When Disaster Strikes Y’All Street: A Study On Cross-Sector Collaboration In Protecting U.S. Financial Critical Infrastructure, Rachael A. Zerr, John Friedlander

This exploratory research examines public-private collaboration between corporate security leaders and local emergency responders in the North Texas financial corridor known as “Y’all Street.” Using perception-based survey data from senior representatives in the private and public sectors, the paper evaluates partnership strength, preparedness activities, information sharing, and operational coordination. Findings indicate that collaborative practices such as facility tours, joint exercises, and emergency planning are present, but that partnership maturity remains uneven and is not yet fully standardized across the corridor. The research concludes that more formalized and institutionalized coordination will be necessary to strengthen resilience as the region’s financial significance …

The following article presents a conceptual servant leadership framework for evaluating preventing violent extremism (PVE) policies and programs. The purpose of the work was to discover how servant leadership could strengthen existing PVE evaluative strategies. This article stems from work being done in servant leadership, counterterrorism, and countering violent extremism at Nichols College and Utah Valley University. The authors used a secondary analysis of empirical and literary servant leadership and PVE works to develop the framework. This research paper will explore the strategies of the U.S. when it comes to counterterrorism measures in the Middle East. It will also be exploring the aspects of the strategy that have been ineffective and counterproductive. The United States (US) has been engaged in a “war on terrorism” to “defeat” al Qaeda since 2001. This study presented and tested an over-arching conceptual framework for US Counterterrorism (CT) policy. The conceptual frame was tested using qualitative thematic analysis of archival records from the Reagan through Clinton era. The research also used a case study of al Qaeda as the context to bound the selected records for the study. This new conceptual frame was used to evaluate the success, failure, and effects of US CT policy activities related to al Qaeda, using the records identified for the study. …

Terrorism has been on the mind of the American people and politicians alike since the 9/11 attacks over two decades ago. In the years since, there has been a massive shift in law enforcement priorities from community-oriented policing (COP) to homeland security-oriented policing. This was especially evident in the establishment of the Department of Homeland Security (DHS) shortly after the attacks on the World Trade Center and Pentagon in 2001, which was established to aid law enforcement entities with terrorism preparedness. Terrorism is a threat to global security and instills fear in the lives of people across the world. Over the past decades, billions in \$USD have been invested in counter-terrorism efforts. One approach to counter-terrorism is to destabilize terrorist organizations such that they are less effective at carrying out attacks. Previous work has investigated how to best proceed in this direction, such as which terrorists to target. Among the many questions surrounding that historic day, this one reveals the extent to which double standards in law enforcement threaten our nation’s security. Terrorism has taken root in almost all corners of the world with terrorist organizations thriving in both rich and poor countries. In the Philippines, the Human Security Act of 2007 came into force to address the threat of terrorism to the national security of the country. However, the law has never been fully utilized. This thesis uses quantitative and qualitative research methods to (1) explore the global trends and trajectories of terrorism, (2) identify emerging strategic challenges, and (3) outline an opportunity analysis for U.S. counterterrorism strategy. Collectively, this project provides a strategic forecast for terrorism in the 2020s, demonstrating that terrorism is becoming increasingly dangerous, dynamic, and difficult to defeat.

This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Thousands of foreign terrorist fighters poured into the Middle East from almost every country across the globe. Radicalized by professionally edited videos and propaganda disseminated through the Internet, people from all walks of life were captivated by the Islamic State's rhetoric, and nations were struggling to figure out how to stop them. This article describes the political denial that is implemented by terrorists and supporters of terrorists after an adversary counterterrorist operation and that is intended to impede future operations. Sudanese-sponsored and supported terrorism and United States Government counterterrorist operations are used as an example.
