Following the post-September 11 United States reconfiguration of foreign policy, the use of the State Department’s Foreign Terrorist Organization (FTO) and State Sponsors of Terrorism (SST) lists and related news media coverage dramatically increased. Considering the gravity of such designations, both because of the potentially devastating economic ramifications in the form of sanctions and as negative P.R., it is imperative to examine the historical use and application of these lists. The purpose of this study is to investigate the use of collective action framing mechanisms and processes by Hamas in order to aquire and maintain potential and existing human resources and to help researchers and scholars of contentious politics and social movement theory to gain a greater understanding of the role frames play in that decision by showing the ways social movement entrepreneurs use them to acquire, maintain, and motivate human resources for the purpose of collective action.

This study focused on the effects of drone attacks on the Al Qa ̕ida organization because the former CIA director, Leon Panetta, believed that this is the only tool that allows the United States to tackle or try to disrupt the leadership of Al Qa ̕ida. The use of drones as a tool to moderate situations and conduct covert operations by the CIA and U.S. military is a topic of debate and controversy. Drones are invaluable in regards to maintaining a presence in areas that can be extremely dangerous for service members or other individuals.

This thesis introduces a theoretical model explaining non-state actors' use of cultural agents to mobilize target population. It is this thesis of this study that non-state actors utilize such cultural symbols to mobilize target population into a collective action movement. The methodology used in this thesis project is a case study approach. The case study focuses on Al Qaeda and its use of the cultural symbol of Palestine.
