The US Army War College Quarterly: Parameters

The fundamentals the Irish National Army used in the Irish Civil War (1922–23) are a model for the successful application of a classic counterinsurgency which, if understood earlier, could have made a difference in the United States’ most recent wars in Iraq and Afghanistan. The Irish Civil War has not been examined in-depth through the lens of modern counterinsurgency doctrine. This article draws on military history and recent counterinsurgency doctrines to provide US policymakers and military practitioners practical guidance for how counterinsurgent forces can foster trust and use appropriate tactics that lead to strategic success.

This thesis examines the impact of how British colonial rule led to the decline of Irish cultural components, such as Gaelic (Gaeilge), and how postcolonial revival efforts have shaped Ireland’s modern identity and its use of soft power in international relations. Drawing on mobilization and postcolonial theories, this paper defines key concepts, mobilization, remobilization, and postcolonial identity, to provide an analytical foundation. The analysis explores how colonial policies eroded Irish culture and language, intensified by the Great Famine, and how the Irish Diaspora serves as a global network for remobilizing Irish identity abroad. Child Benefit Cash Transfers In Ireland And Canada: A Comparative Analysis Of Welfare Policy, Ang D. Lee

Child benefit programs involving periodic cash transfers to parents have become increasingly embraced by governments worldwide. This paper investigates policy variance between child benefit cash transfers in Ireland and Canada, two countries with ostensibly similar welfare states. While Canadian child benefits shrink as household income grows, in Ireland cash transfers are set at a universal flat rate that is irrespective of family circumstance. On the other hand, Canadian parents receive far more generous payouts than their Irish counterparts despite means-testing. To determine the drivers of such policy divergence, I empirically test six theoretical paradigms from literature by leveraging several cross-national …

During the Troubles, the ethno-political conflict between the majority Catholics and minority ruling Protestants in Northern Ireland that lasted from 1968 to 1998, the 1981 prisoners’ hunger strike in Belfast’s HM Prison Maze was a key turning point. The starvation death of 10 striking prisoners gained the world’s attention, as one by one Irish prisoners died in British custody. This tragedy helped push the Irish nationalist movement toward a diplomatic means of negotiation. As one of the most influential events during the conflict, the news media covered the strike extensively, shaping the narrative of the strike to largely uninformed audiences. …

The goal is to research and study some of the best practices that refugee support organizations utilize and report how these two countries address the ever-growing refugee crisis. This study assesses the applications and operations in both organizations and determines how these practices contribute to the fulfillment of their missions. This purpose of this project is to examine how the labels used to describe the Irish Republican Army and Chechen insurgency changed after certain acts of violence. This paper begins by describing the history of imperial subjugation of Ireland and Chechnya, as well as examining the similarities between the actions and motivations of the IRA and Chechen insurgency. Then, to study the change in language to describe these groups, two searches were conducted into the New York Times and International Newsstream databases. On September 29, 2008—two weeks after the collapse of Lehman Brothers—the government of Ireland took the bold step of guaranteeing almost all liabilities of the country’s major banks. The total amount guaranteed by the government was more than double Ireland’s gross domestic product, but none of the banks were immediately nationalized. The Icelandic banking system also collapsed in 2008, just one week after the Irish government issued its comprehensive guarantee. In contrast to the Irish response, the Icelandic government did not guarantee all bank debt. Instead, the Icelandic government controversially split each of the three major banks into a new …

Ireland went from being the poorest member of the European Economic Community in 1973 to enjoying the second highest per-capita income among European countries by 2007. Healthy growth in the 1990s eventually gave way to a concentrated boom in property-related lending in the 2000s. The growth in the aggregate loan balances of Ireland’s six major banks greatly exceeded the growth in gross domestic product (GDP); as a result, bank loan balances grew from 1.1 times GDP in 2000 to over 2.0 times GDP by 2007. Given the small size of the domestic retail depositor base, the Irish banks increasingly funded …

Savannah's Ethnic Irish Neighborhoods In The Nineteenth Century: A Historical Multimethod Examination, Sarah A. Ryniker

The purpose of this thesis is to identify residency patterns and neighborhoods for Savannah-Irish immigrants in the mid-nineteenth century. Using a multimethod approach, this thesis explores historical, social, and economic factors that influenced settlement patterns and cultivated the conditions for an Irish-American identity, particularly in two neighborhoods, Old Fort and Yamacraw. Guided by Yancey et al.’s (1976) emergent ethnicity theory, this study uses archival materials, as well as chi-square tests for association, and the 1860 Federal Census of Chatham County, Georgia, to geolocate Irish immigrants. This study examines the relationship between divided government and women's organizations' political activity. In the literature divided government is associated with political openness leading to a decline in the repression of alternative political views and increased organizational activity. In this thesis I hypothesize that divided government is related to increased participation in political activity by women's organizations. Political activity is expected to increase during periods of divided government due to increased opportunities to influence formal government as political parties and elected officials compete for public support. The rapidity of change in Irish early childhood policy over the last 20 years is clear to observers (OECD 2004). What may be debated is how significant the changes are. In this paper, we analyse changes in early childhood education and care policy in Ireland since 1995, using Hall’s (1993) typology of policy change to help understand how policies and institutions could change so much in appearance without changing their fundamental features or underlying philosophy. Incumbent And Challenger Campaign Spending Effects In Proportional Electoral Systems The Irish Elections Of 2002, Kenneth Benoit, Michael Marsh

Positive effects of campaign spending on electoral outcomes have been found in several comparative, multiparty contexts, but very few of these systems use proportional representation. The few studies examining spending effects in multiparty elections have found that incumbent spending is no less effective than challenger spending, contrary to the vast bulk of empirical literature drawn from single-member district contexts. This study reexamines incumbent-challenger differences in spending effects under the single transferable vote. Examining the Irish general elections of 2002, the authors find a positive and statistically significant relationship between spending and votes. Candidates that spend more win more votes, and …

Between December 2000 and February 2001 the Irish soap opera Fair City ran an unprecedented, risky and controversial abortion storyline. This came before a looming referendum on the legality of abortion. Here, Fair City was not just offering entertainment, but provoking debate and discussion on a divisive issue in Irish society. In this case, and many others, it appears that soap opera, by promoting such discussion, may contribute to the formation of public opinion in contemporary civil society. Although perceived by candidates and parties as important in affecting political outcomes, the link between spending and success in multi-candidate, multiparty election campaigns remains unproven. Not only are there relatively few studies of campaign spending effects in multi-party systems, there are none examining the effect under the Single Transferable Vote (STV) electoral system. Our study examines spending effects in the Irish local elections of 1999 using STV with district magnitudes between 3 and 7 seats, contested by a median of 10 candidates in each district.
