Electro-optical and infrared (EO/IR) sensor models are useful tools that can facilitate understanding a system's behavior without expensive and time-consuming testing of an actual system. EO/IR models are especially important to the military industry where truth data is required but is sometimes impractical to obtain through experimentation due to expense or difficulties in procuring hardware. Point defects in two semiconductor materials, both with promising optical properties, are investigated. The first material, CdSiP2, is a nonlinear optical material in which absorption bands due to point defects can hinder performance when used in frequency conversion applications in the infrared. The second material, Sn2P2S6, is a photorefractive material where point defects with specific properties are needed to optimize response in dynamic holography applications. Electron paramagnetic resonance (EPR) spectroscopy is used to identify the electronic structure of defects and their charge states. The realization of Internet of Underground Things (IOUT) relies on the establishment of reliable communication links, where the antenna becomes a major design component due to the significant impacts of soil. In this paper, a theoretical model is developed to capture the impacts of change of soil moisture on the return loss, resonant frequency, and bandwidth of a buried dipole antenna. Experiments are conducted in silty clay loam, sandy, and silt loam soil, to characterize the effects of soil, in an indoor testbed and field testbeds. The wireless communication sector is rapidly approaching network capacities as a direct result of increasing mobile broadband data demands. In response, the Federal Communications Commission allocated 71-76 GHz “V-band” and 81-86 GHz “W-band” for terrestrial and satellite broadcasting services. Movement by the telecommunication industry towards W/V-band operations is encumbered by a lack of validated and verified propagation models, specifically models to predict attenuation due to rain. Electrochromic technology has been actively researched for displays, adjustable mirrors, smart windows, and other cutting-edge applications. However, it has never been proposed to overcome the critical problems in the field of surface-enhanced Raman scattering (SERS). Herein, we demonstrate a generic electrochromic strategy for ensuring the reproducibility and renewability of SERS substrates, which are both scientifically and technically important due to the great need for quantitative analysis, standardized production and low cost in SERS. Optical sensing has shown great potential for both quantitative and qualitative analysis of compounds. In particular sensors which are capable of detecting changes in refractive index at a surface as well as in bulk material have received much attention. Much of the recent research has focused on developing technologies that enable such sensors to be deployed in an integrated photonic device. "Due to the simplicity of design and measurement, as well as the accuracy of results, the 2X-Thru de-embedding (2XTD), 1X-Reflection de-embedding (1XRD), and Thru-Line de-embedding (TLD) have been replaced the traditional de-embedding algorithms, such as TRL and SOLT. In this dissertation, theory of 2n-port 2XTD, 1XRD, and TLD are completely derived first. The self-error reduction schemes is introduced to mitigate the de-embedding errors due to non-ideal manufacturing effects of non-zero mode conversion terms, as well as the asymmetric, and manufacturing variations. "In the first paper, the RF passive harmonic generation phenomenon on the spring contact is studied. A spring contact harmonic generation measurement system is developed. The factors that may have an impact on the spring contact harmonic generation, such as contact material, contact force, and contact resistance are characterized by the measurement system. The gold-to-gold contact is found to be much superior to the stainless-steel contacts. It is also found that the passive nonlinearity at the spring contact is the semiconductor-like junction formed by the surface oxide film.

Infrared transparent glassy and crystalline materials often have unique and complex processing requirements but are an important class of materials for such applications as optical windows, lenses, waveplates, polarizers and beam splitters. This thesis investigates two specific materials, one amorphous and one crystalline, that are candidates for use in the short and midwave-infrared and mid and longwave infrared, respectively. It is demonstrated that an innovative uniaxial sintering process, which uses a sacrificial pressure-transmitting medium, can be used to fully densify a 70TeO2-20WO3-10La2O3 (TWL) glass powder. Given that there are numerous amounts of unlabeled data available for usage in training neural networks, it is desirable to implement a neural network architecture and training paradigm to maximize the ability of the latent space representation. Through multiple perspectives of the latent space using adversarial learning and autoencoding, data requirements can be reduced, which improves learning ability across domains.
