In 1990, the United States Border Patrol arrested approximately one million illegals (Dillin, 1990). Significant as this number may seem, it parallels the rate of arrest that existed prior to the passage of the Immigration and Control Act of 1986 (IRCA). This phenomenon suggests that the Act has failed to accomplish one of its primary objectives: to control illegal immigration to the United States.

Historically, as a consequence of the transit function of Panama's economy and the concentration of its economic activities in one specific geographic area, three societal processes have become strongly interrelated. First, economic growth has been concentrated in the tertiary sector. Second, an imbalance has occurred in the extent to which each economic sector generates and can absorb the Panamanian labor force. Third, population has shifted to the urban and metropolitan Province of Panama as a result of strong rural to urban migration, generating a disproportionate population distribution.

The Homeless Of Massachusetts: An Analysis Of The 1990 U.S. Census S-Night Data, Christopher G. Hudson

This article, which examines epidemiological and policy correlates of homeless populations in 351 Massachusetts towns and cities, is based on an analysis of data from the 1990 U.S. census. It reviews the reliability of the most recent census data, reports findings on the distribution and characteristics of homeless persons in Massachusetts, and presents preliminary correlational findings on the impact of key demographic conditions and policies.

The report includes a meta-analysis of several studies that monitored the Census Bureaus street counts. It is estimated that 42.6 percent of the homeless on the streets in selected urban areas were counted by the …

Local economic development can be described as the efforts of community leaders to stimulate business investment and employment to preserve or improve the quality of life in a community. Development objectives are often identified through a formal planning effort, structured public discussion, or other formal and informal processes. Objectives are the specific actions needed to meet broad community development goals. These economic development objectives selected by communities may include diversifying the area economy, increasing opportunities for employment, or expanding the local tax base.

Each S.T.A.R.T. Economic Development community administers a community attitude survey to local residents. Generally the survey serves at least two purposes. One is to collect information about the attitudes and behavior of local. residents. For example, respondents are asked to rate a variety· of community services, programs and organizations. The questionnaire also collects information about shopping behavior and local preferences about economic development.

The Omaha Conditions Survey: 1993 North Omaha Sample found several positives as well as negatives about the North Omaha area. On the bright side, North Omaha residents like the quality of life and the people in their neighborhoods. Over seventy percent of adults, eighteen and older, are in the labor force (either working or looking for work). North Omaha residents generate $81 million in annual spending on selected items.

This year's survey sampled adults in the Omaha metropolitan area and African-American adults in North Omaha. In 1989 the Population Council began a research project on the consequences of high fertility at the family level and its implications for the next generation. Since its inception, the project has been supported by Swedish SIDA and has involved the collaboration of researchers from selected developing countries. In countries where there has been limited research on this topic, such as India, Mali, Nigeria, Pakistan, and Senegal, the Population Council provided funding for new studies or for analysis of existing data with the potential for producing insights on this topic. Massachusetts has undergone radical changes in its racial/ethnic composition in the last ten years. The Latino population, owing to its extraordinary growth rate during the last two decades, is the largest racial/ethnic minority group in the state. Yet relatively little is known about this population because of the "information gap." Based on 1990 census data, this article focuses on the growth and geographical distribution of Latinos in Massachusetts. The African American community in Omaha has undergone many changes since 1931. Although there is considerable evidence of progress and some cause for optimism, there also are reasons to be concerned. The State of Black Omaha: 1992 Housing Conditions has not attempted to construct an index of parity in housing, but if the housing data in the preceding section is any indication, it would appear that inequality between African Americans and Caucasian Americans in Omaha may be narrowing for some and widening for many others.

Random samples were drawn in Douglas County, Nebraska (N = 196, mean age = 73.8 years), in the counties surrounding Douglas County also served by the Eastern Nebraska Office on Aging (N = 104, mean age = 72.4 years), and in eleven of the rural Sandhills counties of Nebraska (N = 200, mean age = 76.6). Participants responded to structured interviews of 169 questions that included self-assessed health status, availability of health care and physician services, costs, attitudes toward health care services, health experiences and beliefs. Counting The New York Homeless: An Ethnographic Perspective, Kim Hopper

Significant ambiguities inhere in the operational definitions of "site" and "selected components of the homeless population" used in the 1990 S-Night Count. Ethnographic methods offer a useful corrective. This article, covering research that was part of a larger project evaluating the S-Night count, describes a brief ethnographic inquiry into the ecology of public spaces occupied by the homeless poor in New York City. Problems in implementation, surprising ease of access, patterns of mobility and prevailing norms from site to site, and the tenuous character of the street sites are reviewed, as are implications for future enumeration efforts.
