This article addresses a practice commonly known in the child welfare community as “kinship diversion,” where a child welfare agency informally places children with relatives as an alternative to foster care. While evidence predominantly shows that abused and neglected children have better outcomes when they are placed with relatives when they cannot remain safely at home, serious concerns about these children’s safety and well-being arise when the placement with relatives is informal. Indeed, it is often not understood that these same relatives can be approved as foster parents and can receive essential financial assistance and supportive services to help safely …

Neoliberal economic policies have led to changes within the field of human services in the United States since the mid-1970s. These policies, which seek to reduce the role of thefederal government through tactics such as privatization, continue to be evident across human services organizations today. This policy approach is operationalized through New Public Management (NPM), which is also referred to as ‘Managerialism’, and is characterized by output-orientated, quantitative focused, performance based measures and evidence-based practice. This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. Differences in outcomes between the 17 MAP and 17 non-MAP housing developments will serve as the statistical basis for estimating …

Wood County, Ohio Service providers and volunteers came together to serve those at risk for homelessness and under-served populations at the 5th Annual Project Connect. Data were collected from guests, volunteers, and providers to capture the characteristics and satisfaction levels of those in attendance and those involved in carrying out this expansive, one-day event. The results are presented in the report.

Toxic Effects Of Lead Disposal In Water: An Analysis Of Tri Facility Releases, Patrick Koval

Using county-level TRI data from 2003 to 2016, I find evidence that lead emissions in water adversely affect birth weights within the emitting county, especially with respect to the percentage of births considered low birth weight within that county (less than 2,500 grams). I find that a one percent increase in lead emissions per square mile increases the proportion of low birth weights by 0.27 percentage points. For a county with an average number of births in a particular year, this one percent increase in lead per square mile translates to an additional $475,000 in hospitalization costs from complications with …

Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. Change management experts suggest that when readiness in an organization is high, the organization is better able to initiate and sustain a major change. Staff in organizations that are ready for change are more likely to exert greater effort, persist in the face of obstacles, and display cooperative behavior. “Organizational culture” is a term used to describe the norms and expectations in a work environment. Research has found that there are three aspects of a human services organization’s culture that predict better outcomes related to the implementation of evidence-based practices, staff turnover, and the serviced provided: 1. Proficiency includes staff skills, competence, responsiveness, and a focus on client well-being. 2. Rigidity reflects issues related to decision making, transparency, micromanagement, and trust. 3. The Virginia Department of Social Services (VDSS) was the first QIC-WD site to select a workforce intervention. VDSS learned from the field that many workers leave the agency because they feel overloaded with paperwork. In Virginia, 2,400 Family Services Specialists (FSS) representing 120 local departments of social services (LDSS) perform child welfare and adult protective services. These FSS must document case notes for all interactions with clients, families, and service providers. FSS often manage several high-priority cases and need tools to complete their required documentation in a timely and high-quality manner. Since 2014, Washington state’s Department of Child and Family Services (DSHS) has seen a dramatic drop in foster care providers. From 2005 to 2015, only 102 of 1,100 foster families licensed in 2005 were still providing care. As of 2015, the number of available homes has dropped to more than 1,000 below the normal level (at 4,600. homes.) Many issues are cited as contributing to these numbers, such as problematic administrative practice, unbearable social worker caseloads, and a sluggish system unresponsive to change. Funding higher education is among the critical financial decisions made by individuals and families. There are myriad options. Yet, the conventional wisdom—namely using Section 529 Plans—may not be the optimal vehicle to effectuate this goal. Therefore, this Article discusses various strategies to plan, save, and pay for higher education. It compares various savings methods including gifts, UTMA accounts, Section 529 Plans, trusts, and other vehicles. Educators, researchers, advocates, and others agree that effective family-school partnership is an important component in best supporting the academic outcomes and future success of students. However, schools and educators struggle in forming constructive partnerships with racially and economically marginalized and oppressed parents and families, particularly low-income Black parents and families. This compromises support for low-income Black students that are already served in underfunded and under-resourced schools compared to their White middleclass counterparts. This study is a systematic review to examine homeless veterans identified to be most at risk of unsuccessfully completing the VA’s housing program (HUD-VASH), which promotes the use of Housing First (HF) as it’s model for treating homelessness. The literature review identified those who were rural and experiencing comorbid substance use disorders (SUD) and mental health issues to likely be those who were most at risk.
