Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. A parametric study was carried out to study the behavior of offshore anchor piles under mooring forces in dense sand using a three dimensional (3-D) finite element model (FEM). The Mohr–Coulomb plastic model has been used to model the soil, and has been calibrated based on the centrifuge tests discussed in a Ph.D. thesis (published by Ramadan in 2011). The selection of model parameters and comparison of calibrated results with the centrifuge test results are discussed. In the parametric study, different pile lengths and diameters were considered to have different pile–soil rigidities. The pile was loaded at different load inclination …

The practice of shrine worship has been present in Japan for centuries. The construction of shrines emanated from the belief that the kami, or spirits, needed a dwelling place. Recent research has been conducted to evaluate the benefits provided by externally applied discrete fiber-reinforced polyurea (DFRP) coating systems. This coating was proposed to allow for ease of construction in repair-retrofit situations and to provide multihazard benefits, ranging from blast or impact fragmentation mitigation to seismic reinforcement and general strengthening. This phase of research investigated the flexural and shear reinforcement capabilities of the systems. Testing parameters included type of structural failure, polyurea, and fiber volume fraction. Long-term large deformation geohazards can impose excessive deformation on a buried pipeline. The ground displacement field may initiate pipeline deformation mechanisms that exceed design acceptance criteria with respect to serviceability requirements or ultimate limit states. The conventional engineering approach to define the mechanical performance of pipelines has been based on combined loading events for in-air conditions. This methodology may be conservative, as it ignores the soil effect that imposes geotechnical loads, and also provides restraint, on buried pipelines. Richard J. Neutra’s seminal model schools are generally disregarded in critical literature, yet the underlying preoccupations were significant. Based on exploration of contemporary themes in medicine, education and architecture, one favoured preoccupation of Neutra’s is nature. He concludes that its potency is manifold, suggesting that exposing children to nature in an experiential way could contribute to their health, well-being and education. His model school design became the idea manifest, placing particular responsibilities on the form to achieve these ideals. Globoid cell leukodystrophy (GLD) is a neurological disease caused by deficiency of the lysosomal enzyme galactosylceramidase (GALC). In the absence of GALC, the cytotoxic glycosphingolipid, psychosine (psy), accumulates in the nervous system. Psychosine accumulation preferentially affects oligodendrocytes, leading to progressive demyelination and infiltration of activated monocytes/macrophages into the CNS. GLD is characterized by motor defects, cognitive deficits, seizures, and death by 2–5 years of age. It has been hypothesized that psychosine accumulation, primarily within lipid rafts, results in the pathogenic cascade in GLD. However, the mechanism of psychosine toxicity has yet to be elucidated. The production of Portland cement-the key ingredient in concrete-generates a significant amount of carbon dioxide. However, due to its incredible versatility, availability, and relatively low cost, concrete is the most consumed manmade material on the planet. One method of reducing concrete's contribution to greenhouse gas emissions is the use of fly ash to replace a significant amount of the cement. We experimentally probe the local dissipation scale distribution Q(η) and temporal fluctuations of the turbulent kinetic energy dissipation rate ε in the strongly anisotropic flow past a backward facing step. A shift in Q(η) and corresponding reduction in the relative intermittency of ε is observed with increasing mean shear S. We offer physical arguments to elucidate the role of strong shear on the small-scale structure. A local mean-shear dissipation Reynolds number, ReS ≡ {ε}/(S2ν), is proposed that may define a family of universal small-scale structures of turbulence. © 2013 American Institute of Physics.

We study the effect of environmental risk on the extraction of a common resource. Using a dynamic and non-cooperative game in which an environmental event impacts the renewability and the quality of the resource, we show that the anticipation of such an event has an ambiguous effect on extraction and the tragedy of the commons. A risk of a reduction in the renewability induces the agents to extract less today while a risk of a deterioration in the quality has the opposite effect. Sen no Rikyū (1522-1591) was a tea master who consecutively served Japan’s two warlords in the turbulent feudal era. Rikyū synthesized wabi tea into ethics and aesthetics by applying it to every aspect of the ceremony, from the tea setting to the physical environment, and from the manner of making and drinking tea to the way of interacting with the environment. By producing artifacts and environments that clearly showcased the incomplete, imperfect, and impermanent nature of their physical aspects, Rikyū succeeded in guiding tea participants to the ontological contemplation of their own imperfect and transient existence. The objective for this thesis is to outline a Performance-Based Engineering (PBE) framework to address the multiple hazards of Earthquake (EQ) and subsequent Fire Following Earthquake (FFE). Currently, fire codes for the United States are largely empirical and prescriptive in nature. The reliance on prescriptive requirements makes quantifying sustained damage due to fire difficult. Additionally, the empirical standards have resulted from individual member or individual assembly furnace testing, which have been shown to differ greatly from full structural system behavior. When planning for a trail system on site, the group was asked to design an aesthetically pleasing, universally accessible trails system on the pre-existing property for the center which would act as “sanctity” and peaceful spaces with minimal manipulation of the grounds. The team was asked to incorporate native plants, which would create new sustainable ecosystems, and to develop information stations that would inform visitors about the ecosystem and environment at St. Mary’s. The team was also tasked with finding ways in which local artists could contribute sustainable related artwork to the site.

The new facility will add meeting space for many of community organizations and sport leagues as well as people interested in renting the gymnasium and meeting rooms. Last year our community center gymnasium was given out 192 times on an average of two hours each, our meeting room was given out 68 times. Similar towns rent these facilities at approximately $15.00 an hour.
