The increasing urbanization of Pima County has affected animal control philosophies and the policies of the Pima Animal Control Center.

The Department is responsible for providing services and enforcing laws pertaining to both domestic animals and wildlife. The department which has a staff of fifty, is involved in a variety of activities including, provision of temporary shelter and adoption service for stray and surrendered animals, 24-hour emergency service for injured strays, quarantine of animals which have bitten humans, assistance in the removal of stray dogs and wildlife from public areas, conducting humane education programs and issuance of hunting permits. A study of the ecology and public health impact of urban cats in two neighborhoods in Baltimore (Childs, 1982) indicated that the frequency of cat ownership varied from 20.1% of households to 7.4% of households in the two contrasting areas. It is interesting to note that the low percentage of cats occurred in the low income and predominately Black neighborhood. Information obtained for this study on the age structure of animals in the community varies slightly, depending upon the data source. In the early 1970's a surge of articles in the lay and scientific press brought the burgeoning problem of pet overpopulation to the attention of the American public. The spark for this concern appears to have been an article by Carl Djerassi (who was prominent in the development of oral contraceptives for humans) and his colleagues in the unlikely forum of the Bulletin of Atomic Scientists. Djerassi argued that an efficient means of birth control was also required for the pet population (Djerassi et al, 1973). This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.

The Center for Applied Urban Research presents this report to the Nebraska City Chamber of Commerce and Business Improvement District Board as the product of the market area analysis conducted for Nebraska City. The analysis took the form of a survey of residents in the Nebraska City market area to determine residents' shopping patterns, motives for and perceptions of shopping, and market area configuration and leakage. The survey was administered to a random-stratified sample of 500 residents living within a 45 mile radius of Nebraska City.

In preparation for this task I examined the 1975 study conducted by CAUR.1 The first chapter contained an examination of alternatives to SID's. These alternatives were derived from a typology of development concepts based on: 1) who made the decisions about public improvements or development and 2) who financed them.

In February, 1984, the city of Seward released a request for proposal (RFP) for an electronic data processing system to automate certain city functions. The RFP was based on an information management requirements analysis undertaken in the fall of 1983. The RFP produced a response by eleven (11) data processing system vendors. These proposals ranged in price from nearly $62,000.00 to over $158,000.00 in five-year costs. Many of these proposals were incomplete.

In the summer of 1984, representatives of the Council Bluffs Senior Citizens Center requested assistance from the Center for Applied Urban Research to analyze their program offerings and attendance. The request resulted in two types of assistance. First, working with volunteers and staff, two students from the University of Nebraska at Omaha compiled existing information on Senior Center usage. These efforts resulted in a computerized list of about 700 users by the types of activities in which they participated. This list is to be used when sending program information to participants. New England's rapidly aging population, its traditionally low fertility rate, and the fact that net migration from other regions and abroad should continue to be close to zero means that only very slow population growth will characterize the region for the balance of this century. The purpose of this paper on women as terrorists is threefold. The first aim is to examine a portion of the existing literature in order to identify explicit and implicit propositions and hypotheses about the causal dynamics involved in female terrorism. The second is to make a critical examination of these propositions and hypotheses and to categorize the nature of prevailing explanations of women as terrorists. Finally, the policy implications of the various approaches to explaining female involvement in terrorist activities are examined.
