This collection is comprised of newspaper volumes, illustrated magazines, lantern slides, and 2 pamphlets donated by Dr. Cynthia H. Enloe. The materials were collected by the donor’s father Dr. Cortez F. Enloe, Jr. in 1930s Germany.

This white paper documents the work of the American Congress Digital Archives Portal project to aggregate congressional archives into a single, online platform and make them more broadly available. Congressional archives document the democratic process; the development of public policy; and multiple narratives related to the country’s social, cultural, and political development. Work of the project included developing standards and best practices; creating governance structures for the one-year project and future phases; developing a web portal that meets user needs and adding archival content; determining digitization priorities via a research survey; conducting usability testing; and communicating and publicizing the project. …

Under modern democratic theory, the font of sovereignty springs from the people; however, traces of its past as a power emanating from the Crown continue to haunt the domestic and international status of sub-sovereign legal entities such as U.S. Territories. Quiescent sovereignty describes that which is possessed by the people of the Territories; a sovereignty that is theirs, but that is wielded on their behalf by the federal government. Although fiduciary responsibilities attach to this arrangement, cycles of attention/neglect are the modus vivendi. The Diaoyu Islands are a small, uninhabited archipelago in the East China Sea which has begun increasing in strategic significance due to its advantageous location near Taiwan and along the First Island Chain. The islands are currently under Japanese administration, but the People’s Republic of China considers them historically Chinese and contests Japan’s claim to the islands. A careful examination of China’s actions in challenging Japan’s rule over the Diaoyus reveals the influence of the Thirty-Six Stratagems, a tome of ancient Chinese military wisdom which provides a framework onto which China’s current strategy corresponds. Called a “polis”, this ideal community, according to Aristotle, is one that provides for its residents to live a good life above all else. In May 1970, the University of South Carolina's campus erupted. Students protesting the Vietnam War, police presence on campus, the shooting of student protestors at Kent State, and restrictive campus rules stormed campus buildings and faced off with National Guardsmen in the streets of Columbia. This thesis examines the political context and structures at USC in the late 1960s which enabled this explosive but short-lived period of the university's history. The paper examines the role President Carter played in forcing a boycott of the 1980 Moscow Olympic Games by drawing support from a politically charged public. The Cold War altered not only American perceptions of the U.S.S.R. but also the Olympic Games. While the games were meant to serve as an apolitical arena meant only to celebrate athletic achievement, both sides of the Cold War used the games for political statements in favor of their own systems. Twenty years after the UN General Assembly Special Session called on the international community to commit to a “drug-free world,” the world is anything but drug-free. Drug use has become an even more global problem. This chapter maps trends in the global consumption and production of illicit drugs since the 1990s. First, it explores the centrality of heroin, particularly in Afghanistan, which produces 90 percent of the world’s illicit opium, and traces heroin’s evolution in the United States, as diversified by pharmaceutical opioids and fentanyl. Second, it tracks the globalization of cocaine use, its new markets in Africa and Europe …

America’s post-George Floyd racial reckoning has brought a new focus on the country’s history of enslavement, segregation and systemic racism. However, this reckoning has often failed to recognize that the roots of systemic racism lie in the need of the wealthy planters in colonial Virginia to divide the African and English indentured servants who constituted a majority threatening to elite power. Nor do contemporary versions of U.S. history always account for the persistent reoccurrence of class-based interracial movements, such as the late 19^th century Populists, or their promise as a long-term solution to the country’s racial divides.

In the dark months after the defeat at Stalingrad in 1943, Joseph Goebbels, the Nazi Party’s strident, virulently anti-Semitic propaganda minister, wrote in his diary that he had “devoted exhaustive study to The Protocols of the Elders of Zion” despite the fact that some argued that “they were not suited to present-day propaganda.” After rereading them, he concluded that “we can use them very well,” since The Protocols were “as modern today as they were when published for the first time.” The same day, May 13, 1943, he met with Hitler, who told his propaganda minister that he thought they …
