Russia pioneered exploiting civilian inequalities to maximize military effectiveness in Chechnya, contributing to the Kadyrovtsy blocking detachments observed in Ukraine. Kadyrovtsy, pro-Russian Chechens, are drawn from a unique political order enabling this specialized military role. Military inequality literature typically ignores how minority-ethnic forces often serve in specialized combat roles. Understanding the Chechen Wars, the Kadyrov regime, and living standards in Russia helps explain these minority-ethnic blocking detachments in Ukraine. Analysis of this vital section of Putin’s regime offers actionable recommendations for Western actors to undermine Russian military efforts and identifies the potential risks of those actions.

This article analyzes the US Army’s successive recruiting crises, identifying their consistent patterns and the efforts to resolve them, and makes three provocative arguments. First, there is a long-standing institutional tension between recruiting personnel for the combat arms and technical and administrative specialists. Second, many of today’s talent management problems were first identified in a 1907 General Staff report and reiterated in subsequent studies. Third, the Army has pursued innovative recruitment strategies, but much of their success depended on factors outside the service’s control. By pursuing policies that support Russian goals of economic integration, mitigation of demographic concerns, and security of national borders, the United States can set the foundation for productive engagement on critical issues.

The purpose of the work was to discover how servant leadership could strengthen existing PVE evaluative strategies. This article stems from work being done in servant leadership, counterterrorism, and countering violent extremism at Nichols College and Utah Valley University. The authors used a secondary analysis of empirical and literary servant leadership and PVE works to develop the framework. Fifty years ago, the US Army faced a strategic inflection point after a failed counterinsurgency effort in Vietnam. In response to lessons learned from the Yom Kippur War, the United States Army Training and Doctrine Command was created to reorient thinking and doctrine around the conventional Soviet threat. Today’s Army must embrace the Russo-Ukrainian conflict as an opportunity to reorient the force into one as forward-thinking and formidable as the Army that won Operation Desert Storm. This article suggests changes the Army should make to enable success in multidomain large-scale combat operations at today’s strategic inflection point.

This paper examines China's response to the Rohingya crisis in Myanmar from a theoretical perspective, drawing on both liberal and Asian cultural values. The study adopts a qualitative approach and employs document analysis to collect data. The findings suggest that China's response to the crisis can be explained by the liberal values of interdependence, cooperation, and institutionalism, which have guided China's peaceful and cooperative approach to resolving the conflict. However, the study also reveals the importance of Asian cultural values, particularly empathy and save-face, in shaping China's diplomatic behavior towards the crisis. On May 13, 1985, Philadelphia police dropped a military grade bomb on 6221 Osage Avenue, a row house in a Black neighborhood in West Philadelphia. This home was occupied by a revolutionary group called MOVE. The bomb started a fire that the police and firefighters decided to “contain” rather than put out, resulting in the deaths of eleven people and the destruction of sixty-one homes. Only two MOVE members survived the fire. Using court records, documents from the investigation conducted by the Philadelphia Special Investigation Commission (PSIC), and other interviews regarding MOVE and the bombing, this paper reconstructs different perspectives …

This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. The United States (US) has been engaged in a “war on terrorism” to “defeat” al Qaeda since 2001. This study presented and tested an over-arching conceptual framework for US Counterterrorism (CT) policy. The conceptual frame was tested using qualitative thematic analysis of archival records from the Reagan through Clinton era. The research also used a case study of al Qaeda as the context to bound the selected records for the study. In contemporary military operations, some problems are so complex they do not give way to linear solutions but require problem management instead. Combining the fundamentals of Dao De Jing philosophy with the US military design process offers a new perspective to analyze complex security problems, devise management strategies, and plan military operations. Applying this new approach to the complex security environment in Syria allows for a nonlinear mapping of long-term goals and a new perspective on relationships between key actors, environmental factors that restrict changes in the security environment, and where planners should focus their attention.

This dissertation argues that from 1989 onwards an increasingly terroristic neo-Nazi underground in Germany became gradually entangled with the reactionary Neue Rechte, whose crusade against the German culture of remembrance is also a crusade against European integration, increased migration, and the conceits of liberal democracy. This entanglement produced an ideologically coherent extreme-right political movement with a heavily armed and tactical paramilitary faction that has, contrary to what various governments of the Federal Republic have wanted to believe, been developing in Germany since the early 1990s.
