In the United States, intergovernmental relations (IGR) is rooted in the principles of American federalism, which focuses on the constitutional power dynamics between national, state, and local governments. While federalism outlines the structural framework, IGR specifically focuses on how federal, state, and local governments interact administratively, financially, and politically within the federal system. Beginning in the 1960’s, governments across the U.S. began to rely on non-governmental and private sector organizations for program implementation (Boyd & Fauntroy, 2000). The U.S. Department of Housing and Urban Development, Office of Community Planning and Development defines a homeless person as someone who "lacks a fixed, regular, and adequate nighttime residence" (Henry, et al., 2020, page 2). The Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, and called CalFresh in California, is the largest federally funded food assistance program in the United States. The program aims to reduce food insecurity and poverty by increasing access to nutritious food for low income eligible individuals (California Department of Social Services [CDSS], 2021a). This study is a two-part process evaluation of the RSP’s tracking of TPO (2017) just cause eviction filings. This study also intends to understand the RSP’s collected data when it is properly processed. This study’s research questions are as follows: Was the RSP’s process for tracking just cause evictions working to achieve the program’s goal in determining eviction outcomes? At what levels did landlords pursue just cause evictions for failure to pay rent? Sheltered workshops and short duration employment efforts have proven to be less effective than the Individual Placement and Support (IPS) or other supported employment models. Provided that they have the right support and strategies, those suffering from mental illness can maintain competitive employment and reduce their incidences of hospitalization, dependency, boredom, and lack of fulfillment. This research identified the factors that contributed to the decline of Medi-Cal enrollment in the County of Santa Clara (CSC). Additionally, it determined the actions that the County of Santa Clara Health System (CSCHS) can adopt to mitigate such decline. The CSCHS is the local safety-net healthcare provider for the residents of the CSC. Despite the CSCHS experiencing a significant increase in Medi-Cal covered individuals with the implementation of the Affordable Care Act (ACA) in 2010, this trend has overturned by 2019, with the County witnessing a significant decrease in Medi-Cal enrollment rates.

The City of San Jose has been working on the Hotel/Motel Supportive Housing Program and Underutilized City-Owned Property project since 2012. The City acquired the Plaza Hotel in downtown San Jose from the Successor Agency to the Redevelopment Authority and leased the property to Abode. Abode converted the rooms into SRO units for the transitionally homeless and occupancy is expected in July of 2017. The program is estimated to operate for five years before it is torn down. The project is unique, as the city has never had a hotel/motel conversion program tailored towards transitionally homeless adults.

Inadequate nutrition during these vital stages can have negative effects on the health status of this population. The Women, Infants and Children Program (WIC) was established specifically to help low-income women and children lead healthy lives by providing nutrition education, referrals to healthcare and other health-related services, breastfeeding promotion, and economic resources to purchase nutritious foods at retail grocery stores.
