Building Participatory Organizations For Common Pool Resource Management: Water User Group Promotion In Indonesia, Jacob I. Ricks

States are increasingly striving to create participatory local organizations for joint management of common pool resources. What local conditions determine success of such state efforts? What effect do these efforts have? Drawing on controlled comparisons between three districts in Indonesia and an original survey of 92 water user groups, I demonstrate that local political contexts condition the effectiveness of participatory irrigation policies. When irrigation is politically salient, local politicians pressure bureaucrats to better engage with farmers. The data also show that training programs are not as effective at increasing water user organization activity as frequent contact between bureaucrats and farmers.

Oil Spill Preparedness In Sweden : Prevention, Planning, And Response For Large Accidents, Jonas Pålsson

This dissertation has analysed the Swedish oil spill preparedness between 2010 and 2015 by examining management, prevention, planning and response, and compared it to international practices. The study is based on analysis of available data, surveys administered to the coastal County Administrative Boards and municipalities, and interviews with the national oil spill experts.

Oil spills can cause significant acute damage to the environment. Sweden has a long coastline with intense shipping traffic. This suggests a high risk of a large oil spill occurring, but no oil spill over 1,200 tonnes has affected the Swedish territorial waters or Exclusive Economic Zone. …

In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. A considerable number of quantitative analyses have been conducted in the past several decades that demonstrate the existence of racial and socioeconomic disparities in the distribution of a wide variety of environmental hazards. The vast majority of these have been cross-sectional, snapshot studies employing data on hazardous facilities and population characteristics at only one point in time. Although some limited hypotheses can be tested with cross-sectional data, fully understanding how present-day disparities come about requires longitudinal analyses that examine the demographic characteristics of sites at the time of facility siting and track demographic changes after siting. Natural or coral reefs represent extremely valuable ecosystems supporting an estimated 25 percent of all marine life, yet recent reports suggest that 75 percent of the world’s natural reefs are under threat from both natural and human stressors. In areas such as the Florida Keys that boasts an expansive mix of natural and artificial reefs, recreational diving on the system provides an important economic contribution to the local community but also potentially contributes to the stress of the existing natural reef system. In this paper, we consider whether the current “state of the art” of environmental valuation is suitable for producing policy-relevant estimates of the benefits or costs of changes in marine and coastal ecosystems. We review recent changes in European legislation which has meant an increasing demand for economic valuation from the policy and regulatory community. The next section considers, at a more conceptual level, whether the economic “toolbox” and scientific evidence is up to the task of meeting the demand for more evidence-based policy. Over the past 50 years, more than 90% of dense low-altitude humid forest in the District of Vangaindrano has been lost to deforestation and the remaining fragments continue to be threatened by slash and burn agriculture and selective cutting by local populations. These activities are driven by widespread poverty, population growth, and lack of development, which have made subsistence increasingly difficult. This study investigates logging rates and the stock of five commercially valuable trees in the Ankarabolava-Agnakatrika New Protected Area. The state of the environment is receiving increasing attention. Environmental quality’s possible relationship to violent conflict attracts both popular and academic interest. Prior research has found support for the idea that environmental scarcity is related to higher occurrences of civil war. There have been few comprehensive quantitative studies regarding this relationship. This study tests a more general argument that higher environmental quality can lead to fewer occurrences of internal armed conflict. The study utilizes an environmental performance index found in the Quality of Government Standard Dataset to test its hypothesis. The effects of economic development are enormously important in understanding the causes of civil war and the requirements for successful post-conflict reconstruction. In recent decades we have seen an increase in the number of civil wars because of a phenomenon known as the conflict trap. I question why we see an increase in civil wars and what role unstable economic development plays in contributing to the conflict trap. No time to waste: Crowdsourcing global wastewater treatment data

Worldwide, over 80 percent of wastewater is discharged into water bodies without undergoing treatment, severely impairing human well-being and ecosystem vitality along the way. National performance on wastewater treatment is difficult to quantify and is poorly understood due to a lack of common definitions, poor data collection standards, and limited historical data. To address this, the Yale Environmental Performance Index (EPI), a research group that produces a biennial ranking of country-level environmental performance, developed a first-of-its kind national wastewater treatment indicator.[1]

Introduction

In 2014, the preserve’s federal and NGO partners conducted prescribed fires during March, April, and October that encompassed 8129.8 acres of Tallgrass Prairie National Preserve (TAPR). This was a unique burn year in that prescribed burns occurred in the spring, the traditional burn season, and the fall. Fall burns were conducted to support needed archaeological surveys as part of the environmental compliance for a symphony event scheduled for June 2015 at the preserve. Burns at TAPR were coordinated with local US Fish and Wildlife Service (USFWS), The Nature Conservancy (TNC), and various units of the National Park Service.

The Hampton Roads area is experiencing the highest rates of sea-level rise along the U.S. East Coast. It is second only to New Orleans, Louisiana as the largest population center at risk from sea level rise in the country. And it is anticipated that Virginia will experience between 2.3 to 5.2 feet of sea level rise by the end of the century. This unprecedented challenge requires a comprehensive and effective planning response.

Oceans are suffering from the dual climatic pressures of warming temperatures and acidification, increasing the presence of disease risks that affect marine organisms and public health. Through a randomized field-based experiment, this study examines the effects of communicating about risks to marine organisms and public health on people’s support for policies aimed at mitigating those risks as a function of different message frames. To maximize the salience of these issues, participants were recruited from ferry passengers (N1⁄4543) in the San Juan Islands of Washington State in the summer of 2013 and randomized to read one of four fictitious news articles …
