การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์ระหว่างตัวแสดงในเครือข่ายนโยบายในการขับเคลื่อนการพัฒนาพื้นที่สาธารณะสีเขียวในเขตกรุงเทพมหานคร โดยใช้แนวทางการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากการค้นคว้าเชิงเอกสารและการสัมภาษณ์แบบเจาะลึกกับผู้ให้ข้อมูลสำคัญ ผลการวิจัยพบว่า การขับเคลื่อนงานเป็นในลักษณะตามแนวคิดการบริการสาธารณะแนวใหม่ โดยมีกรุงเทพมหานครเป็นตัวแสดงหลัก เนื่องด้วยเป็นหน่วยงานที่มีอำนาจหน้าที่แก้ไขปัญหาและพัฒนาในเขตพื้นที่ ซึ่งมีความสัมพันธ์ในลักษณะของการประสานความร่วมมือจากการบูรณาการการทำงานกับหน่วยงานในสังกัด หน่วยงานซึ่งเป็นเจ้าของพื้นที่ และหน่วยงานที่มาสนับสนุนการดำเนินงานทั้งในทางตรงและในทางอ้อม ที่เป็นหน่วยงานภาครัฐและนอกภาครัฐ ทั้งภาคเอกชน ภาคีวิชาการ ภาคีวิชาชีพ ภาคประชาสังคม และสมาคม/ชุมชนที่อยู่ในย่าน เพื่อเสริมเติมองค์ประกอบของเครือข่ายในส่วนที่เป็นช่องว่างการดำเนินงาน นอกจากนี้ ยังมีความสัมพันธ์ที่เกิดขึ้นโดยอิสระจากกรุงเทพมหานคร ที่มาจากการพัฒนาพื้นที่สาธารณะสีเขียวโดยเจ้าของพื้นที่ซึ่งเป็นเอกชนหรือปัจเจก โดยเครือข่ายการประสานความร่วมมือที่เกิดขึ้น ประกอบด้วยตัวแสดงต่างๆ ที่แตกต่างกันไปในแต่ละพื้นที่ที่พัฒนา

การเมืองของชนชั้นนำเวียดนามคือ การเมืองในพรรคคอมมิวนิสต์เวียดนามที่อาศัยความชอบธรรม 2 ชนิดที่ค้ำจุนให้อยู่ในอำนาจนับแต่ได้เอกราชในปี 1945 คือ ประการแรก ความชอบธรรมทางอุดมการณ์ที่อ้างอิงจากการต่อสู้เพื่อปลดปล่อยประเทศจากการเป็นอาณานิคมฝรั่งเศสและเปลี่ยนแบบแผนทางการเมืองให้เป็นแบบอำนาจนิยมรวมศูนย์อยู่ที่พรรคคอมมิวนิสต์เท่านั้น และมีแบบแผนทางเศรษฐกิจเป็นแบบสังคมนิยม ประการที่สอง ความชอบธรรมทางด้านผลงานจากความสำเร็จทางเศรษฐกิจหลังการปฏิรูปโด่ยเหมยในปี 1986 ซึ่งได้เปลี่ยนแปลงเศรษฐกิจจากแบบวางแผนเป็นเศรษฐกิจสังคมนิยมแบบตลาด เปิดโอกาสให้ประชาชนเวียดนามได้สะสมความมั่งคั่งขึ้นมาได้อย่างมาก บทความนี้ใช้แนวคิดของ Samuel Huntington ที่ว่าความสำเร็จในการพัฒนาเศรษฐกิจจะนำไปสู่ความเป็นประชาธิปไตยเพราะกลุ่มคนที่มั่งคั่งมักจะเป็นกลุ่มกดดันทางการเมืองเรียกร้องการเปลี่ยนแปลงเพื่อให้รัฐตอบสนองความต้องการและทำให้การสะสมความมั่งคั่งทำให้ราบรื่นมากขึ้น แต่ได้โต้แย้งว่า แม้ความสำเร็จทางเศรษฐกิจจะก่อให้เกิดชนชั้นใหม่ในเวียดนาม แต่กลุ่มพลังทางสังคมกลุ่มนี้ไม่ได้แสดงความเป็นปรปักษ์หรือท้าทายต่ออำนาจนำทางการเมืองของพรรคคอมมิวนิสต์แต่อย่างใด เพราะเหตุที่พวกเขาล้วนอาศัย โครงสร้างอำนาจ นโยบาย และเส้นสายในกลไกรัฐและพรรคคอมมิวนิสต์ในการสร้างฐานะขึ้นมา กล่าวในอีกแง่หนึ่งการรวมศูนย์อำนาจของพรรคคอมมิวนิสต์ไม่ได้เป็นอุปสรรคต่อการดำเนินธุรกิจและการสะสมความมั่งคั่งของชนชั้นใหม่นี้แต่อย่างใด ในอีกทางหนึ่งความสำเร็จทางธุรกิจของชนชั้นใหม่นี้มีส่วนอย่างมากในการเกื้อหนุนความชอบธรรมในเชิงผลงานแก่พรรคคอมมิวนิสต์ทำให้มีแรงสนับสนุนให้อยู่ในอำนาจได้ต่อไป สิ่งที่ท้าทายอำนาจของพรรคคอมมิวนิสต์เวียดนามยุคปัจจุบัน คือกลุ่มคนที่ถูกละเลยหรือพลาดโอกาสในการใช้โครงสร้างทางอำนาจของพรรคและรัฐเพื่อสนองความต้องการของตนเองหรือกล่าวอีกนัยหนึ่งคือ นอกจากจะไม่ได้รับผลประโยชน์ใด ๆ จากการพัฒนาหากแต่ยังอาจจะได้รับผลกระทบให้เกิดความเสียหายอีกด้วย กลุ่มคนเหล่านี้ได้อาศัยสื่อสังคมออนไลน์เป็นเครื่องมือในการแสดงออกและเรียกร้องสิทธิของตนเอง ซึ่งทำให้พรรคคอมมิวนิสต์ต้องหาทางตอบโต้ จำกัด และกำจัดในที่สุด บทความนี้พัฒนาจาก“โครงการชนชั้นนำและแรงงานในเอเชียตะวันออกเฉียงใต้:องค์ประกอบ โครงสร้างและพลวัตในยุคเปลี่ยนผ่าน” ซึ่งศึกษาและสำรวจการเมืองชนชั้นนำของเวียดนามจากเอกสารของภาครัฐ รายงานขององค์กรเอกชน หนังสือ วารสารและรายงานของสื่อมวลชนเป็นหลัก

Racial classifications are a social construct with no basis in biology; yet, race is an omnipresent and powerful factor in U.S. politics, shaping electoral boundaries, disbursement of resources, and political alliances (Omi and Winant 1994, Haney López 1994). Race, then, is a malleable construct wielded by varying interests, with racial definitions changing in response to social and political battles. Some new immigrant groups initially classified as not white have been reclassified as white over time, thereby benefitting from associated legal, economic, and sociopolitical privileges. This study examines households' prospective evacuation behavior during a hurricane-pandemic compound threat. Data from a 2020 survey of coastal Virginia households help answer two questions: (1) What factors associated with the threat and impacts of the COVID-19 pandemic and hurricanes influence prospective evacuation behavior of households during a compound hurricane-pandemic event? (2) What are the equity implications for emergency management policies and practices to support evacuation and sheltering during a compound hurricane-pandemic event?
