Drawing on microdata from the Survey of Health, Aging, and Retirement in Europe, this study compares European Holocaust survivors who received reparations with similar Europeans who did not. It finds that, decades on, recipients are not systematically better or worse off on core outcomes like life satisfaction, savings, and debt. This is consistent with the argument that reparations restore parity rather than create new advantages. Where differences emerge, they point to stabilization in more vulnerable settings (e.g., lower likelihood of high debt in parts of Eastern Europe). What influences Americans' attitudes on social welfare? Why do some Americans vote seemingly against their interests? Using data from the 2020 National Election Survey, this paper will test hypotheses examining how rurality and Republican partisanship are associated with lower favorability toward social welfare spending. This paper will also analyze the current literature on immigration, locality, and partisanship to see how they shape attitudes toward welfare spending. Overall, the regression models show that Republican partisanship is more correlated with support for social welfare cuts than an individual’s rurality. In the past fifty years, the United States has seen significant changes in both the criminal legal system and the welfare state. The incarceration rate surged by 475% from 1972 to 2007, driven by state-level decisions about criminal legal policy and disproportionately affecting Black Americans. Simultaneously, welfare programs became less generous, especially for those deemed “undeserving.” A long line of social science scholarship emphasizes that these two major social institutions—the welfare state and the carceral state—must be considered as complementary and alternative methods of managing marginalized groups. This article summarises the theoretical foundations, main approaches and current trends in the field of behavioural normative economics. It identifies bounded rationality and bounded willpower as the two core concepts that have motivated the field. Since the concepts allow for individual preferences to be context-dependent and time-inconsistent, they pose an intricate problem for standard welfare analysis. The article discusses the ways in which two prominent approaches - the preference purification approach and the opportunity approach - have tackled the problem. To increase the public’s awareness of and exposure to animals needing homes, PetRescue, Australia’s largest online directory of animals in need of adoption, lists all currently available animals from rescue and welfare shelters nationwide. The current study examined the photographs in the PetRescue online profiles of the three most common breeds within these data, namely, Staffordshire bull terriers (n = 3988), Labrador retrievers (n = 2246), and Jack Russell terriers (n = 2088), to identify the inferred preferences of potential adopters. In U.S. immigration law, disability has historically been associated with deviance, and has served as the basis for legal barriers to entry and eventual citizenship. For example, immigrants with actual and perceived physical and intellectual disabilities, mental illness, and other health conditions have been deemed “inadmissible” to the United States based on the belief that they are likely to become dependent on the government for support. Is there an intergenerational causal link in social assistance (SA) participation? There is a dearth of research addressing this question, yet the discourse of ‘welfare dependency’ is hegemonic. The limited research that does attempt to tease out a causal link in intergenerational SA participation remains equivocal. Qualitative research is largely absent in welfare scholarship; research that might provide a more nuanced understanding of the dynamics underlying SA receipt. We employ an inductive qualitative analysis, using procedures from grounded theory, to understand SA participants’ experiences and perspectives on intergenerational SA usage. In this paper I examine the rates at which adults in households recently receiving Temporary Assistance to Needy Families (TANF) become jobless, apply for and receive unemployment insurance (UI) benefits, and participate in publicly funded employment services. I also investigate the correlation of UI and employment services receipt with maintenance of self-sufficiency through return to work and independence from TANF. The analysis is based on person-level administrative program records from four of the nine largest states between 1997 and 2003. This study investigates the effect of the Temporary Aid to Needy Families (TANF) program on children’s health outcomes using data from the Survey of Income and Program Participation (SIPP) over the period 1994 to 2005. The TANF policies have been credited with increased employment for single mothers and a dramatic drop in welfare caseload. Our results show that these policies also had a significant effect on various measures of children’s medical utilization among low-income families. These health measures include a rating of the child’s health status reported by the parents; the number of times that parents consulted a doctor; and …

Paperwork First, Not Work First: How Caseworkers Use Paperwork To Feel Effective, Tifany Taylor

A great deal of research has explored welfare agency caseworkers, especially how they use discretion. Paperwork in county welfare bureaucracies, however, is often taken-for-granted by caseworkers and researchers studying welfare. In this case study of a county welfare program in rural North Carolina, I focus on how caseworkers use paperwork through document analysis, interviews, and observation data. My findings illustrate caseworkers spend far more time on paperwork than they actually spend assisting program participants find employment. Finally, I show how caseworkers use paperwork to feel effective in a job that offers little to help clients move from welfare to work.

The lowest percentage in poverty since we started counting was 11.1 percent in 1973. The rate climbed as high as 15.2 percent in 1983. In 2000, after a spurt of prosperity, it went back down to 11.3 percent, and yet 15 million more people are poor today.

Proposals to subject welfare recipients to periodic drug testing have emerged over the last three years as a significant legislative trend across the United States. Since 2007, over half of the states have considered bills requiring aid recipients to submit to invasive extraction procedures as an ongoing condition of public assistance. The vast majority of the legislation imposes testing without regard to suspected drug use, reflecting the implicit assumption that the poor are inherently predisposed to culpable conduct and thus may be subject to class-based intrusions that would be inarguably impermissible if inflicted on the less destitute. This Article considers the enduring legacy of this tradition with respect to the Fourth Amendment right to domestic privacy.
