The early months of 1898 witnessed the explosion of Maine and additional inducements for war. The Naval War Board, which first made its appearance in late March was summoned to arrange strategy for the impending hostilities. After some personnel shuffling it was finally composed of Montgomery Sicard, Arent. S. Crowninshield, and Alfred T. Mahan.

Welcome to The Civil War Institute’s This Month in Civil War History for March.

President Abraham Lincoln was inaugurated as the sixteenth President of the United States on March 4th, 1861.

In his address, he appealed to the Southern states, encouraging them to come back into the Union by remarking "though passion may have strained, it must not break our bonds of affection."

In closing, he hoped that "the better angels of our nature" would avoid the oncoming war.

Exactly four years later, President Lincoln hummed a different tune at his second inaugural Address. [excerpt]

Useful By Nature, Defensive On Demand: Topography And Sieges Of Rome In The Gothic War, Peter Francis Sian Guevara

This project shows how the use of topographical elements impacted the development of siege warfare during the Gothic Wars in the 6^th century A.D. Scholars studied topography and archaeology within the context of warfare in Late Antique Italy but they omit non-natural topographical features such as tombs, bridges, and aqueducts. Analyses undertaken include comparison and contrast of the sieges that the city of Rome endured during the Gothic Wars of a contemporary eye-witness, the Greek historian Procopius of Caesarea. This paper examines African-American soldiers’ experiences abroad in Europe during the Second World War and the occupation of Germany, and how these experiences affected their fight for Civil Rights on their return to the United States. The paper argues that the experiences of African-American soldiers in Europe, where they were free from Jim Crow Laws and treated with respect and equality by Europeans, created a new consciousness of equality that led to the demand for equal rights at home. The paper challenges traditional historical interpretations of the Civil Rights Movement by emphasizing the Movement’s international aspect. It accomplishes this by …

Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

On June 27th, 1863, while camped at Murfreesboro, Tennessee, Nadine Turchin, wife of Brigadier General John Turchin of the Army of the Cumberland, wrote an irate entry in her journal. "Really, I think that the commanding general should take me as his chief of staff," she began, "or at least as his personal advisor." She went on to discuss the movements of her husband’s regiment as they campaigned in the west, criticizing the orders given to him by his superiors that had resulted in several deaths within the regiment and offering her own take on how they should have proceeded. …
