Baumeister and Bushman (this issue: Psychological Inquiry 2023, vol. 34, no. 1) offer a cultural animal theory of partisan hostility (hereafter CAT) with the specific aim of explaining the root drivers of political conflict. CAT posits that competition for power revolves around oppositional worldviews reflecting preferences attached to the two primary objectives of all successful societies: amassing and distributing resources. The current study investigated how fans and supporters of sport teams and political parties in the United States viewed relevant out-groups and out-group members. Specifically, perceptions of rival sport teams and political parties were compared to determine how fans and supporters differed in their views and likely behaviors toward out-groups. Findings showed that sport fans reported more positive attitudes toward their favorite teams and more negative attitudes of the rival team than in politics. However, political supporters reported more negative perceptions and likely behaviors toward the out-group than fans of sport. Additional analysis revealed that the common in-group influenced perceptions. …

The past few years have seen an emergence of populist leaders around the world, who have not only accrued but also maintained support despite rampant criticism, governance failures, and the ongoing COVID pandemic. The Philippines' Rodrigo Duterte is the best illustration of this trend, with approval ratings rarely dipping below 80 percent. What explains his high levels of robust public support? We argue that Duterte is an ethnopopulist who uses ethnic appeals in combination with insider vs. outsider rhetoric to garner and maintain public support. งานวิจัยชิ้นนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของรัฐด้านการขับเคลื่อนเศรษฐกิจหมุนเวียนในประเทศเยอรมัน ฟินแลนด์ และลักซ์เซมเบิร์ก ในช่วงค.ศ. 2015 – 2022 โดยวิเคราะห์พัฒนาการและรูปแบบการพัฒนาของทั้งสามประเทศ พบว่าทั้งเยอรมนี ฟินแลนด์ และลักเซมเบิร์กต่างประสบความสำเร็จในการขับเคลื่อนระบบเศรษฐกิจแห่งความยั่งยืนนี้ โดยมีจุดร่วมคือรัฐเป็นผู้อยู่เบื้องหลังความสำเร็จทั้งหมดผ่านการทำงานของกลไกราชการ (Bureaucratic Capacity) ที่มีความเป็นอิสระที่ฝังรากลึก (Embedded Autonomy) ระดับสูง ได้แก่ CEID ของเยอรมนี Sitra ของฟินแลนด์ และกระทรวง MEA, MECO และ MECDD ของลักเซมเบิร์ก นอกจากนี้ โครงสร้างและบทบาทและหน่วยงานหลักที่รับผิดชอบด้านการพัฒนาเศรษฐกิจหมุนเวียนเหล่านี้ยังสะท้อนภาพความเป็นรัฐที่นำการพัฒนาที่มีลักษณะเฉพาะของแต่ละประเทศ คือ เยอรมนีในฐานะรัฐที่นำการพัฒนาที่เน้นการมีส่วนร่วม ฟินแลนด์ในฐานะรัฐที่นำการพัฒนาที่เน้นการชี้นำด้วยความสมัครใจ และลักเซมเบิร์กในฐานะรัฐที่นำการพัฒนาที่เน้นการแบ่งงานกันทำ ซึ่งหมายความว่าการเป็นรัฐที่นำการพัฒนานั้นไม่ได้มีรูปแบบเดียวเสมอไป แต่สามารถมีได้หลายเส้นทางขึ้นอยู่กับบริบทที่เหมาะสมของแต่ละประเทศ

In an era when attention to reconstruction and preservation of the environment is crucial, this thesis looks at the effect that electoral institutions have on attention paid to the environmental policy issue dimension. Specifically, it looks at party manifestos and policies in post-1980 Germany and Japan to determine if specific electoral structures, such as the number of parties in a system, correlates with a greater amount of either attention paid to environmental policy in party platforms or in the actual passing of policy. Despite being a democratic and economically successful country, women in Japanese politics are extremely underrepresented. Since institutional factors do not explicitly prohibit women from holding office, this project turns to cultural factors to analyze this problem. Issues such as strict gender roles, sexual harassment, and rhetoric surrounding women politicians are some factors contextualizing the lives of Japanese women. In order to better understand these cultural barriers, this project turns to content analysis of news media in Japan to consider the ways in which women politicians are framed to the electorate, which may thus explain the low rates of elected women.

