In American politics, voting along the lines of one's par~y is consiaered a fundamental example of stable partisanship. Over time, however, we can observe a lack in this pattern of stability. In fact, many times people do not vote for members of the party that they cla~m to belong to. The prominent theories for this unstable partisanship among the U.S. electorate are reviewed here. Unlike other ethnic communities in the U.S., such as the Jewish and Hispanic communities, the political power of the Arab American community is largely unknown. Therefore, one manner to gain insight into the political power of Arab Americans is to study the interest groups that represent their ethnic community. This study uses the Arab American Institute as the leading Arab American interest group.

Debates abound about the nature of American democracy, and especially ways to improve symbolic representation, substantive representation and/or participation by groups typically considered in the political minority (Moss-Kanter 1977; Pipert-High and Comer 1988; Saint-Germaine 1989; Seldon 1997; Thomas 1997). According to Will Kymlicka's book Multicultural Citizenship: A Liberal Theory of Minority Rights, `the liberal ideal is a society of free and equalindividuals'.1 But what, he goes on to ask, is the relevant `society'? On 7 and 21 April 2002, Hungary went to the polls to vote in its fourth competitive election since the transition to a multi-party system in 1989. Voting took place in two rounds, first on 7 April in 176 single-member districts and 20 proportional list districts, and then on 21 April in a run-off in the 131 single-member districts that had not yielded a majority candidate in the first round. The result was a surprise to nearly everyone. First, surpassing all expectations, turnout exceeded 70 per cent of the registered electorate, higher than in any previous election in Hungary.
