On June 17, 2019, after a prolonged period of community concern, the Portland City Council voted to relocate the city’s homeless shelter from the rapidly gentrifying Bayside neighborhood to a wooded area at the city limits. As municipal shelters continue to move away from metropolitan areas, the impact of NIMBY-ism on local and state policies related to homelessness cannot go unnoted. By analyzing publicly available testimony that occurred in the months after the decision to relocate, a variation of NIMBY-ism begins to emerge. Research indicates that privately insured, rural adults have lower use of office-based mental health services, but higher use of prescription medicines than their urban counterparts. Patterns for rural children may be different from urban children because of the limited supply of pediatric mental health providers in rural areas, which may lead to reduced access and lower use of mental health services in rural areas versus urban. Using data on children ages 5-17 from the 2002-2008 of the Medical Expenditure Panel Survey, researchers from the Maine Rural Health Research Center find that rural children are significantly less likely to be diagnosed …

Portland, Maine, has a variety of programs that connect volunteers with youth based on particular risk factors. While there are many criteria that affect the outcomes programs yield for youth, the quality and reach of many of these small nonprofit programs is dependent on their volunteer capacity. The goals of this descriptive research project were to identify: nonprofit youth development program volunteer characteristics compared with local populations and volunteers nationally; motivations or benefits such volunteers associate with volunteering; and factors associated with volunteers’ overall satisfaction and longevity.

To better understand the nature of the residential facilities serving more than 19 percent of Maine’s Long Term Services and Supports (LTSS) population, the Maine Department of Health and Human Services commissioned the Muskie School to conduct a survey of residential facilities as part of its update to Maine’s LTSS profile. The goal of the Maine Residential Settings Characteristics Survey, conducted between July and September 2010, was to measure the "homelike" characteristics of residential settings.

To address limited financial access to health services of the poor, and protect them from catastrophic expenditures associated with illnesses and improve equity, the government restructured the centralized, financially and administratively unsustainable social security system, with a liberal welfare system focusing on providing a safety net for the poor.

This needs assessment will help guide the development of the new Child Welfare Training Academy established by Governor Bill Ritter in May 2009. The Academy will provide child welfare professionals across the state with the training, skills and knowledge to better protect the state's most vulnerable children from abuse and neglect.

This study examines the degree to which key players in the child welfare, early intervention/preschool special education (EI/Preschool SPED) and early care and education (ECE) systems (e.g. Head Start, preschool, child care centers, family child care homes) collaborate to meet the developmental needs of children ages 0 to 5 who are involved in the child welfare system. This research includes an analysis of data from the National Survey of Child and Adolescent Wellbeing (NSCAW) as well as a case study in Colorado involving interviews with key stakeholders and statewide surveys of caseworkers and foster parents.

For that reason, the profile captures information on all of the services accessed by each population group, not only those services administered by a particular program. This broader view provides important information about the full range of service utilization for each population group.
