In the absence of perfect information about how RLUIPA has affected local governments, this article argues that the courts have adopted a pragmatic approach to maneuvering in the difficult terrain that RLUIPA occupies: combining appropriate judicial deference to a legislature that enacts a neutral law of general applicability with the heightened judicial scrutiny that becomes appropriate when that same law is applied to a specific zoning approval, a circumstance that frequently allows for subjectivity, and thus the potential for discrimination or arbitrariness against religious uses, in the approval process. Just as SVD [Slavic Village Development] fought back against predatory lending, mortgage fraud, and speculator flipping, the City of Cleveland and Cuyahoga County also sought to prevent these practices and stem the rising tide of foreclosures. This included legislation, litigation, and homeowner counseling. This article will focus on three examples of the response to the mortgage crisis in Cleveland: the Cleveland Housing Court, the Cuyahoga County Land Reutilization Corporation (land bank), and community development corporations (CDCs) and local intermediaries (namely, the Cleveland Housing Network (CHN) and Neighborhood Progress, Inc. Home energy audits administered by utilities and government typically provide homeowners with lists of technical upgrade recommendations intended to increase the technical energy efficiency of the house. Audits proceed with assessment of physical characteristics, subsequently processed with a computational model and transformed into a report, sometimes customized by the auditor. While the design of an energy audit reflects program and policy points of view – balancing program cost with expected program savings, educating people about the value of energy efficiency, etc. – it is crucial to consider the criteria for a good home energy audit and recommendations from homeowners’ points …

There is considerable variation across households in energy use, even within similar climates and housing styles. There is also considerable variation in energy savings following upgrades of housing and appliances. We combine empirical data on household consumption with advanced simulation modeling techniques to investigate just how much behavior matters in determining consumption levels. compared to weather, technology and building characteristics. The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …

We provide here an analysis of the demographic and socioeconomic characteristics of the Cleveland Public Library’s (CPL) service area and that of the neighborhoods in which the library’s patrons live. We also describe the borrowing patterns for the branch and downtown, Main Library, locations. The census-based demographic and socioeconomic data used for the analysis include income, number of children, race, Hispanic ethnicity, language spoken at home, ability to speak English, public-versus-private school attendance by grade level, housing tenure (owner/renter), educational attainment, employment status, and place of employment (Cleveland versus other). Toward an Age-Friendly Portland connects the people-friendly efforts of the Portland Plan with input and specific needs expressed by older Portlanders to create a vision for what people want their neighborhoods to be like as they grow older. This vision informs recommendations that may be integrated into Portland’s planning efforts. Orca Planning found that the needs of older adults now and in the future are not adequately met by the transportation, housing and greenspace options available in today’s Portland. The Imagine Holgate project engaged the public in a visioning process to learn the community aspirations for future transit-oriented development in the Station Area around the southeast 17th Avenue and Holgate Boulevard Station on the PMLR line. Through extensive research, public involvement, and a partnership with the Portland and Multnomah County Bureaus of Emergency Management, Terra Firma Planning provided recommendations for leveraging the unique characteristics of NECN to create a more resilient community. The Neighborhood Main Streets Project is an effort to revitalize neighborhood commercial areas in Milwaukie, OR. Horizon Planning conducted the public involvement for the project with walking tours, a survey, visioning workshop, focus group, and open house to determine the community’s vision for walkable and vibrant commercial areas. Horizon Planning also examined existing zoning, transportation, and economic conditions that were not conducive to pedestrian-friendly and vibrant commercial areas. In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina. The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. Studies have shown that active transport is known to increase physical activity of children, decrease traffic congestion and the production of greenhouse gasses. This study examines active transport to school (ATS) [walking, biking, or other self-powered wheels to school] among elementary students. Through the Nevada Moves Day program an increase proportion of elementary students who use ATS was expected.

This study was done at two elementary schools, one being the intervention school that participated in the Nevada Moves Day, and a control school, which did not participate. Data was collected over a three week period. Students using active transport and …

Does Commuting Lead To Migration?, Xiaobing Shuai

This paper investigates the interaction between commuting and migration within a local labor market, focusing especially on the question of whether commuting can lead to migration over time. Using Virginia data from 2000 to 2006, the study shows that the commuting flow between two locations has a positive and significant effect on the migration flow in the same direction in subsequent years. The underlying reasons are that increased commuting costs or reduced migration costs can induce commuters to become migrants. These results may have useful implications for urban communities in their revitalization efforts, as cities can explore ways of attracting …

Urban development either eliminates, or severely fragments, native vegetation, and therefore alters the distribution and abundance of species that depend on it for habitat. We assessed the impact of urban development on bird communities at 121 sites in and around Perth, Western Australia. Based on data from community surveys, at least 83 % of 65 landbirds were found to be dependent, in some way, on the presence of native vegetation. For three groups of species defined by specific patterns of habitat use (bushland birds), there were sufficient data to show that species occurrences declined as the landscape changed from variegated …

This paper focuses on the pivotal role played by the state in refashioning the Chinatown landscape as part of both nation-building and heritage tourism projects, and the ensuing cultural politics. After a brief history of the creation of Singapore’s Chinatown, the paper discusses, first, Chinatown’s place in Singapore’s post-independence nation-building project and, second, the reconfiguration of the Chinatown landscape as a tourism asset. The final section reflects on the changing politics of place as Chinatown gains legitimacy in state discourses on heritage, tourism and multiculturalism, as well as in the popular imagination as an ethnic precinct par excellence.

Spatial mismatch literature has an extensive, divisive history. In its 1960s origins, it was primarily based on White and African American, residential and employment spatial disparities, but has since expanded. This article will focus on changes in the geographical landscape, such as the addition of inner ring suburbs, and how they have affected spatial mismatch. The study will also question whether race or income is a larger indicator of spatial disparity.
