This exploratory case study examined the perspectives of state-level elected officials regarding what influences policy decisions related to child abuse and neglect issues. By interviewing six former state-level elected officials, the study explored what policy makers believe about their ability to impact child abuse policies, how they define, and ways they have experienced. evidence-based policy, and what they know about risk factors and protective factors with regard to child abuse-related policy. The study design was inspired by the Harvard Family Research Project's (2005) Bellwether Methodology, which bases advocacy strategy on the knowledge base and input from influential policy makers. Privatization, or contracting with non-governmental agencies for provision of state or federally funded services, is a strategy that has gained recent attention from policymakers as a potential tool for successful child welfare reform. The Child Welfare Privatization Initiatives Project was created in 2007 as a joint effort between the United States Department of Health and Human Services and the Office of the Assistant Secretary for Planning and Evaluation. The framework identified by this project produced twelve key considerations for states moving towards a privatized system. From November 2011 through December 2012, 181 face-to-face trainings and 25 train-the-trainer events were offered to individuals as part of the Childcare and Youth training and Technical Assistance Project (CYTTAP) across 13 states. The trainings include Better Kid Care (face-to-face sessions that cover a wide range of topics from arts and math to challenging behaviors and physical activity); I Am Moving, I Am Learning (about preventing childhood obesity); and Rock Solid Foundations (on supporting young children's social and emotional growth and development). Positive ratings and significant change were the results across all projects.

A review of literature revealed a gap in research on effective ways to promote corporate social responsibility in the Rayong province of Thailand where the Integrated Refinery and Petrochemical Company (IRPC) is located. This case study used purposeful sampling of eight key informants in a CSR program designed to help restore the environment surrounding the refinery, increase cooperation and good will between IRPC and surrounding villages, and make better use of local resources.

Portland, Maine, has a variety of programs that connect volunteers with youth based on particular risk factors. While there are many criteria that affect the outcomes programs yield for youth, the quality and reach of many of these small nonprofit programs is dependent on their volunteer capacity. The goals of this descriptive research project were to identify: nonprofit youth development program volunteer characteristics compared with local populations and volunteers nationally; motivations or benefits such volunteers associate with volunteering; and factors associated with volunteers’ overall satisfaction and longevity.

This Article provides a comprehensive, critical overview of proposals to use happiness surveys for steering public policy. Happiness or “subjective well-being” surveys ask individuals to rate their present happiness, life-satisfaction, affective state, etc. A massive literature now engages in such surveys or correlates survey responses with individual attributes. And, increasingly, scholars argue for the policy relevance of happiness data: in particular, as a basis for calculating aggregates such as “gross national happiness,” or for calculating monetary equivalents for non-market goods based on coefficients in a happiness equation.

The Pigou-Dalton (PD) principle recommends a non-leaky, non-rank-switching transfer of goods from someone with more goods to someone with less. This Article defends the PD principle as an aspect of distributive justice --- enabling the comparison of two distributions, neither completely equal, as more or less just. It shows how the PD principle flows from a particular view, adumbrated by Thomas Nagel, about the grounding of distributive justice in individuals' "claims." And it criticizes two competing frameworks for thinking about justice that less clearly support the principle: the veil-of-ignorance framework, and Larry Temkin's proposal that fairer distributions are those concerning …

The Massachusetts Business Roundtable (MBR) collaborated with a team from the Emerging Leaders Program (ELP) from the University of Massachusetts Boston to explore ways to control health care costs. One strategy being implemented by employers to control health care costs is through “wellness programs,” employer-sponsored efforts to improve the health of employees. The minimum wage is a legally mandated relationship between money and time. Traditionally, studies of the minimum wage have focused on the money side of this relationship (e.g. how much do minimum wage workers earn) while ignoring its temporal aspects (e.g. how long someone has to work to receive a particular income). This is a significant oversight because it overlooks the temporal investments that minimum wage workers must make in order to achieve a specific sum of money (e.g. there is a significant temporal difference if a minimum wage worker can achieve an income above a poverty threshold by working …

As the case with most countries across Latin America, unprecedented migration to urban areas has strained city infrastructure systems. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. This thesis addresses the water infrastructure reform in El Alto and La Paz, Bolivia, focusing on strategies to better promote water access for the peri-urban poor. In the 65 years since the U.N.’s Universal Declaration on Human Rights, the human rights community has become a standard-bearer of normative behavior, influencing development and humanitarian organizations, multinational corporations and philanthropists. Though the movement is viewed as honorable and admirable, the certainty of its mission can inhibit introspection; a natural tendency is to prioritize rather than challenge prevailing assumptions.

In response to an increasing need to understand the reach of the literature and the research undertaken on initiatives to eliminate racial disparities, a literature review was initiated in 2012 for the Eliminating Racial Disparities Collaborative within the All Hands Raised initiative to improve academic outcomes for students in Multnomah County. This was an expansive undertaking – and at the end, we have drawn upon about 160 different articles, some of which were meta-analyses of an array of publications in a particular field.

This dissertation explores the relationship between intergenerational dynamics and politics outcomes in several distinct contexts. It is motivated by the remarkable demographic shifts exhibited by people in advanced countries over the past several decades. Individuals on average have longer lives and fewer children than ever before. Combining these shifts with the large intergenerational public policies that exist in many such states (education, old-age social welfare, healthcare) provokes several distinct yet related research questions addressed in the chapters below. This study looks at the relationship between charter school presence and neighborhood quality in Los Angeles. Using data from the Los Angeles Department of Education, Zillow Real Estate, and the Los Angeles Sheriff, this paper attempts to find whether changes in charter presence influence the price of surrounding real estate or the occurrence of serious and petty crimes. The results find that charter schools tend to be associated with a decrease in home sale prices. The results on crime imply that crime increases upon the opening of charter schools, however they are statistically insignificant.
