November 1978: a popular religious and civic leader from San Francisco named Jim Jones leads over 900 people—mostly African-Americans and many from San Francisco—to murder and suicide in a remote jungle community of Guyana called "Jonestown." Though far from San Francisco, the catastrophe strikes at the heart of the city's public life. Only nine days later, on November 27, ex-police officer and city Supervisor Dan White enters San Francisco City Hall and assassinates Mayor George Moscone and Supervisor Harvey Milk. The City of Portland currently faces a difficult challenge. As the population continues to grow, greater pressure is placed upon the limited amount of public open space available for recreation. As stated in the Portland Parks & Recreation (PP&R) 2020 Vision Plan, "Demographic, recreational, and funding trends suggest that both current shortages and future needs will intensify and produce inequities in our cherished park system" (PP&R, 2001).

This guidebook provides Portland-area planners with relevant information about wildlife crossings in an urban context. While information on wildlife crossings and their effectiveness has been available for a long time, U.S. planners have very little experience with them. In addition, existing information is geared towards rural applications and is not easily transferred to urban environments. It is important to organize this information in a way that is useful to local planners for a number of reasons. First, users should be familiar with the range of available options. In an effort to highlight community-planning efforts in low-income populations and communities of color, a group of Masters of Urban and Regional Planning students conducted interviews with community leaders and wrote this chapter of cases to be incorporated into ONI’s Community Involvement Handbook. These cases are meant to provide inspiration and understanding about the strengths and differences between planning approaches used in diverse communities working outside of the neighborhood association structure. This chapter may also help to inform opportunities for neighborhood associations and other organizations to better collaborate with diverse community groups.

This dissertation examines the evolution of the high technology industry in the Portland-Vancouver metropolitan region. The research explains how and why the region was able to grow a high technology industry cluster in the absence of a major world-class engineering and computer science research university. The research challenges the conventional assumption that a research university must be in place to create a high technology center. It was hypothesized that high technology firms functioned as surrogate research universities by attracting and developing labor, creating knowledge, and functioning as incubators for startup companies. Historically, poverty has been a deeply embedded reality within society, its nature and extent altering, over time, in response to shifts in socio-economic conditions, political ideology and value system. Poverty, as part of the human conditions, still remains intractable problem in both developed and developing nations and regions. This study is concerned, in particular, with urban poverty in an E.U. context. The overall aim of the research is to consider whether urban social exclusion is amenable to public policy intervention. Coastal decision-makers and training providers in the Ohio Lake Erie basin participated in seven focus groups to generate information on coastal resources knowledge and training needs. Six of the focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas (non-providers); the seventh was comprised of training providers (providers). Discussions centered on two main areas: core knowledge needs and training needs.

The high price of housing on the coasts, population growth in the large metropolitan areas of the south, southwest, and west, and the issue of affordability for low- and moderate-income households across the country fueled the view that housing production was insufficient and that the shortfall was contributing to rising prices and limited housing choice. Indeed, underlying all of the housing-related changes and issues of the 1990s were the factors of supply and demand. The nation grew by 13.5 million households while 13.2 million building permits were filed. Nationally, housing supply was just about in balance with population growth. But …

The Center for Social Policy (CSP) at the McCormack Institute, University of Massachusetts Boston oversees the Connection, Service, and Partnership through Technology (CSPTech) project. CSPTech operates a homeless management information system being implemented throughout the Commonwealth. Founded in 1995, this project is a networked computerized record-keeping system that allows homeless service providers across Massachusetts to collect uniform client information over time. This information is aggregated in a database used by service providers, advocates, government officials, researchers, and people experiencing homelessness. This paper shows that robustness analysis is a technique with a potential for aiding decision makers in choosing transportation investment projects. In this paper, it has been demonstrated that it can be successfully used in urban transportation planning in conjunction with urban travel demand software. The robustness analysis procedure emphasizes the need, under conditions of uncertainty, to make early decisions in a time-phased sequence, while preserving future options that currently seem attractive. The results of the robustness analysis from the case study used in this paper indicate that the method is simple to understand, easy to use, minimizes future surprises …

The Old Woman Creek National Estuarine Research Reserve (OWC), Ohio Department of Natural Resources-Coastal Management Program (ODNRCMP), and Ohio Sea Grant College Program engaged the Great Lakes Environmental Finance Center (GLEFC) to aid them in developing a coastal resources management training initiative for Ohio coastal decision-makers. Coastal decision-maker professionals are expected to formulate effective strategies and apply interdisciplinary approaches to solving problems and policy issues that affect the environments of coastal regions.