Across the post-Soviet region, but particularly in the Baltic states, women executives have gained power in greater numbers and at higher rates than many other regions in the world. This defies existing literature, as these states maintain conservative gender stereotypes while also facing a major security threat from Russia close to their borders. The Los Angeles Police Department (LAPD) entered into a consent decree with the Department of Justice in 2001. The LAPD was tasked with reforming a range of behaviors and practices including racial profiling, excessive use of force and corruption. Previous studies suggest that after the implementation of the consent decree the LAPD was able to reduce their uses of force and improve public perception of their department while still maintaining an effective level of policing activity and preventing increases in the crime rate. The cost of housing in Ontario has steadily increased over the past decade, although the most dramatic increase occurred during the COVID-19 pandemic. บทความนี้มุ่งตอบคำถามมูลนิธิญี่ปุ่น สำนักงานกรุงเทพฯ ในการดำเนินกิจกรรมส่งเสริมและสร้างภาพลักษณ์ด้านบวกใดของญี่ปุ่นผ่านกิจกรรมและเครื่องมือทางวัฒนธรรมที่มีส่วนสำคัญในการสร้างการรับรู้และเกิดภาพลักษณ์ที่ดีของญี่ปุ่นในประเทศไทย และความท้าทายในการดำเนินงานด้านการทูตสาธารณะในประเทศไทย ทำให้มูลนิธิญี่ปุ่น สำนักงานกรุงเทพฯ ปรับเปลี่ยนรูปแบบและวิธีการนำเสนอภาพลักษณ์ด้านบวกของญี่ปุ่นอย่างไร ผลการศึกษาพบว่า บทบาทของมูลนิธิญี่ปุ่น สำนักงานกรุงเทพฯ นับว่ามีส่วนสำคัญต่อการส่งเสริมการทูตสาธารณะของญี่ปุ่นเป็นอย่างมาก โดยเฉพาะอย่างยิ่งในการรักษาความสัมพันธ์ระหว่างประเทศ มิตรภาพ ความไว้เนื้อเชื่อใจและความเข้าใจซึ่งกันและกันผ่านกลไกทางวัฒนธรรม ภาษาและการสื่อสาร ในการปลูกฝังมิตรภาพและความผูกพันร่วมกันระหว่างประเทศไทยกับประเทศญี่ปุ่น โดยอาศัยการสร้างความร่วมมือแบบพันธมิตรและสร้างเครือข่ายกับประชาชนในชาตินั้น ๆ ในการส่งเสริมให้เกิดการรับรู้อย่างลึกซึ้งในภาพลักษณ์ด้านความสุภาพอ่อนโยนและใฝ่สันติซึ่งเป็นแก่นแท้ของความเป็นญี่ปุ่น แม้ว่าในปัจจุบันการดำเนินกิจกรรมด้านการทูตสาธารณะของญี่ปุ่นกำลังเผชิญกับความท้าทายจากการดำเนินงานด้านการทูตสาธารณะที่มาจากประเทศอื่น ๆ ที่กำลังดำเนินงานอยู่ในประเทศไทยอย่างเข้มข้นและจริงจังในขณะนี้ แต่มูลนิธิญี่ปุ่น สำนักงานกรุงเทพฯ ได้มีการเรียนรู้ ทบทวนและปรับบทบาทของตนให้เหมาะสมต่อสถานการณ์และกระแสความนิยมของคนไทยอยู่เสมอ นอกจากนี้ การดำเนินโครงการหรือกิจกรรม ถูกออกแบบให้เข้ากับบริบท วิถีชีวิต และความสนใจที่หลากหลาย ซึ่งเกิดจากพื้นฐานความเข้าใจในบริบทของสังคมไทยเป็นอย่างดี ทำให้การดำเนินโครงการหรือกิจกรรมประสบผลสำเร็จและได้รับกระแสตอบรับเป็นอย่างมาก ซึ่งสะท้อนให้เห็นจากการดำเนินโครงการหรือกิจกรรมที่ยังคงดำเนินอย่างต่อเนื่องในปัจจุบัน

