According to the National Oceanic and Atmospheric Administration’s National Centers for Environmental Information (2016), climate-related disasters occurring from 2011 to 2015 caused property damages in excess of US$230 billion—and the agriculture sector incurs some of the largest losses (Hoffmann, 2013). The purpose of this case study was to identify, through an in-depth interview and document review, successful climate-change-based sustainability strategies in a publicly held farming operation. The findings indicated that the farm’s climate-change-based sustainability strategy had basic qualities of corporate social responsibility, triple-bottom-line thinking, and systems thinking. Between 1960 and 2010, Professor Miller collected about 720 newspaper reports on witchcraft in East Africa from local sources. Reports for Malawi and Zambia were dropped from this analysis to establish a collection of 521 reports for Kenya, Tanzania, and Uganda. This database has yet to be fully analyzed, and is made available here for further research and publication in the understanding of witchcraft violence. This literature review on homeless count methods provides a brief history of homelessness in the U.S., an account of count efforts, and an overview of methods used. It illustrates that no method is capable of providing a comprehensive count of the homeless, and all methods have inherent disadvantages that often rely upon flawed assumptions. The practical impact of these counts on policy is substantial. Therefore, this review should encourage discussion as to what data communities need for policy and program development and implementation, and whether homeless counts actually fulfill this need.

Is there an intergenerational causal link in social assistance (SA) participation? There is a dearth of research addressing this question, yet the discourse of ‘welfare dependency’ is hegemonic. The limited research that does attempt to tease out a causal link in intergenerational SA participation remains equivocal. Qualitative research is largely absent in welfare scholarship; research that might provide a more nuanced understanding of the dynamics underlying SA receipt. We employ an inductive qualitative analysis, using procedures from grounded theory, to understand SA participants’ experiences and perspectives on intergenerational SA usage. This paper addresses a gap in welfare reform literature by investigating the social constructions of poor people in state policymaking within the context of diminishing General Assistance (GA) after the Great Recession. Using Social Construction and Policy Design Theoryand thematic content analysis of Washington State’s legislative archives, I found that the negative constructions of GA recipients as deviants with undesired psychological and behavioral problems were associated with the reform direction toward a regulated, punitive model. These constructions, intersecting with the ideologies of personal responsibility and work ethic, contribute to the dismantling of the social safety net for the Washington’s poorest …

This article presents the Resident VIEW (Voicing Importance, Experience, and Well-Being), a measure designed to learn directly from long-term care residents the extent to which they experience support that matters most to them. The Resident VIEW contains 63 items across eight domains developed through cognitive interviews with residents in different types of residential settings (e.g., nursing homes, assisted living, and adult foster care). Residents rate items on both importance and their experience. In total, 258 nursing home residents living in 32 Oregon nursing homes were selected through a two-stage random sampling design and participated in the study. Results demonstrate that …

This report describes findings from the sixth consumer satisfaction survey conducted with consumers or family members who are served by the Aging and Disability Resource Connection (ADRC) of Oregon, focusing on Call Center staff (or Information, Referral and Assistance; IR&A) and recipients of options counseling services. The Institute on Aging at Portland State University directed the project, partnering with Washington State University Social & Economic Research Center, who conducted the telephone survey between February 27 and April 5, 2019.

Understanding and addressing problematic narratives surrounding homelessness is one of the primary objectives of the Homelessness Research and Action Collaborative. We began to do this by mapping out different stakeholders and identifying texts such as social media posts, policy documents, and local news articles which reflect the language used by various groups to discuss and promote their concerns and beliefs about homelessness. Over 11,000 reports were analyzed.

Students helped develop the Housing and Food Insecurity at Portland State study to better understand the scope of homelessness, housing and food insecurity on campus. The survey went out to approximately 3,000 employees and 23,400 students at Portland State University in fall of 2019. The center will develop a set of recommendations for the university based on the results. It is the first step to help students and employees overcome challenges and meet their basic needs.

For the last 25 years, evangelical leaders have been shipping off opioid addicts in Puerto Rico to cities in the mainland US, mainly New York City, Chicago and Philadelphia--under the promise they’ll receive state-of-the-art rehabilitation treatment, only to end up in unregulated transitional homes and flophouses where they don’t receive proper medical care or psychotherapy. In turn, many of these unregulated transitional homes, also run by evangelical leaders, may charge Medicaid kickbacks from their “patients.”

Both Democrats and Republicans have taken strong positions on wealth redistribution. But is there variance within the parties? I hypothesize that while moderate non-donors and moderate donors will favor increases in federal spending for such policies at similar rates, both liberal and conservative donors will be less likely to favor spending due to attachment to their personal wealth. This paper analyzes the differences in support for increasing the budgets of five wealth redistributive policies while controlling for political donations: public schools, welfare, aid to the poor, childcare, and Social Security. When we improve the child welfare workforce, we improve outcomes for children and families. This paper examines the determinants of USAID’s foreign aid disbursements from 2002-2016. Three noteworthy findings emerge. First, USAID foreign aid is based more on political considerations rather than the policies of recipient countries. Second, foreign aid is determined by location and political history.
