Since the 1980s, the standards and accountability movement in U.S. education has focused heavily on reform at the classroom and school level, with insufficient regard for how social, political, and community contexts impact student learning and achievement (Berliner, 2006; Horsford, 2010; Noguera, 2003; Oakes, 1989; Wells et al., 2004). This emphasis on standardization and high-stakes testing has stigmatized, and in many instances, penalized low-income and historically underserved students and communities through the use of student subgroup and school designations. The Childcare and Youth Training and Technical Assistance Project (CYTTAP) works to improve the quality and quantity of child care in 13 states with high densities of off-installation military families. From November 2011 through April 2013, face-to-face trainings, train-the-trainer events, and low- or no-cost online trainings were attended by over 14,000 individuals. One in five Americans has a disability, making it the largest minority group in the U.S. (Soffer, McDonald, & Blanck, 2010). In 2011, 13.4 million working-aged adults received a disability cash benefit from the Social Security Administration (Kregel, 2012).

The Social Security Administration (SSA) is the federal agency responsible for managing, executing and overseeing retirement, survivor, old-age and disability benefits. There are over 1,500 Social Security offices and over 65,000 employees nationwide (SSA, 2013). SSA manages at least five disability benefit programs: Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), Disabled Widow(er) Benefit (DWB), Childhood Disability Benefit (CDB), though …

Remarital Chances, Choices, And Economic Consequences: Issues Of Social And Personal Welfare, Kevin Shafer, Todd M. Jensen

Many divorced women experience a significant decline in financial, social, physical, and psychological well-being following a divorce. Using data from the NLSY79 (n= 2,520) we compare welfare recipients, mothers, and impoverished women to less marginalized divorcees on remarriage chances. Furthermore, we look at the kinds of men these women marry by focusing on the employment and education of new spouses. Finally, we address how remarriage and spousal quality (as defined by education and employment) impact economic well-being after divorce. Our results show that remarriage has positive economic effects, but that is dependent upon spousal quality. However, such matches are rare …

The goal is to provide a coordinated system of information and access to those seeking long-term services and support, thereby minimizing confusion, enhancing individual choice, and supporting informed decision-making.

This semester I worked with Aldea Infantiles SOS, an NGO aiming to place children without a concrete home or security into secure housing with a loving family. Founded in 1949 by a WWII veteran from Austria, this program has grown internationally with 119 autonomous members active in one hundred and thirty-three countries and governs itself through a system similar to the United Nations. Twice a week I traveled to the school, Ave Maria las Vistillas, where I volunteered with two groups of kids participating in the sports program, aiming to teach teamwork skills and improve integration into society.

Parliament enacted the Children’s Act on April 1, 2010 to grant and protect the rights orphaned or vulnerable children (OVC). Early Head Start (EHS) is an early intervention program that seeks to mitigate the effects of risk for those families with young children. Consistent with attachment theory, the home visiting component of EHS targets parent-child relationships in order to combat negative child outcomes. Research indicates that children of adolescent mothers are susceptible to poor outcomes both in childhood and adulthood. The current study utilized EHS data from 1198 parent-child dyads to assess the indirect relationship of home visitor quality on child aggression through parent quality, as moderated by maternal age. While environmental and economic sustainability have been driving factors in the movement towards a more resilient built environment, social sustainability is a factor that has received significantly less attention over the years. Federal support for low-income housing has fallen drastically, and the deficit of available, adequate, affordable homes continues to grow. In this thesis, I explore one way that architects can design affordable housing that is intrinsically sustainable. As an increasing number of asylum-seekers cross the border into Switzerland in search of protection, Switzerland faces the challenge of accommodating and integrating asylum populations into society while protecting all basic human rights. This study looks at the reception of child asylum-seekers in the canton of Vaud, Switzerland in terms of their integration in the education system and society. A series of interviews and a literature review were used to identify what services are available to child asylumseekers both at school and within the canton that may facilitate integration. The effort to reduce poverty in New England and the United States has been thwarted by trends of growing income and wealth inequality. Since the late 1970s, the real incomes for the majority of U.S. households have remained stagnant or fallen. During the same time, asset ownership has become dramatically more unequal, and the concentration of wealth in the hands of a few has increased. Devolution as practiced in much of the world is decentralization of program authority and responsibility to achieve greater administrative efficiency or program standards. Devolution as practiced by the Bush administration and the Republican Congress is not that, nor is it a diminution of federal power and the strengthening of states’ rights. Rather, it is a radical restructuring of government to prevent the expenditure of funds for traditional Democratic programs of the New Deal and the Great Society, and to prohibit states from being either more generous in social programs or more stringent in regulating industry than this administration desires.

The Affordable Care Act (ACA) was designed to achieve nearly universal access to health coverage in the United States—in part by standardizing Medicaid eligibility across the country so that each state’s program would cover individuals with incomes below 138% of the federal poverty level (FPL), or $15,856 for an individual and $32,499 for a family of four in 2013 (see Figure 1).i However, in June 2012, the U.S. Supreme Court determined that states could not be required to broaden Medicaid and retained the decision as a state option. Paperwork First, Not Work First: How Caseworkers Use Paperwork To Feel Effective, Tifany Taylor

A great deal of research has explored welfare agency caseworkers, especially how they use discretion. Paperwork in county welfare bureaucracies, however, is often taken-for-granted by caseworkers and researchers studying welfare. In this case study of a county welfare program in rural North Carolina, I focus on how caseworkers use paperwork through document analysis, interviews, and observation data. My findings illustrate caseworkers spend far more time on paperwork than they actually spend assisting program participants find employment. Finally, I show how caseworkers use paperwork to feel effective in a job that offers little to help clients move from welfare to work.

Using EU-Silc data from 2005, our aim in this article is to estimate how self-assessed health and the gradient between education and health vary among individuals in different European countries, considering their contextual socioeconomic vulnerability. Using a mixed methods, interdisciplinary case study approach, this research project explores the benefits, risks, and challenges of male migration for women who reside in San Juan Guelavía, Oaxaca, Mexico. In a unique approach in the field of migration studies, this project considers not only women whose husbands have migrated--absent husbands--but also the impact of male migration on women whose husbands have returned as well as women whose husbands have never left--anchored husbands. This paper describes a training methodology to scale social innovation through dissemination undertaken in 2012 by Portland State University’s (PSU) Impact Entrepreneurs for the award-winning social enterprise Digital Divide Data (DDD). It begins with descriptions of some commonly used terms in the field — social innovation, social entrepreneurship, replication, and impact sourcing — and illustrates how each of these concepts was integrated into the development and delivery of a training program for replication of Digital Divide Data’s impact sourcing model. Program outcomes are reviewed, including findings that dissemination training is a viable, cost-effective method for replicating successful social innovations.