มหาสมุทรอินเดียเป็นมหาสมุทรที่มีเส้นทางการค้าทางทะเลมาอย่างยาวนาน จึงกลายเป็นมหาสมุทรที่มีทำเลยุทธศาสตร์ที่สำคัญต่อการเมืองและเศรษฐกิจโลก เนื่องจากการค้าและการขนส่งทางทะเลส่วนมากจะต้องเดินเรือผ่านมหาสมุทรอินเดีย ส่งผลให้ปัจจุบันมีการเดินเรือผ่านมหาสมุทรดังกล่าวอย่างคับคั่ง ทั้งนี้มหาสมุทรอินเดียยังได้ยึดโยงหลายทวีปไว้ด้วยกัน เปรียบเสมือนเป็นเส้นทางการค้า เป็นหัวใจสำคัญที่หล่อเลี้ยงเศรษฐกิจของนานาประเทศในภูมิภาคมหาสมุทรอินเดีย ในขณะเดียวกันประเทศอินเดียถือเป็นประเทศที่มีที่ตั้งทางภูมิศาสตร์อันได้เปรียบจากการมีแนวชายฝั่งทางทะเลซึ่งติดกับมหาสมุทรอินเดียทั้งด้านตะวันตกและตะวันออก รัฐบาลอินเดียจึงเริ่มตระหนักถึงความสำคัญต่อมหาสมุทรอินเดียและผลประโยชน์ที่ตนจะได้รับจากการมีตำแหน่งทางภูมิศาสตร์อันเป็นเอกลักษณ์นี้ โดยมีการริเริ่มและพัฒนานโยบายความมั่นคงทางทะเลของตนเพื่อรักษาอธิปไตยทางทะเลและสร้างความมั่นคงทางการเมือง ทางทหาร รวมถึงเพื่อเพิ่มอัตราการเติบโตทางเศรษฐกิจของตนในภูมิภาคมหาสมุทรอินเดียให้มากยิ่งขึ้น เนื่องจากมหาสมุทรอินเดียเป็นมหาสมุทรซึ่งเป็นเส้นทางการค้าทางทะเลที่สำคัญ ส่งผลให้ประเทศที่มีอุตสาหกรรมการผลิตเป็นหลักและมีข้อจำกัดทางภูมิศาสตร์ด้านทางออกทางทะเลอย่างจีนพยายามที่จะหาทางออกทางทะเลอีกด้านคือ มหาสมุทรอินเดีย แม้ว่าความพยายามขยายอิทธิพลของจีนสู่มหาสมุทรอินเดียจะก่อให้เกิดเป็นความกังวลต่ออินเดีย อย่างไรก็ตามนโยบายความมั่นคงทางทะเลของอินเดียที่ใช้ในการหยั่งอิทธิพลในภูมิภาคมหาสมุทรอินเดียที่ถูกริเริ่มขึ้นนั้น มิได้เป็นเพียงนโยบายเพื่อสร้างความมั่นคงทางทะเลของตนเพียงเท่านั้น แต่อินเดียต้องการพัฒนาประเทศของตนให้มีศักยภาพเพิ่มขึ้นเพื่อการทะยานขึ้นมามีบทบาทและเป็นผู้เล่นที่สำคัญในเวทีโลก

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาพัฒนาการความสัมพันธ์ระหว่างไทยกับชนกลุ่มน้อยในประเทศเพื่อนบ้าน เน้นกรณีสหภาพแห่งชาติกะเหรี่ยรวมถึงความสัมพันธ์ที่เปลี่ยนแปลงไปตามแต่ละช่วงเวลาระหว่างประเทศไทยและพม่าโดยมีชนกลุ่มน้อยกะเหรี่ยงเป็นเครื่องมือในการดำเนินความสัมพันธ์ การวิจัยพบว่าความสัมพันธ์ระหว่างไทยและพม่ามีพัฒนาการที่เปลี่ยนแปลงตามยุคสมัยตามบริบทการเมืองระหว่างสองประเทศและการเมืองโลก ทั้งนี้ ไทยอาศัยความสัมพันธ์กับกลุ่มกะเหรี่ยงในฐานะเครื่องมือเพื่อตอบสนองต่อผลประโยชน์ของชาติไทยในด้านความมั่นคง เศรษฐกิจ และสังคมวัฒนธรรม ซึ่งเป็นปัจจัยสำคัญที่ทำให้ประเทศไทยสามารถรักษาเสถียรภาพในภูมิภาคได้

