The CMC Grant Program remains a vital statewide investment in equitable access to justice and community well-being in Massachusetts. In FY2025, the Commonwealth allocated $3,100,202 to the Program, with $2,376,002 awarded directly to 12 community mediation Centers for operational support, technical assistance, and participation in statewide initiatives. These funds continued to serve as the financial foundation of the community mediation system, accounting for half of Centers’ collective revenue and enabling them to leverage an additional $2,435,797 from private, municipal, state, and federal partners—demonstrating strong public return on state appropriations. Santa Cruz County’s Enhanced Care Management (ECM) program assists Medi-Cal recipients who are unhoused, have substance use disorders/serious mental illness, or are high utilizers of medical services, obtain and maintain medical care coordination services. This population faces many challenges living in Santa Cruz, and the ECM team needs additional resources to continue the supportive work the care management program provides.

The needs assessment documents the ECM team’s desired physical and emotional resources to support their health and identifies the current barriers to supporting clients. The ECM team responded to a Google form survey and the responses were analyzed for common …

In 2020-2021 Oregon legislators approved $74.7 million to assist communities to purchase local motels and convert them into emergency shelters. The goal was to help keep people safe during COVID and to address the need for housing for victims of the wildfires in light of the deficit of appropriate shelter resources facing the state. A total of 19 projects received funding, and by 2023 all of the projects were providing services to people experiencing homelessness. Combined, this resulted in 865 new units of emergency shelter-- a 20% increase in the state’s supply. According to an analysis done by Oregon Community …

Studies show that individuals experiencing homelessness and housing insecurity also experience trauma and mental illnesses. Despite this evidence, many resources provided through state welfare services seldom allocate sufficient funds and personnel to help address mental health. This study investigates the relationship between housing insecurity and trauma for adult women who have tried to access assistance throughout Southern California. To do this, I conducted in-depth interviews and DSM-5 questionnaires with twenty-six women during the summer of 2023 and 2024 via Zoom. My findings show that adult women who have experienced homelessness and housing insecurity in Southern California were more susceptible to …

This study explores the interrelations of hypertension, homelessness, and access to healthcare in urban ill-housed populations. It was found that conditions such as heart disease and diabetes significantly exacerbate hypertension, which remains highly prevalent due to the population's limited access to consistent medical care. Homelessness further complicates the management of hypertension due to unstable living conditions, making adherence to treatment and follow-up with healthcare providers challenging. Additionally, factors like higher rates of substance abuse and malnutrition among homeless populations contribute to worsening hypertension, which, if untreated, can lead to severe health crises including heart attacks and strokes.

This paper explores the emergence of and policies and practices underpinning ‘social enterprise’ in Britain: that is, the concept that businesses could provide social services and benefits while returning profits to those who have invested in them. This paper argues that, in Britain, the concept was massaged into existence and adopted as a business and policy model at a particular historical juncture, in the later 1990s and early 2000s. The process involved a careful interweaving of linguistic maneuvers with financial calculations both at the level of specific businesses and at that of political regimes. On June 17, 2019, after a prolonged period of community concern, the Portland City Council voted to relocate the city’s homeless shelter from the rapidly gentrifying Bayside neighborhood to a wooded area at the city limits. As municipal shelters continue to move away from metropolitan areas, the impact of NIMBY-ism on local and state policies related to homelessness cannot go unnoted. This paper draws on data collected as part of two larger studies to set out the differences, according to women seeking support, between the feminist responses of the specialist women’s sector and the issues-led responses of other agencies. The first study examined the processes by which women enter, endure, and exit relationships with abusive men. The second study explored the barriers to help-seeking for those accessing a service for women involved in prostitution. Hodges, the Supreme Court finally held that the Equal Protection and Due Process Clauses of the United States Constitution guarantee same-sex couples’ marital equality. The Court’s unprecedented declaration that the right to marry is a fundamental right under the Due Process Clause strengthened married couples’ right to privacy because it subjects government actions infringing on marital unions to heightened scrutiny. Childhood adversity is associated with numerous negative outcomes across multiple domains, including mental and physical health, interrelationships, and social functioning. Notably, research suggests that childhood adversity has a dose-response relationship with these outcomes; that is, greater numbers of adverse experiences in childhood are associated with worse outcomes. These outcomes overlap with many risk factors of homelessness. This study sought to address two questions: 1) Does a dose-response relationship exist between childhood adversity and chronic homelessness? 2) Does childhood adversity negatively predict the age at which homelessness first occurs? This study is a systematic review to examine homeless veterans identified to be most at risk of unsuccessfully completing the VA’s housing program (HUD-VASH), which promotes the use of Housing First (HF) as it’s model for treating homelessness. The literature review identified those who were rural and experiencing comorbid substance use disorders (SUD) and mental health issues to likely be those who were most at risk. The City of San Jose has been working on the Hotel/Motel Supportive Housing Program and Underutilized City-Owned Property project since 2012. The City acquired the Plaza Hotel in downtown San Jose from the Successor Agency to the Redevelopment Authority and leased the property to Abode. Abode converted the rooms into SRO units for the transitionally homeless and occupancy is expected in July of 2017. The program is estimated to operate for five years before it is torn down. The project is unique, as the city has never had a hotel/motel conversion program tailored towards transitionally homeless adults.
