The US Army War College Quarterly: Parameters

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The Pentagon needs to embrace a new methodology called mission-based planning to size and shape the defense enterprise properly. This article critiques several proposals for reestablishing the long-standing two major theater war construct in the face of ongoing shifts in the strategic environment, including the nation’s $36 trillion debt and prospects of annual interest payments beyond $1 trillion. It presents a mission priority alternative focused on strategic prioritization based on the authors’ four decades of experience in strategy/force planning at the service, the department, and the Office of the Secretary of Defense levels. This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

The Zeitenwende, or “watershed moment”—announced by Chancellor Olaf Scholz in February 2022, days after Russia’s invasion of Ukraine—outlined a set of policy shifts, including the development of Germany’s first-ever National Security Strategy, that appeared to signal a greater role for Germany in the defense and security of Europe. The German National Security Strategy draws a clear connection between the need for a robust defense-industrial base and the foundation for the capabilities needed to meet North Atlantic Treaty Organization (NATO) defense and deterrence commitments, support Ukraine, and provide for the recapitalization of allies and partners. This paper explores the intricate dynamics of U.S. foreign policies directed toward Brazil during the 20th century. The paper examines Brazil’s unique role in Latin America as the only country in the region to actively participate in both World Wars, which led to its emergence as a key ally of the United States. This partnership influenced U.S. foreign policy, particularly in economic and military aid, fostering Brazil’s dependency on the U.S. while simultaneously granting it regional significance. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. Since the Vietnam War’s conclusion, scholars have stubbornly concentrated on campaigns like LINEBACKER I and II instead of diverse close air support missions. The consequent ignorance of close air support’s maturity and forward air controllers’ contributions during Vietnam obscures the Air Force’s greatest success in Southeast Asia. A new way of looking at airpower in Vietnam is required as few historians have addressed the relationship between evolving close air support practices and United States Air Force (USAF) doctrine. In the Vietnam and Iraqi conflicts, the U.S. Army Special Forces teamed up with indigenous ethnic monitories to bring the fight to all corners of the battle space, and to take advantage of their immense local knowledge and strategic locations. The Montagnards of Central Indochina and the Kurds in Northern Iraq allied with the Special Forces for a number of reasons: protection from their ruling governments, recognition for their movements for autonomy, increased access to better medicine and equipment, and the opportunity to strike back at their historical enemies. The Russian Civil War (1917-1922), fought between Bolshevik and anti-Bolshevik factions, was one of the most pivotal conflicts of the 20th century. It led directly to the rise of the world’s first socialist state, the Soviet Union, which for decades was at the forefront of the international communist movement and a major global power until its collapse in 1991, around 70 years after its founding. Inspired by the author's grandfather, a Vietnam veteran, the project collects and analyzes ten interviews conducted as part of the Library of Congress’ Veterans History Project. The study emphasizes how oral history not only preserves overlooked personal stories but also restores humanity and empathy to historical understanding. This thesis will examine the ballistic trauma caused by Civil War-era firearms and ammunition. These weapons, each with distinct characteristics, had a profound impact on the nature of combat and the resulting injuries. By investigating how these firearms’ ammunition interacted with human bone structure, this research will offer a detailed analysis of the trauma these weapons produced.

In this project, I cherish and explore a collection of correspondence exchanged between a married couple during World War II. Applying an embodied research approach that incorporates archival, historical, and cultural studies, I analyze key elements of these letters with special attention for themes of love and family, valuing their insights to touching personal stories that nuance the dominant narratives of history. I contend for the preservation and discussion of these letters and similar artifacts, advocating for their lasting significance within both past and present contexts and their irreplaceable contributions to the cultivation of collective memory and empathy across generations.

Newspaper coverage of Native Americans during the nineteenth century had an “artistic bias,” or a tendency to emphasize action, danger, and treachery as a part of the “Indian formula.” This meant that vast amounts of journalistic zeal was spent on instances of conflict and tension between tribes, within tribes, between tribes and white settlers, or between tribes and the U.S. military, while times of peace and instances of cooperation received miniscule amounts of attention. The traditional version of Adirondack history from the revolutionary period to the middle of the nineteenth century, which portrays the region as unexplored primeval wilderness, is nineteenth-century romantic mythology. It ignores thousands of years of Indigenous habitation and misrepresents early Euro-American activity in the region as well. In fact, from the earliest days of colonial exploration of North America until the middle of the 19th-Century, New York's Adirondack region was a dynamic American frontier, as important in shaping the destiny of the nation as the Northwest Territory or, later, the West. In late July 1950, a company from the 2nd Battalion 7th Cavalry Regiment fired on a refugee caravan near the village of No Gun Ri, resulting in the deaths of many Korean civilians. The story of No Gun Ri was published by Associated Press reporters on September 30, 1999, prompting Army investigators within the Clinton Administration to spend nearly two years verifying the AP’s claims. While the Inspector General’s No Gun Ri Review confirmed that U.S. troops had killed Korean civilians, it was not a conclusive report.
