Preserving The Past And Planning The Future In Pasadena, Riverside And San Bernardino, Charles Conway Palmer

This study examines how three Southern California cities—Pasadena, Riverside and San Bernardino—used the processes of urban renewal and historic preservation as development strategies for their downtown business districts. The ways in which these processes were employed has both reflected and shaped the cities‘ evolving definitions of community. These ideas of community were both inclusive and exclusive, favoring certain ethnicities and cultural practices over others to advance a particular civic image. The case studies are representative of cities in the region that are ―other than Los Angeles; those founded in the nineteenth-century after the Spanish and Mexican periods, but prior to …

This thesis traces the transformation of two cities in the American West: Albuquerque, a medium-sized metropolitan area in the generally low-population state of New Mexico, and Livermore, California, a relatively small town on the fringe of the massive San Francisco Bay Area metropolis. The federal government built nuclear weapons labs in both places after World War II, and as a result, they encountered phenomenal growth. This is not surprising, as authors such as Peter Hall and Ann Markusen have argued that federal installations in the postwar years affected the economies of many western cities. Spillover externalities can be explained as influences of the prices of neighboring properties on the price of a given one. Suppose there is a price change or changes in the amenity levels in a neighborhood. The effect of this change would be experienced by properties in a close proximity and the prices of the properties in close proximity might help explain the price of the property of interest. In the context of welfare valuation, this feature of spatial price interdependence or spillover effects has only recently received attention. Positive youth development could be an effective framework for designing general interventions for young offenders. Such a framework would encourage youth justice systems to focus on protective factors and risk factors, strengths, problems, and broader efforts to facilitate successful transitions to adulthood for justice-involved youth. The positive youth development approach supports youth in successfully transitioning from adolescence to early adulthood by encouraging young people to develop useful skills and competencies and build stronger connections with pro-social peers, families, and communities (Butts, Mayer, & Ruth, & Ruth, 2005). As the third oldest neighborhood in New Orleans and one of the oldest black neighborhoods in the country, Treme is unique in that its population has remained well over 80% black from the colonial period to the present. In 2002, there were 1,299,000 crashes at signalized intersections in the United States. These crashes account for approximately 21 percent of total crashes and about 24 percent of all fatal and injury collisions. The social and financial impact of this number of collisions is substantial. The Federal Highway Administration (FHWA) and other agencies have recognized the detrimental effects of intersection crashes on our society and continue to fund research that will lead to a decrease in crash frequency. Minneapolis’ Midtown Greenway is a 5.5 mile bicycle and pedestrian corridor that replaced a grade-separated railroad line in 2000 and expanded to its current length in 2007. In an era of reinvestment in American inner cities and a heightened political awareness of both urban transportation alternatives and public spaces, the academic field of geography has much to contribute to the discussion about the viability, effectiveness, and success of projects such as this adaptive reuse of reclaimed, deindustrialized space. Immediately adjacent to the larger city of Paris, Reno, Texas has good highway access, with State Highway 82 bisecting the principal portion of the City. Reno is also served by a General Aviation Airport, Cox Field, located south of the City within Paris. Officials from the City of Reno approached the Institute of Urban Studies (IUS) at The University of Texas at Arlington with a request to undertake an economic assessment for the city. This report examines the use of alternative local financing mechanisms for interchange and interchange area infrastructure improvements. The financing mechanisms covered include transportation impact fees, tax increment financing, value capture financing, local improvement districts, transportation corporations, state infrastructure banks, local option transportation taxes, fair share mitigation, and transportation concurrency. The financing alternatives are assessed in the context of Interchange Area Management Plans, which are required by the Oregon Transportation Commission, as well as in the context of the Oregon Department of Transportation’s responsibilities under the state’s Transportation Planning Rule.

Suburban multifamily housing is an often overlooked housing typology that is the fasted growing housing market in the country and holds strong potential for achieving smart growth goals in suburbia. This housing type is ubiquitous throughout all regions in the nation, is a widespread example of density in suburbia, and is typically located next to commercial uses. The proximity between suburban multifamily housing and commercial uses creates the potential for nodes of concentrated activity, mixed use, and the possibility of substantial non-auto transport in suburbia. Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

The Ralphe Bunche Neighborhood Vision Plan provides a general design framework to spur reinvestment in this 100-year old historic African-American neighborhood in Benton, AR. The plan aggregates attainable housing (under $100,000/unit) around two neighborhood parks―one existing, and one proposed. Since the city cannot afford comprehensive street and drainage improvements to accommodate redevelopment, the proposal retrofits streets and open space with Low Impact Development (LID) landscapes to remediate urban stormwater runoff. Housing unit types between 1,000 and 1,750 square feet are amassed around these LID landscapes and amenitized with screened rooms, balconies, terraces, and multiple-height living spaces.

This chapter examines how effectively TAFE Institutes and universities in the State of Victoria contribute to meeting the social and economic needs of the population in terms of opportunities to study and relevance of the qualifications offered. It identifies some key achievements and areas for improvement. The chapter closes with a series of recommendations that include the need for a greater system approach to tertiary education in order to support sustainable regional development and the role that the State of Victoria can play in this strategy.

Residential energy use has been envisioned in varied ways, each highlighting different factors and capturing a partial truth. This paper outlines assumptions of core theories about household energy use. It gives an abbreviated list of major empirical findings framed by these theories. It then identifies a new set of "blind spots" created by overly-simple reliance on models and by data shortcomings that in combination may block development of a more sophisticated understanding of energy use. Policies and program strategies, in turn, can become oriented toward simplistic approaches to change. We point to the need for improved interpretation and elaboration of …

In May 2008, South Africa experienced an outbreak of violence

against foreign Africans living in the country. Political

leaders expressed shock and surprise, but there has in reality

been long-standing and well-documented hostility toward

African immigrants in South Africa. Several competing explanations

have been put forward, with debate gaining urgency

and polarization since the xenophobic attacks of 2008. After

a selective review of the relevant literature to sketch the

contours of that debate, this paper presents findings from

research conducted with African immigrants living in Cape

Town. Their experiences provide further evidence that antiimmigrant
