The reputation of Abraham Lincoln has see-sawed over the last half-century on the fulcrum of race, and the results have not been happy for that reputation. As Gerald Prokopowicz has written, "the big question" about Lincoln and slavery runs today like this: "Was Lincoln really the Great Emancipator that we have traditionally been brought up to admire, or was he just a clever, lying, racist, white male politician who had no interest in the well-being of black America other than when it served his political interests?" In 1992, the Forest Service adopted a new operating policy, Ecosystem Management, which minimized the agency's timber production goals in favor of a more ecologically balanced view of its responsibilities. In explaining this shift, scholars have dismissed the possibility of internal reform, arguing that the Service could not change without irresistible external pressure from environmental activists and new public values supporting biodiversity. Viewing the Service's shift through the lens of the spotted owl controversy, however, demonstrates the important role agency culture played in instigating bureaucratic change. The Service's evolution stemmed from the rising influence of its scientists in policy formation. …

In 1834, 235 exiled Polish revolutionaries petitioned the United States Congress for a grant of land for the purpose of establishing a colony on the American frontier. Congress, sympathizing with the plight of the Poles and applauding their struggle against Russian tyranny in the Polish Revolution of 1830, issued a limited land grant with certain restrictions to the Poles; unfortunately, the lands near modern day Rockford and Rockton, Illinois selected by Polish agent Louis Chlopicki were occupied by native squatters attempting to exercise their own preemption rights. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.
