Childbirth is a life event that often disrupts maternal employment and household earnings just as family expenses increase. In the United States, families do not have access to a national paid parental leave program and must rely on a patchwork of safety net programs that were not designed specifically to support households during pregnancy and the immediate postpartum period. This brief uses linked administrative data from the Virginia Longitudinal Data System (2016–2021) to describe changes in household earnings and social welfare benefits before and after childbirth among low-income mothers receiving the Supplemental Nutrition Assistance Program (SNAP) or Temporary Assistance for …

Why does a country with so much economic capacity tolerate so much poverty? Why does its welfare state protect some risks generously while treating other forms of need as individual failure? Strategic Anti-Transgender Policy Diffusion: Interest Groups, Courts, And The Two-Track Politics Of Gender Regulation, Henry Danford

This thesis analyzes the strategic diffusion of anti-transgender policy in the United States following the passage of Idaho House Bills 500 and 509 in 2020. It argues that conservative lawmakers and advocacy organizations employed a coordinated "two-track" policy strategy in which transgender sports bans served as highly visible and politically popular mode legislation while identity-document restrictions advanced more quietly through courts and administrative policy. Drawing on policy diffusion theory, the Advocacy Coalition framework, and minority stress theory, the study combines qualitative policy analysis with quantitative analysis of Household Pulse Survey mental health data and Media Cloud new coverage data from …

This study serves as a critical mid-term review of the Egyptian National Strategy for Alternative Care for Children and Youth without Parental Care (NACS) (2021-2030). The 10-year strategy overall goal is to shift from institutional care, such as orphanages, to family-based care, such as kafala, the Islamic alternative to legal adoption, for children deprived of parental care. While the global literature strongly advocates deinstitutionalization, empirical research on the operational risks and unintended harms that can arise during such complex transformations remains scarce.

“Measure ULA,” named after United to House LA, was approved by voters in Los Angeles in 2022 to create a dedicated, long-term funding source for solutions to homelessness in LA, including funding the construction of affordable homes and preventing homelessness by helping tenants stay in their homes. The funding would come from a new tax on the most expensive real estate transactions in L.A. (i.e., mansion tax), and would affect fewer than 4% of all property transactions. Transportation Deserts And Structural Mobility Access In New York City, John Cruz

This study examines structural mobility access across New York City census tracts by constructing a tract-level Mobility Access Index (MAI) that integrates employment accessibility, hospital accessibility, and first-mile subway walking burden using MTA GTFS transit data, NYC Taxi and Limousine Commission trip records, and US Census American Community Survey demographic estimates. Three OLS regression models, supplemented by Lasso, Elastic Net, and Random Forest specifications, test whether structural access gaps are associated with short-distance connector trip intensity and per-worker connector cost burden. Results show that MAI varies substantially across tracts, with high access concentrated in Manhattan and along major subway corridors. …

It’S Up To The States: The Role Of State-Based Safety Net Programs In Maternal Health Outcomes, Brooklyn Hall

This thesis explores the relationship between state-based safety net programs and maternal health outcomes in the United States. Using the case studies of five states, namely Mississippi, Alabama, Wisconsin, Minnesota, and California, this research examines how variations in programs such as Medicaid, the Earned Income Tax Credit (EITC), Temporary Assistance for Needy Families (TANF), and Paid Family Leave (PFL) influence maternal mortality rates and overall maternal health outcomes. The analysis shows that states with more generous and comprehensive safety net programs, like California and Minnesota, tend to report lower maternal mortality rates.
