This is the third in a continuing IBPP series of articles about aviation terrorism. (See IBPP Vol. 1, Nos. 12 and 15 for the first two articles.) It was presented at the international conference entitled "Aviation Communication: A Multi-Cultural Forum" on April 9, 1997 at Embry-Riddle Aeronautical University, Prescott, Arizona. Consistent with Herman's (1982) call to more critically examine state-sponsored terrorism, this study assesses the sociopolitical and economic context in which the U.S. has terrorized the nation-state of Cuba. While the definitional framework in which the U.S. has traditionally examined acts of terrorism excludes from it the possibility of self incrimination, this research uses a single standard and nondiscriminatory definition which examines the behavior in question and harms done, as opposed to a definition based on power considerations alone. In this research the effect of socioeconomic factors on terrorism and government instability in Latin America are studied. A commonly held opinion is that terrorism and instability are caused by repressive conditions. The objective of this research was to generate a methodology to forecast terrorism and instability given certain socioeconomic indicators. This methodology was generated for individual countries, two groups of countries, and a composite developing country. A set of 28 socioeconomic factors were evaluated and reduced based on correlation analysis. Patterns of terrorism and instability were investigated through data analysis and factor analysis. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. Argentina in 1976 was a place of unusual paradox. The government with more than 60% of the popular vote seemed to have crumbled to the ground with almost no backing from those who had put it into office. Its downfall was due to its inability to resolve the "national crisis" facing the nation.
