrastructure, many communities are able to complete additional capital improvement projects that would not have been possible without the improvements facilitated by FEMA grants. FEMA projects often convert tracts of land to greenspace, or stabilize flood-damaged lands. Many communities then build public parks on such lands as a direct result. อุตสาหกรรมทอผ้าเป็นอุตสาหกรรมที่ต้องใช้แรงงานในการดำเนินกิจการจำนวนมาก ผู้ประกอบการจำนวนหนึ่งจึงมีการจัดที่พักอาศัยสวัสดิการให้กับแรงงาน เพื่ออำนวยความสะดวกในการปฏิบัติหน้าที่ หรือเป็นเครื่องมือจูงใจในการทำงาน งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาแนวคิดและแนวทางการพัฒนาและบริหารจัดการที่พักอาศัยสวัสดิการให้กับแรงงานโรงงานทอผ้าของผู้ประกอบการ รวมถึงทัศนคติของแรงงานที่มีต่อที่พักอาศัย เก็บข้อมูลโดยการสัมภาษณ์ผู้ประกอบการโรงงาน 3 แห่ง ขนาดใหญ่ ขนาดกลางและขนาดเล็ก ขนาดละ 1 แห่ง ในพื้นที่อำเภอ อ้อมน้อย อ้อมใหญ่ และไร่ขิง สำรวจพื้นที่ที่พักอาศัยสวัสดิการ และสัมภาษณ์แรงงานโรงงานทั้ง 3 แห่ง จำนวน 41 คน ผลการศึกษาพบว่า 1) แนวคิดการจัดให้มีที่พักอาศัยของผู้ประกอบการโรงงานทั้ง 3 แห่งมีความแตกต่างกัน โดยผู้ประกอบการโรงงานขนาดใหญ่เห็นว่าที่พักสำหรับแรงงานเป็นสวัสดิการที่อำนวยความสะดวกให้แรงงาน ซึ่งเหมาะสมกับลักษณะงานของโรงงาน ในขณะที่โรงงานขนาดกลางจัดให้มีที่พักสวัสดิการเพื่อเพิ่มประสิทธิภาพการบริหารจัดการแรงงาน เพราะแรงงานส่วนใหญ่เป็นแรงงานข้ามชาติ ส่วนโรงงานขนาดเล็กจัดที่พักอาศัยเพื่อเป็นเครื่องมือดึงดูดใจให้แรงงานเลือกทำงานกับโรงงาน และเพื่อให้สามารถแข่งขันกับโรงงานอื่นได้ นอกจากนี้ ผู้ประกอบการโรงงานทั้ง 3 แห่ง คิดว่ารัฐบาลไม่ควรกำหนดให้ต้องมีการจัดที่พักสวัสดิการ เนื่องจากมีข้อจำกัดด้านพื้นที่ ต้นทุนของโรงงาน และความต้องการของแรงงานที่แตกต่างกัน 2) การพัฒนาที่พักอาศัยของโรงงานทั้ง 3 แห่งแบ่งเป็น 2 รูปแบบคือ (1) อาคารที่พักที่อยู่บริเวณเดียวกับโรงงานและ (2) ที่พักที่รวมอยู่เป็นส่วนหนึ่งของอาคารโรงงาน โดยโรงงานขนาดใหญ่และขนาดกลางมีลักษณะที่พักในรูปแบบที่ (1) ซึ่งมีแนวทางการพัฒนาที่พักอาศัยคือการควบคุมต้นทุนการดูแลอาคารในระยะยาว จึงสร้างอาคารที่ดูแลง่ายและเพื่อลดปัญหาการอยู่อาศัยของแรงงาน 3) แนวทางการบริหารจัดการที่พักอาศัยของโรงงานทั้ง 3 แห่งแตกต่างกัน ซึ่งเป็นผลมาจากหลายปัจจัยทั้งแนวคิดผู้ประกอบการเอง ลักษณะการดำเนินงาน ลักษณะพฤติกรรมของแรงงาน จำนวนและอายุงานของแรงงาน ทั้งนี้ การบริหารจัดการที่ต่างกันส่งผลต่อสภาพอาคารที่พักให้มีความต่างกันด้วย 4) ความคิดเห็นและความพึงพอใจของแรงงานต่อที่พักอาศัยสวัสดิการ พบว่าแรงงานของโรงงานเล็กมีความพึงพอใจในที่พักอาศัยน้อยกว่าแรงงานของโรงงานอีก 2 แห่ง อย่างไรก็ดีแรงงานส่วนใหญ่มักไม่ต้องการอะไรเพิ่มเติม เนื่องจากเข้าใจว่าเป็นที่พักอาศัยโดยไม่มีค่าใช้จ่าย หรือมีค่าใช้จ่ายต่ำกว่าอาศัยภายนอกโรงงาน งานวิจัยฉบับนี้ชี้ให้เห็นแนวคิดของผู้ประกอบการในการจัดให้มีที่พักอาศัยสวัสดิการ แนวทางการพัฒนาและการบริหารจัดการ รวมถึงประโยชน์และข้อจำกัดของการมีที่พักอาศัยสวัสดิการ ผลการศึกษาจะเป็นประโยชน์ต่อผู้ประกอบการในการคำนึงถึงความเหมาะสมในการพัฒนาและบริหารจัดการที่พักอาศัยสวัสดิการ รวมถึงเป็นประโยชน์ต่อรัฐบาลในการแก้ไขปัญหาการขาดแคลนที่พักอาศัยของกลุ่มแรงงานผู้มีรายได้น้อยต่อไป

คุณลักษณะของสีและแสงต่อความพึงพอใจของผู้หญิง: กรณีศึกษา เคาน์เตอร์เครื่องสำอาง, กิตติมา วงษ์มะเซาะ

ธุรกิจความงามมีอัตราการเจริญเติบโตอย่างต่อเนื่องและมีการแข่งขันสูง ส่งผลให้บริษัทเครื่องสำอางต่างพัฒนารูปแบบเคาน์เตอร์เครื่องสำอางเพื่อดึงดูดผู้บริโภค การออกแบบแสงก็เป็นเทคนิคหนึ่งที่สามารถสร้างบรรยากาศที่ดีรวมไปถึงการออกแบบแสงกับกระจกให้ลูกค้าได้ลองใช้สินค้าร่วมกับการประเมินรูปลักษณ์ตนเองเพื่อพิจารณาการซื้อเครื่องสำอาง การศึกษาวิจัยนี้มุ่งเน้นศึกษาคุณลักษณะของสีและแสงต่อความพึงพอใจของในเคาน์เตอร์เครื่องสำอาง จากผู้เข้าร่วม 60 คน เข้าทดสอบแบบจำลองเคาน์เตอร์เครื่องสำอางจุดแต่งหน้าที่จัดแสงด้วยลักษณะอุณหภูมิสีของแสง 2700 และ 6500 เคลวิน โดยใช้สีผนังที่แตกต่างกัน 4 สี ได้แก่ สีแดง สีน้ำเงิน สีขาว และสีดำ เพื่อศึกษาผลต่อความพึงพอใจในสภาพแวดล้อมและการประเมินรูปลักษณ์ตนเองด้วยการให้คะแนนจากคู่คำความหมายตรงข้ามทั้งหมด 8 คู่ ศึกษาในกลุ่มประชากรผู้หญิงพบว่าลักษณะอุณหภูมิสีของแสงและสีของสภาพแวดล้อมมีผลต่อความพึงพอใจของผู้หญิงอย่างมีนัยสำคัญทางสถิติ (p<0.05) โดยเคาน์เตอร์เครื่องสำอางที่ใช้ลักษณะอุณหภูมิสีของแสงที่ 6500 เคลวิน ส่งผลต่อความพึงพอใจมากที่สุด โดยมีความพึงพอใจในสภาพแวดล้อมผนังสีขาว รองลงมาคือผนังสีแดง งานวิจัยนี้สรุปได้ว่าคุณลักษณะของสีในสภาพแวดล้อมและอุณหภูมิสีของแสงเป็นปัจจัยสำคัญในการออกแบบที่มีส่วนสร้างอารมณ์ในเชิงบวกต่อการประเมินรูปลักษณ์ตนเองและสภาพแวดล้อมเคาน์เตอร์เครื่องสำอาง ดังนั้นการนำไปประยุกต์ใช้ จึงควรพิจารณารูปแบบการตกแต่งภายในร้าน โดยเลือกใช้สีโทนธรรมชาติและสีแท้ในอัตราส่วนที่เหมาะสม และเลือกใช้แสงทีมีอุณหภูมิสีเหมาะสมกับรูปแบบของผลิตภัณฑ์และบริบทของร้านค้า
