The US Army War College Quarterly: Parameters

Carl von Clausewitz’s trinity represents a qualitative test for strategy in both theory and practice. With the trinity, Clausewitz transforms competing influences into a mark of theoretical quality. Synthesizing several translations of Clausewitz’s On War and interpretations by experts such as Hew Strachan, Antulio J. Echevarria II, and Frank G. Hoffman, this article suggests that Clausewitz believed that good theory encompasses and accounts for all fundamental forces of war, whereas bad theory emphasizes the extremes of one force. The trinity compels mandatory considerations for students of theory, war planners, and practitioners.

Ukraine’S Not-So-Whole-Of-Society At War: Force Generation In Modern Developed Societies, Ilmari Käihkö, Jan Willem Honig

The US Army War College Quarterly: Parameters

This article argues that Ukraine offers a cautionary tale regarding the two main modern models of force generation. Neither the professional high-tech war model, favored by Western militaries, nor the whole-of-society war approach, said to have saved Ukraine in 2014 and 2022, proved successful formulas for Ukraine. Considering that Ukraine is fighting for survival, with Russian forces inside the country, the failure of both models in action has serious implications for NATO member states as they deliberate their choices regarding future force generation.

This article argues that the historical assessment of Dwight D. Eisenhower as Supreme Allied Commander of the Allied Expeditionary Force in World War II lacks objectivity and balance. It identifies several strategic errors and missteps attributable to Eisenhower, which resulted in severe casualties and prolonged the war in Europe. The conclusions can help US military practitioners and policymakers assess the background and qualities required for successful theater command during wartime and senior commanders’ performances.

This article proposes a new definition of strategy as problem-solving that challenges the focus on goals and assumptions of order within many post–Cold War approaches to strategy. It argues that the military needs strategy to diagnose the complex problems of the twenty-first century before they can be solved. Inspired by practitioners such as Andrew Marshall and George F. Kennan, this new definition clarifies what strategists do and offers a logic for distinguishing the use of the term strategy. Practitioners will also find problem-solving tools and pedagogies they can adopt today.

Abstract

On 29 April, 2021, The Indonesian Government declared the Armed Criminal Group (KKB) as a Separatism Terrorist Group (KST), in response to the casualties, both from the military and civilian parties. In particular, the death of the Kabinda of Papua and Bharada Komang was a catalyst for this announcement as previous conflict resolution steps failed to address the ongoing conflict in Papua. The increased risk of terrorism in the Papuan region is driven by the lack of research into focused deradicalization programs. We explore why human rights violations take place in the midst of a rebellion. Authoritarian governments may not care for human rights but surprisingly several democratic governments have also condoned such violations. We show that the primary cause of such violations is faulty intelligence. There are two type of defective intelligence that can occur viz., missed alarm and false alarm. We consider each of these cases and determine the optimal human rights standard of the government. We then examine the effect of a decrease in the human rights standard on the probability of quelling the rebellion. In our theoretical model, …
