Louisiana developed an extensive system of levees throughout the Atchafalaya Basin and along its territorial Mississippi River. This system reached its zenith on the eve of the American Civil War. It went into dramatic decline following the conflict due to the confluence of military activity, protracted irregular warfare, and neglect stemming from labor and capital revolution. These shifts intensified with the 1863 Emancipation Proclamation and finally consolidated after the ratification of Louisiana’s Constitution of 1879. The shift of responsibility for the construction and maintenance of levees during the Reconstruction Era led to many significant changes in the character and function …

A study of ten Louisiana newspapers during May 15-31,1948 revealed a period in which articles varied in their coverage of the Arab-Israeli conflict and wider international relations. Discourse about Arabs and Israelis which became evident in newspapers in later years had emerged but was not fully developed. This coverage revealed a silence about the Holocaust and a subtext about the United Nations.

Serving three times as president of the Cavalry Association, Camp Nine of the United Confederate Veterans (UCV), George Tichenor was instrumental in forging Lost Cause ideology into a potent social force in New Orleans. Though more widely remembered in New Orleans for his antiseptic invention, his support of Confederate monuments, Confederate activism, and his wife Margret’s role as vice-president of a chapter of the Daughters of the Confederacy (UDC) are lesser known aspects of Tichenor’s life in New Orleans. In the 1930s, federal American Indian policy shifted dramatically away from seeking to end all tribes and break up reservation lands. The shift towards re-recognizing American Indian Native nations as enduring political entities is often characterized as beginning under President Roosevelt and with the guidance of John Collier. In fact, it was Roosevelt's predecessor, Herbert Hoover, who gave attention to and laid the foundation for this profound shift in federal Indian policy. Many students in my undergraduate American politics courses struggle to see policy issues as complex. Too often, they get stuck making surface-level observations or jumping straight to personal opinions, falling far short of critical thinking. This article introduces an active-learning exercise—situational mapping—that provokes students to recognize and think critically about the complexities of policy issues such as immigration, abortion, campaign financing, and guns. The French Revolution’s infamously radical Reign of Terror rallied revolutionaries and quelled dissenters, all under the justification that the “republic of virtue” mandated protection. The Terror’s enigmatic Jacobin figurehead, Maximilien Robespierre, undeniably embodied the Enlightenment, egalitarian thought that provoked the revolution in 1789. Nonetheless, his resolute view of virtue and tyrannical tendencies debased a 1792 republic already overcome by factionalism and unnecessary bloodshed. His extreme rhetoric and public unpopularity only further blackened his image, raising the question of his legitimacy to his colleagues and fellow Jacobins. This paper offers a comprehensive political history of the Rhode Island Earned Income Tax Credit (EITC) and an analysis of Rhode Island EITC recipients. It explores the history of the Rhode Island EITC, an income subsidy available to low-income workers, from its introduction in 1975 through 2018. It details the forces behind expansions and reforms and the effects of those changes. It also analyzes microdata to construct a profile of current EITC recipients. In 1927, the Farmers’ Federation agricultural cooperative in Western North Carolina launched an organization to solicit funds from wealthy donors. The money raised through philanthropic campaigns enabled the cooperative to fund large-scale agricultural projects, which helped members navigate the dramatic agricultural transformations of the early twentieth century. Although the cooperative advocated a progressive program of business-minded, scientific farming, its leadership modified programs to reflect farmer members’ limited resources and the realities of mountain production. As a result, the co-op provided a crucial bridge between white farmers and new methods of agricultural production that reached deep into peoples’ familial and productive …
