Participatory Budgeting: Diffusion And Outcomes Across The World, Brian Wampler, Janette Hartz-Karp

In this special issue of the Journal of Public Deliberation, multiple faces of Participatory Budgeting programs are revealed. The articles demonstrate that there is no standardized set of “best practices” that governments are adopting, but there are a broader set of principles that are adapted by local governments to meet local circumstances. Adopt and adapt appears to be the logic behind many PB programs.

This essay is a reflection piece. I identify key principles at the core of how PB functions and to discuss the scope of change we might expect to see generated by these institutions. I move beyond the idea that there is a specific model or set of “best practices” that define PB. Rather, it is most fruitful to conceptualize PB as a set of principles that can generate social change. The weaker the adherence to these principles, the less social change generated. Intelligence reform is the legislation implemented by the federal government that's purpose is to improve the effectiveness and success of the intelligence community. It would seem evident that intelligence reform has failed, but the more important questions lie in where it has failed and how to fix it. In this thesis, it will be argued that reform attempts have failed by focusing on surface problems rather than addressing their sources. Future reforms should focus on the relationship dynamic between the intelligence community and the policymakers it serves. The Bureau of Labor Statistics has shown that while unemployment amongst young college graduates is high, joblessness decreases as students pursue post-baccalaureate degrees. And with national unemployment near 8 percent, it is important for college students to consider what obstacles they may face when entering the workforce. Challenges may include sociohistorical (parent educational attainment) and socioeconomic factors as well as obstacles surrounding various forms of human capital. Over the past forty years, African countries have accumulated enormous quantities of external debt. Today, this debt is heavily burdensome; money spent on debt service is money that cannot be invested into infrastructure development, health, education, or other areas that might benefit the large number of Africans who live in poverty. Calls for debt forgiveness have led western institutions to forgive a portion of this debt, but have not addressed the question of whether or not this debt is legitimate in the first place.

I examine the following elements in regards to women’s mobilization in Latin America and Venezuela from the late 1950s to the present: (a) the influence of the state and economy on times when women mobilized (b) class division within the movement (c) women’s demands during different time periods (d) the ways in which women were successful in working towards gender equality. This thesis reviews the literature on women’s mobilization in Latin America during the second half of the twentieth century. Democracy does not spontaneously occur by citizens gathering to choose laws. Instead, representative democracy takes place within an extensive legal framework that determines such matters as who gets to vote, how campaigns are conducted, and what conditions must be met for representatives to make valid law. This project examines the rise of religious parties in secular democracies. In both Turkey and India, religious parties have enjoyed electoral successes (and failures). While religion is a significant issue to voters, it is oftentimes the persistence of economic problems that leads to the rise and fall of religious parties. The impact of coalition governments, change in political rhetoric, and relationship between government and religion in both countries are also analyzed and contrasted.

Long-lasting cooperation among a group of nations is rare. Scholars of different traditions disagree about the possibilities of sustained cooperation. This dissertation focuses on the cooperation among the five nations in Northern Europe sometimes referred to as the Nordics – Denmark, Finland, Iceland, Norway and Sweden, plus three self-governing territories – the Faroe Islands, Greenland, and the Åland Islands. Over the course of the last two decades, organizations representing the medical marijuana social movement have campaigned for, proposed state level legislation, and supported numerous legal arguments that challenge and attempt to reform U.S. federal illicit substance policies. This set of social regulatory policies, commonly known as the Controlled Substance Act of 1970 (CSA), were drafted, promoted, and implemented by the Nixon Administration then subsequently entrenched by multiple presidents with acquiescent congresses adopting supplemental supply-side resource allocating legislation. My dissertation research uncoils the convoluted history and institutional dynamics of path dependent U.S. illegal drug control policies to answer the question …
