Dynamic models that simulate processes across large geographic locations, such as hydrologic models, are often informed by empirical parameters that are distributed across a geographical area and segmented by geological features such as watersheds. These parameters may be referred to as spatially distributed parameters. Spatially distributed parameters are frequently spatially correlated and any techniques utilized in their calibration ideally incorporate existing spatial hierarchical relationships into their structure. In this paper, a parameter estimation method based on the Dual State Ensemble Kalman Filter called the Dual State Hierarchical Ensemble Kalman Filter (DSHEnKF) is presented. The classification of stellar spectra is a fundamental task in stellar astrophysics. There have been many explorations into the automated classification of stellar spectra but few that involve the Sloan Digital Sky Survey (SDSS). Stellar spectra from the SDSS are applied to standard classification methods such as K-Nearest Neighbors, Random Forest, and Support Vector Machine to automatically classify the spectra. Dynamic runtime control of these mechanisms can tailor system operation to the characteristics and behavior of the current workload, resulting in improved performance. However, developing effective models for system control can be challenging. Modern cosmic sky surveys (e.g., CMB S4, DES, LSST) collect a complex diversity of astronomical objects. Each of class of objects presents different requirements for observation time and sensitivity. For determining the best sequence of exposures for mapping the sky systematically, conventional scheduling methods do not optimize the use of survey time and resources. Dynamic sky survey scheduling is an NP-hard problem that has been therefore treated primarily with heuristic methods. This thesis proposes a series of multi-label learning algorithms for classification and feature selection implemented on the Apache Spark distributed computing model. Five approaches for determining the optimal architecture to speed up multi-label learning methods are presented. These approaches range from local parallelization using threads to distributed computing using independent or shared memory spaces. It is shown that the optimal approach performs hundreds of times faster than the baseline method.
