In 1907, Rabindranath Tagore delivered a lecture on world literature to an audience in Calcutta, the then capital of British India. Amid powerful and intersecting forces—colonialism and nationalism, industrial modernity and mass poverty—Tagore’s position on literature was neither disengaged nor defensive, insofar as he related it to the human condition and the capacity for world-making. Far from staking a representational claim to world literature on behalf of Indian or Bengali literature, I argue in this article, Tagore reconceptualized the idea from its earlier canonical formulation by Goethe. It is widely assumed that Karl Marx and Friedrich Engels regarded world literature as an epiphenomenal product of the capitalist world market, and therefore as a symptom of rather than potential cure to the crisis of modern society. However, this conflicts with the fact that they designated the Communist Manifesto itself as a world-literary production—the joint work of communists of various nationalities—and opposed it to the national limitations of German socialist literature. This article challenges existing interpretations by outlining how Marx and Engels incorporated the humanistic idealism of the Goethean Weltliteratur tradition into the theoretical framework of historical materialism. October 7, 2023, was a watershed event in contemporary Jewish history. What took place on that date challenged the two most basic assumptions of post-Holocaust Jewish life: that the future security of the Jewish people would be assured by an independent Jewish state backed by an army, and that the freedom for Jews in the Diaspora to live as Jews would be secured by democratic rights and liberties. The pogroms of October 7 and the worldwide explosion of antisemitism that followed—even preceding Israel taking military action against Hamas—challenged both assumptions. These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. Drivers And Barriers To Financial Transparency In Georgia’S Local Governments, Min S. Kim

This study investigates the determinants of financial transparency in local governments, specifically measured by the availability of financial documents on official websites. Hypotheses were developed to examine the relationships between financial transparency and three categories of influencing factors: community environmental characteristics, governance structures, and financial conditions. Using empirical analysis on a sample of 159 counties in Georgia, the findings reveal varying levels of support for the proposed hypotheses. Key determinants of financial transparency include population size, median household income, and the size of the board of commissioners. Conversely, financial condition factors were not found to significantly influence financial transparency. These …

After Russia’s invasion of Ukraine in 2022, the European Union worked to secure liquified natural gas (LNG) deals with third countries to abolish its dependence on Russian gas. In this article, I sought to determine the environmental implications of the European Union’s new LNG deals on the air quality in Hungary and Poland, two former communist states. Despite LNG being a cleaner fossil fuel, I hypothesized that it posed a threat to Hungary’s and Poland’s air quality as both countries endured rapid industrialization under Soviet control that forwent environmental protections. Despite their ubiquity, few have used traffic camera networks for social science research. Using 1,312,977 images collected from 768 London-based cameras leading up to the 2015 UK general election, this study not only demonstrates how traffic camera data can be used to effectively measure same-day turnout, but we also provide ways such data can be used to assess political behavior more broadly. Such automated enumeration is especially important in countries where official results are only returned for the current election, making it difficult for those interested in assessing turnout at lower levels of aggregation, even when those elections are next …