สารนิพนธ์ฉบับนี้มุ่งศึกษาบทบาทของกองทัพไทยในการปฏิบัติภารกิจเพื่อส่งเสริมและธำรงไว้ซึ่งสันติภาพในคาบสมุทรเกาหลีในยุคปัจจุบัน และเหตุผลในการดำรงภารกิจในคาบสมุทรเกาหลีนี้ไว้ โดยใช้วิธีการวิจัยเอกสารเป็นเครื่องมือที่ใช้ในการวิจัยพบว่า กองทัพไทยดำเนินบทบาทเฉพาะที่สำคัญ 2 ประการ ได้แก่ 1) การทำหน้าที่ผู้สังเกตการณ์ทางทหาร ตรวจสอบและยืนยันว่าคู่ขัดแย้งได้ปฏิบัติตามข้อตกลงหยุดยิงทางทหาร และ 2) การมีกำลังพลกองทัพไทยในกองบัญชาการกองกำลังสหประชาชาติที่ทำหน้าที่อยู่ในกองร้อยเกียรติยศ เป็นการแสดงออกเชิงสัญลักษณ์สะท้อนการยึดมั่นในสันติภาพในคาบสมุทรเกาหลี เหตุผลประการสำคัญในการดำรงภารกิจไว้ เนื่องจากประเทศไทยในฐานะรัฐสมาชิกขององค์การสหประชาชาติตระหนักถึงการมีส่วนร่วมในการปฏิบัติการเพื่อส่งเสริมและธำรงไว้ซึ่งสันติภาพ การปฏิบัติตามบรรทัดฐานที่สหประชาชาติกำหนดจะเป็นการสร้างเสริมสถานะและสร้างการยอมรับให้แก่ประเทศไทยในประชาคมโลกและเวทีการเมืองระหว่างประเทศ การคงกำลังทหารของกองทัพไทยในคาบสมุทรเกาหลียังคงมีความจำเป็นต่อประเทศไทยในฐานะสมาชิกขององค์การสหประชาชาติ กองทัพไทยควนดำเนินการด้วยความรอบคอบ ยึดถือนโยบายการรักษาดุลยภาพของความสัมพันธ์ระหว่างประเทศ โดยมีเป้าหมายในการเสริมสร้างความไว้เนื้อเชื่อใจ การพัฒนาศักยภาพและขีดความสามารถในการปฏิบัติการร่วมกันเพื่อรับมือปัญหาความมั่นคงรูปแบบใหม่และการส่งเสริมสันติภาพในทุกระดับ

การผงาดขึ้นของจีนในเวทีโลกได้ส่งผลกระทบต่อภูมิทัศน์ทางการเมืองและเศรษฐกิจระหว่างประเทศอย่างลึกซึ้ง โดยเฉพาะในแง่ของยุทธศาสตร์ความมั่นคง ในปี 2022 จีนได้เสนอข้อริเริ่มความมั่นคงของโลก (Global Security Initiative: GSI) เพื่อสร้างสถาปัตยกรรมความมั่นคงระดับโลกที่สะท้อนถึงแนวคิดและหลักการของจีน ในปี 2023 กระทรวงการต่างประเทศของจีนได้เผยแพร่เอกสารแนวคิด (Concept Paper) ระบุถึงหลักการสำคัญ 6 ประการที่เป็นรากฐานของ GSI ซึ่งรวมถึงการเคารพอธิปไตยของประเทศต่าง ๆ การปฏิบัติตามกฎบัตรสหประชาชาติ การให้ความสำคัญกับความมั่นคงร่วมกัน และการแก้ไขข้อพิพาทอย่างสันติ GSI มุ่งเน้นการสร้างความร่วมมือระหว่างประเทศในประเด็นความมั่นคงแบบดั้งเดิมและที่ไม่ใช่แบบดั้งเดิม ได้แก่ การก่อการร้ายข้ามชาติ การเปลี่ยนแปลงสภาพภูมิอากาศ และความมั่นคงทางไซเบอร์ จีนยังได้เน้นย้ำบทบาทของตนในฐานะผู้ไกล่เกลี่ยความขัดแย้งระหว่างประเทศ และสนับสนุนสถาบันพหุภาคี ได้แก่ สหประชาชาติ สหภาพแอฟริกา และองค์กรระดับภูมิภาคอื่น ๆ เพื่อเสริมสร้างสันติภาพและเสถียรภาพของโลก บทความนี้ได้วิเคราะห์ถึงแรงจูงใจของจีนในการเสนอ GSI โดยใช้กรอบแนวคิดสัจนิยมเชิงรุก (Offensive Realism) ในการวิเคราะห์ ซึ่งสะท้อนให้เห็นถึงความต้องการของจีนที่จะขยายอิทธิพลและสร้างความมั่นคงร่วมกันในเวทีระหว่างประเทศ พร้อมทั้งเสนอแนวทางการปฏิบัติและความร่วมมือที่จะสามารถตอบสนองต่อความท้าทายด้านความมั่นคงที่โลกกำลังเผชิญอยู่ การดำเนินข้อริเริ่ม GSI แสดงให้เห็นว่าจีนรับรู้ถึงภัยคุกคามจากภายนอกและมีแรงจูงใจในการเสริมสร้างอำนาจและบทบาทของตนในระดับสากลเพื่อสร้างความมั่นคงและลดความเสี่ยงจากภัยคุกคามจากรัฐอื่น

