Community-Engaged Decision Support For Foreclosed Housing Acquisition And Redevelopment In Boston, Michael P. Johnson Jr.

Public Policy and Public Affairs Faculty Publication Series

This project develops decision tools and analytical methods to help non‐profit community development corporations (CDCs) acquire and redevelop foreclosed housing for neighborhood stabilization and revitalization. Interviews and direct observations at partner CDCs have helped us identify current practices, data and requirements for our decision models. Problem‐structuring methods through CDC focus groups have generated core operational and organizational objectives. Spreadsheet‐ and optimization based decision models generate policy and operational alternatives that address multiple resident and community outcomes. Our research will support efficient responses to the recent foreclosure crisis, especially in distressed neighborhoods, and suggest policy implications at local and national levels.

Dependence on fossil fuels, climate change, and degraded air quality are forcing the auto industry and consumers to seek alternative solutions to the current transportation system. Significant technical breakthroughs are allowing automakers to develop electric vehicles (EVs) that transcend some of the key barriers that limited them historically. Plug in electric vehicles entered the Oregon marketplace in early 2011. A range of reports suggest the demand for EVs will grow rapidly once affordable highway speed vehicles become available. ODOT identified the lack of a reliable network of electric vehicle service equipment (e.g., charging stations) that increases the range of these …

The Oregon Highway Plan’s (OHP) mobility policies guide various planning and programming activities of the Oregon Department of Transportation (ODOT). Among these activities are ODOT’s land use change review responsibilities under the Transportation Planning Rule, as adopted by the state’s Land Conservation and Development Commission. This report examines supplemental transportation performance metrics beyond the volume-to-capacity metric that currently supports OHP mobility policies. Selected supplemental metrics are empirically analyzed using a travel demand model calibrated for a Medford, Oregon study area.

A noted Singapore-based cultural geographer and specialist on Asia analyzes the emergence and functioning of a unique artistic cluster in Hong Kong's Fotan light industrial district. The objective of the research is to understand how artistic work in the cluster, despite some challenges, has thus far proven sustainable in cultural, social, and economic terms. The findings of this case study permit further clarification of several dimensions of an emerging theory of cultural/creative clusters, which should be considered as distinct from business and industrial clusters. This project summary report describes the execution of OTREC Project #298 (Development, Deployment and Assessment of a New Educational Paradigm for Transportation Professionals and University Students). The project is one facet of a multiyear collaboration of the Region X Transportation Consortium that was sponsored by the Federal Highway Administration (FHWA). The regional collaboration aims to shift the traditional paradigm of engineering course delivery to foster a more hands-on approach. The University of Idaho, for example, has created activity-based modules for a traffic signals course, while the University of Washington developed similar modules for a freight systems course. Throughout the United States, metropolitan regions face increasingly complex issues related to transportation and land use. The diffuse nature of decision making creates a need to better coordinate land use and transportation to address issues such as: congestion, infrastructure costs, and greenhouse gas emissions. Key players in this decision making are regional metropolitan planning organizations (MPOs) with transportation planning authority, regional planning responsibilities, and in some cases regional land use planning authority. This paper examines extraboard operations and management at TriMet, the transit provider for the Portland Oregon metropolitan area. The extraboard consists of a pool of operators who fill open work resulting from absences and other causes. The paper first examines the general performance of the extraboard in filling open work, drawing on seven years of daily operations data from three bus garages. It then presents statistical analyses focusing on open work patterns and the effects of selected work rules on operator utilization and service delivery. Lastly, suggestions are made for improving the efficiency of extraboard operations.

The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. The safety performance functions (SPFs) included with this content, however, were developed for several states other than Oregon. This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. Oil and gas development and hydraulic fracturing have received enormous attention over the past few years, and most of that attention has focused on the potential impacts of such development on water quality. However, the potential impacts on air quality from oil and gas development have received far less public and media attention and discussion. This two-hour program will assess the current scientific knowledge, regulatory requirements and policies regarding the impacts on air quality from oil and gas development and will address current initiatives at the state and national levels to further regulate and control those impacts.

In the decade since the U.S. Supreme Court’s decision in Alameda Books v. City of Los Angeles, 535 U.S. 425 (2002), the adult entertainment industry has attacked the legal rationale local governments rely upon as the justification for their regulation of adult businesses: that such businesses are associated with so-called negative secondary effects. These attacks have taken a variety of forms, including: trying to subject the studies of secondary effects relied upon by local governments to the Daubert standard for admission of scientific evidence in federal litigation; producing studies that purport to show no association between adult businesses and negative …
