Growth and historic preservation are typically framed as being mutually exclusive. Since growth is inevitable, it behooves cities and towns to focus on growth that collaborates with preservation. This can successfully be achieved by creating plans that use existing infrastructure, promote mixed-use neighborhoods, and encourage sustainable building efforts. In Charleston, the main dwelling of an individual lot was often accompanied by separate outbuildings such as carriage houses, kitchen houses, privies, and laundry buildings. Many of these out buildings remain, and provide an opportunity to create sustainable smart growth and sensitive density.

Public Goods For A Few: The Role Of Crime Prevention And Security Districts In New Orleans, Ryan Galvin Wise

This study adds to the limited literature on residentially-focused special taxing districts by addressing three questions on crime prevention and security districts in New Orleans. 1) Do the districts share common characteristics? 2) Do they act as a tool to retain residents? 3) Do they represent what A.O. Hirschman would characterize as “exit,” “voice” or neither, and, as such, how do they effect the city’s potential for service improvement?

The findings show that the districts tend to be wealthier and whiter, and to have higher homeownership rates and home values than the city at large. However, exceptionalities in three of …

Until the last half century, land development patterns in the Intermountain West were designed after the Mormon settlement pattern. With its gridiron streets and in-town farmsteads, this pattern gave families the opportunity to grow crops and raise a few animals on their one acre or less in town, with the added advantage of having a social life. In many places over the last century, cities have grown, small farms have dwindled, and large farms have been pushed to the fringe. Water quality continues to be threatened by human development activities such as stormwater runoff from urbanization. This study addresses the question of how stormwater Best Management Practice (BMP) system design choices affect pollutant removal efficiency, through the examination of 12 case study sites (across five states) that use three common BMP system design types (detention, retention, and wetland channel). Water quality information was obtained from the International Stormwater Database and site composite grab samples. Development conditions were inventoried by orthophotos and assessed using Geographic Information System (GIS) and AutoCAD data.

It has been proposed that the aesthetic quality of landscapes, designed or natural, provides a critical linkage between humans, and ecological processes and function. Ecological function is not always compatible with cultural expectations of the landscape aesthetics or is considered desirable. This thesis argues that landscapes that demonstrate desirable environmental characteristics can also possess aesthetic qualities. If they are well-utilized by the general population and more valuable ecologically, they will be more successful. More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. One response to this issue is the creation of methodologies which evaluate sustainability of new land development. A system to address the issues is the Sustainable Sites Initiative. This method was created in 2009 by the American Society of Landscape Architects, the Lady Bird Johnson Wildflower Center, and the United States Botanic Garden. Urban sprawl is rapidly transforming the landscape of Kentucky’s prime farmland from a dominant agricultural land use pattern to a patchwork of dispersed and loosely defined parcels. This state, located in the east central portion of the U.S., is not unlike many states considered rural, nor is it unlike many rural regions found throughout the world where urban sprawl is concentrated in metropolitan areas that are often encroaching into these rural areas. The common practice in corbel design is to block out the insulation in order to provide a solid concrete area at the corbel location. This connection practice results in thermal bridging, which significantly reduces the energy performance of the panel. For example, the PCI Design Handbook indicates that the reduction in thermal resistance caused by a solid part with an area equal to 9% of the total panel surface area is as high as 42%. This study investigates the appropriateness of internally insulating solid walls to the Passivhaus standard. A number of variables are assessed using numerical hygrothermal simulation (under EN 15026) to check (1) associated risk of mould growth on original substrate and (2) if they result in a greater likelihood of timber decay at built-in joist ends. While air and vapour control layers (AVCLs) perform well regarding mould risk in low absorption walls, the results question their appropriateness where joist ends are built-in: when AVCLs are used, moisture levels at joist ends can potentially rise above critical thresholds, even in low absorption walls. …

The breakout noise from an air-conditioning duct is of immense concern in order to maintain a sound environment at home, office spaces, hospitals, etc. The challenge lies in correctly estimating the breakout noise by knowing the breakout sound transmission loss from the air duct. The ASHRAE Handbook: HVAC Applications (ASHRAE, 2011) currently lists some of theoretical transmission loss values for limited duct dimensions and gages (duct-wall thickness) at the octave band frequencies. Statistical Energy Analysis (SEA) is promising to predict the sound transmission loss for breakout noise for any given air duct configuration, particularly at high frequency. Though there are …

The purpose of this study was to determine if the number of barriers reported in the clinics could be predicted by characteristics of the administrators or
characteristics of the practice.To increase accessibility to health care, interventions should focus on practices located in buildings built before 1993, practices with administrators who are younger and have limited experience as administrators, administrators with low levels of ADA knowledge and practices with smaller number of patients.

Existing research on construction time-cost tradeoff issues rarely explore the origin of the crashing cost. Crashing cost function was either assumed without much justification, or came from historical data of some real projects. As a result the conclusions of the papers can hardly be used to guide allocations of labor and equipment resources respectively. The authors believe Cobb-Douglas function provides a much-needed piece to modeling the cost functions in the construction time-cost tradeoff problem during the crashing process. Buchenwald concentration camp, located in Weimar, Germany, was a place of suffering, cruelty and death during World War II and during the first five years of the cold war. As many were tortured and perished there, it has since become a place of remembrance. Being one of the few concentration camps to not be destroyed by the Nazis before they could be liberated, since its final closure in 1950 numerous memorials have been erected to commemorate the events that took place and the people who fell victim to those events.
