Climate Sustainability Lecture Series
The environmental sciences have been critical to identifying global environmental challenges such as climate change, but they have been less extensively utilized in deploying solutions to those challenges, such as solar energy. Environmental variables such as temperature, humidity, aerosols, clouds, soiling, and snowfall have important effects on solar PV performance, and these effects can vary regionally. The current status of large-scale solar PV deployment will be discussed along with the role of environmental variables on PV performance.

Powering The Planet: The Role Chemistry Plays In Solar Energy Technology, Amy M. Scott
Climate Sustainability Lecture Series
Global energy demands are projected to double by 2050, according to the U.S. Department of Energy, and solar energy has the greatest potential as the most benign, universal resource for generating electricity. However, harnessing the solar energy efficiently and converting it towards useful forms of power that are compatible with our current infrastructure remains an elusive goal. Today’s solar energy utilization relies on silicon-based photovoltaic (PV) technology, which converts photon energy to electrical energy. The efficiency of these devices remains low (< 30%) and the cost of processing silicon and installing solar panels in homes makes PV uneconomical compared to the current price of electricity. Research efforts towards developing new inorganic and organic materials for thin film PV to replace silicon are currently underway. Organic materials are particularly interesting from the standpoint of developing simple, cheap materials that can be easily tailored for future PV devices. The future of solar energy utilization relies on developing solar paints for vehicles, solar shingles for rooftops, and spray-on solar ink for small device applications, but continued fundamental research is needed for decreasing cost and improving efficiency for next generation devices.

Local governments along Monterey Bay’s shores are undertaking a number of initiatives for which sea level rise adaptation planning is required. Governor Schwarzenegger’s 2008 Executive Order S-13-08 and the 2011 Resolution of the California Ocean Protection Council on sea level rise led to the proliferation of individual agency guidance documents (e.g., CalTrans (2011), BCDC (2011), CCC (2015)) that require emerging best available science (e.g., Pacific Institute Report (Heberger et al. 2009), NRC Report (2012)). The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. The Northern Great Plains Inventory & Monitoring Program and Fire Effects Program have been monitoring vegetation in Scotts Bluff National Monument for over 18 years. While methods have changed slightly, this report summarizes data from over 80 locations from 1998-2015. Below, we list the questions we asked using these data and provide a summarized answer. Summary
This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO3-], ammonium [NH4+], and sulfate [SO42-]); ground-level ozone (O3); haze-causing particles; and airborne toxics.

Most evaluations of the effectiveness of PAs have relied on indirect estimates based on comparisons between protected and unprotected areas. Such methods can be biased when protection is not randomly assigned. We add to the growing literature on the impact of PAs by answering the following research questions: What is the impact of Chilean PAs on deforestation which occurred between 1986 and 2011? How do estimates of the impact of PAs vary when using only public land as control units? We show that the characteristics of the areas in which protected and unprotected lands are located differ significantly. To satisfactorily …

The gray wolf (Canis lupus) was one of the first species placed on the Endangered Species List in 1967. The Endangered Species Act of 1973 legally protected the wolf along with other listed species.
Patuxent Wildlife Research Center (Patuxent) in Laurel, MD, began its Endangered Wildlife Program in 1966, and U.S. Fish and Wildlife Service (USFWS) biologist Ray Erickson was assigned to lead it. In 1973, I was transferred to the program from Region 3 of the USFWS, having been employed there since 1969 to study wolves in Minnesota.

This study evaluated the impact of Executive Order (EO) 12898 to advance environmental justice. We conducted a review evaluating the frequency and effective use of EO 12898 since execution with particular focus following President Obama’s Plan EJ 2014. We found that both EO 12898 and Plan EJ 2104 had little, if any, impact on federal regulatory decision making. To the extent federal agencies discussed EO 12898, most did so in boilerplate rhetoric that satisfied compliance but was devoid of detailed thought or analysis. In the 21st year, with the exception of the Environmental Protection Agency, very little federal regulatory activity …

Public interest in environmental and health impacts from shale oil and gas extraction (what the public calls “fracking”) is growing. Industry claims the public outcry against the new technology is not grounded in science. In February 2013, Resources for the Future (“RFF”) published a list of high priority “risk pathways” that experts from NGOs, academia, government, and industry all agreed were real concerns about fracking. This article used the risk matrix to evaluate whether public comments in dockets of federal agencies that proposed regulation concerning hydraulic fracturing tracked expert concern. While a great deal of public attention addresses the Halliburton loophole of the Energy Policy Act of 2005 and Bureau of Land Management efforts to regulate hydraulic fracturing on public lands, less attention has been paid to the National Park Service “9B Regulations,” which provide a national regulatory framework governing the exercise of nonfederal oil and gas rights in national parks. This dissertation explores the adoption of Best Management Practices (BMPs) in the Kentucky River watershed. Through a survey of farmers in the Kentucky River watershed, chapter two investigates farmers’ current BMP adoption and their willingness to engage in additional adoption incentivized through a proposed Water Quality Trading (WQT) program. This chapter includes two parts: the first part is to investigate the factors influencing farmers’ current usage of BMPs; the second part is to estimate farmers’ willingness to implement BMPs given different levels of compensation specified in the survey. This introduction to Economic Anthropology’s special issue on “Energy and Economy” argues that we might find inspiration for a much more engaged and public anthropology in an unlikely place—19th century evolutionist thought. In addition to studying the particularities of energy transitions, which anthropology does so well, a more engaged anthropology might also broaden its temporal horizons to consider the nature of the future “stage” into which humanity is hurtling in an era of resource depletion and climate change. In this paper we claim that, in the WTO Appellate Body (AB)’s ruling in US-Countervailing Measures (China), the AB decision has essentially left unchanged the practice of imposing countervailing duties (CVDs) on environmental goods. While the US has formally “lost” the case, a change in the procedures and tests used to motivate the CVD will allow the US to continue using this policy tool. From an economic point of view, this is not welcome news since CVDs have the standard distortionary effects of tariffs and could go against environmental goals. Aim: Ponderosa pine (Pinus ponderosa) experienced one of the most extensive and rapid post-glacial plant migrations in western North America. We used plant macrofossils from woodrat (Neotoma) middens to reconstruct its spread in the Central Rocky Mountains, identify other vegetation changes coinciding with P. ponderosa expansion at the same sites, and relate P. ponderosa migrational history to both its modern phylogeography and to a parallel expansion by Utah juniper (Juniperus osteosperma).

Faith In A Changing Planet: The Role Of Religious Leaders In The Fight For A Livable Climate, Morissa Zuckerman

Progressive religious leaders are playing an increasingly important role in the effort to combat climate change. Through a combination of unstructured in-depth interviews and primary source analysis, this thesis highlights nine U.S. religious leaders from various denominations of Christianity, Judaism and Islam who are actively involved in working on climate issues. Drawing on literature in social movement theory, I explore how clergy are uniquely influential in climate issues because of the organizational advantage and moral authority they hold through their positions as religious leaders, granting them the ability to highlight social justice implications of climate change with distinctive legitimacy. While (urban) resilience has become an increasingly popular concept, especially in the areas of disaster risk reduction (DRR) and climate change adaptation (CCA), it is often still used as an abstract metaphor, with much debate centered on definitions, differences in approaches, and epistemological consider- ations. Empirical studies examining how community-based organizations (CBOs) “practice” resilience on the ground and what enables these CBOs to organize and mobilize around resilience are lacking.
