The central purpose of an institutional repository (IR) is providing open access to scholarship. That scholarship originates primarily through the work of faculty and students at research institutions, leading research libraries to embrace IRs and the scholarly communication movement. IRs typically include student theses and dissertations and faculty publications but sometimes extend far beyond to institutional records and documents. Launching an IR requires significant collaborative work across disparate specialties and institutional structures to establish policies, workflows, configure metadata and technology for retrieval, and fashion outreach and ongoing support to the administrators and ultimately provide mediated support to the scholars who …

Scholarly communications are evolving rapidly; there are shifts in how research is communicated, what counts for scholarship, and who is doing the communicating. Undergraduates are contributing to the scholarly conversation but with little education in what it means to participate online as a scholar, much less as a global digital citizen. Many faculty members engage in scholarly communication as they always have and are often unaware of the rapid developments in publishing and sharing research. Librarians with responsibilities in publishing, scholarly communication, and instruction are especially challenged to meet these gaps in digital literacy. As the rising cost of textbooks continues to burden students, many libraries have begun to facilitate the creation and publishing of Open Educational Resources (OER). The presentation will focus on the opportunities and challenges of creating a library publishing program with limited funding. Lessons learned from open education publishing initiatives will be shared. More and more libraries are investigating the possibility of breaking apart or unbundling their Big Deal publisher packages. In doing so, libraries acknowledge and ready themselves for the possibility of a significant portion of journal use shifting to interlibrary loan (ILL), and attempt to estimate what this shift from subscription to the ILL mode means in terms of costs. This study investigates three years of ILL usage data for 169 journals prior to undertaking subscriptions and then COUNTER usage for these same journals over a three year subscription period. The result suggests a predictive ratio of ILL requests to COUNTER …

As the rising cost of textbooks continues to burden students, many libraries have begun to facilitate the creation and publishing of Open Educational Resources (OER). In 2013, with the support of a Provost-backed initiative Portland State University Library developed an open textbook publishing program. In three years Portland State University Library has published 10 open access textbooks, successfully completed a 2nd round of open access textbook publishing, and is in the process of putting together another call for proposals.
