The 2022 United States National Security Strategy prioritized competing with China and this focus seems likely to continue with the new administration.[i] Southeast Asia’s growing economic relevance and proximity to China mean that the US can secure significant gains on numerous goals by focusing on this region. To support developing an appropriate strategy, this paper identifies what features make Southeast Asia relevant to the US, potential flashpoints for conflict, and outlines the characteristics of a potential conflict. With this information the author then proposes specific steps to ensure that the United States military maintains the capability to protect US …

Rightsizing The Pla Air Force: Revisiting An Analytic Framework, Lauren Edson, Phillip C. Saunders

This article evaluates the modernization of the People’s Liberation Army Air Force (PLAAF) from 2007 to 2025 using the Saunders-Quam framework, which identifies four core trade-offs: changes in roles and missions, domestic versus foreign procurement, high-tech versus low-tech systems, and combat versus support aircraft. While the framework remains a useful analytical tool, it underestimated the Chinese Communist Party’s willingness to fund expensive modernization efforts and the rapid advancements in China’s defense industrial base. The article identifies key factors missing from the original framework such as doctrinal shifts, increased emphasis on counterintervention, maritime expansion, and the rise of unmanned systems. It …

The combination of the Supreme Court’s new Major Questions doctrine and its decision in Loper Bright v. Raimondo threatens to hobble the Executive Branch’s ability to effect a major mobilization under the Defense Production Act. The Defense Production Act followed the War Powers Acts of WWII to consolidate and update the presidential powers that were so famously marshaled to mobilize the arsenal of democracy. In its earliest form, the memory of the American Revolution was far from pure, riddled with partisan jabs and purposeful currents of present events. This, however, has received little attention even with the rise of memory studies within professional history. Scholars have addressed the popular memory of a variety of other pivotal moments from the Civil War to both World Wars. Revolutionary memory has been studied within the contexts of later eras, but almost never in the era immediately following the end of the war. This article discusses the nexus between Raymond Williams’ structure of feelings and the reproduction of military masculinity as cultural citizenship. By placing the gaze upon National Service in the Singapore Armed Forces as a rite of passage into manhood, this work uses representations of the military in popular culture and souvenirs/ephemera to elucidate how structures of feeling are calibrated as masculinity the state wants its citizenry to internalize. These render military masculinity emergent for Singaporean male bodies. With the male body functioning as an important edifice of the military, emotions toward military service are the connective tissue between enactments of …

Civil War generals are among the most celebrated figures of their time. In the post-Civil war era, many of these officers retreated to farms, and businesses and disappeared into obscurity. This was not the case with Colonel John Singleton Mosby, who quickly transformed into a figure whose legacy from the Civil war gave him a unique place in the American imagination as the legendary Gray Ghost of the Shenandoah Valley of Virginia.