งานศึกษานี้มีวัตถุประสงค์เพื่อวิเคราะห์ความเปลี่ยนแปลงและพัฒนาการของนโยบายนวัตกรรมอาหารของไทย อธิบายการปฏิสัมพันธ์ระหว่างบริบทเชิงโครงสร้าง เครือข่ายนโยบาย และผลลัพธ์นโยบายเมืองนวัตกรรมอาหาร รวมถึงเปรียบเทียบการจัดการปกครองเครือข่ายนวัตกรรมอาหารตามแนวทางการกำหนดพื้นที่ของเมืองนวัตกรรมอาหาร ผลการศึกษา พบว่า ในช่วงของการกำหนดนโยบาย บริบททางการเมืองและเศรษฐกิจเป็นปัจจัยที่มีอิทธิพลต่อเครือข่ายนโยบายและผลลัพธ์ของนโยบายเมืองนวัตกรรมอาหารโดยตรง ในขณะที่บริบททางความคิด เช่น แนวคิดนวัตกรรมอาหาร แนวคิดความมั่นคงทางอาหาร เป็นจุดยืนทางนโยบายที่สนับสนุนการพัฒนาทางเศรษฐกิจแบบเสรีนิยมใหม่ เพื่อให้การพัฒนาข้อเสนอทางนโยบายมีความชอบธรรม โดยการกำหนดนโยบายนี้อาศัยระบบความเชื่อในการหลอมรวมจุดยืนทางความคิดและทรัพยากรของแนวร่วมพันธมิตรแต่ละกลุ่มให้มีความสอดคล้องกัน จนนำไปสู่การผลักดันนโยบายเมืองนวัตกรรมอาหารได้เป็นผลสำเร็จ ส่วนการนำนโยบายไปสู่การปฏิบัติระดับพื้นที่ พบว่า แต่ละพื้นที่มีการจัดการปกครองเครือข่ายที่แตกต่างกันทั้งในด้านพันธกิจและวัตถุประสงค์ของเครือข่าย กลยุทธ์ที่ใช้ในการสร้างเครือข่ายและการเลือกพันธมิตร รูปแบบโครงสร้างความร่วมมือ และการกำกับดูแลเครือข่าย อย่างไรก็ตาม ทุกเครือข่ายมีจุดร่วมที่เหมือนกัน คือ ความคาดหวังให้เมืองนวัตกรรมอาหารเป็นระบบนิเวศนวัตกรรมที่หลอมรวมโครงสร้างพื้นฐานและองค์ความรู้ท้องถิ่นที่สอดคล้องกับบริบทและความต้องการของประชาชนในพื้นที่

The Cold War was a decades-long competition between the US and the Soviet Union marked mainly by an existential nuclear arms race, the concept of Mutually Assured Destruction, and the dire opposition of democracy and communism worldwide. In recent years, the amount of anti-LGBT policy introduced is rapidly increasing (ACLU, 2023). Contemporary policy focuses mainly on queer youth and gender identity, attacking gender-affirming health care and limiting LGBT discussions in public schools. Although these policies are particularly insidious, they follow a trend of queer persecution in the United States. Within federal policy and across state legislation, the panopticon of anti-LGBT policy ensures that queer bodies are policed and monitored.
