งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์บทบาทและความสำคัญของบริษัทข้ามชาติจีนในเขตพื้นที่นิคมอุตสาหกรรมไทย-จีน จังหวัดระยอง ต่อการพัฒนาความสัมพันธ์ระหว่างไทย-จีน ผ่านแนวคิด“การทูตสามเหลี่ยม” เพื่อเสนอแนะแนวทางการบริหารจัดการและการวางนโยบายของรัฐบาลไทยในการส่งเสริมบทบาทของบริษัทข้ามชาติจีนในไทย เป็นงานวิจัยเชิงคุณภาพ(Qualitative Research) โดยทำการรวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์เชิงลึก (In-depth Interviews) ผู้ที่เกี่ยวข้องและข้อมูลทุติยภูมิจากเอกสารและงานวิจัย จากนั้นนำข้อมูลมาวิเคราะห์เชิงพรรณนา (Descriptive Analysis)

ผลการศึกษาพบว่า เหตุปัจจัยสำคัญที่ส่งผลให้บริษัทข้ามชาติจีนในนิคมอุตสาหกรรมไทย-จีน จังหวัดระยอง มีบทบาทและความสำคัญในการพัฒนาความสัมพันธ์ระหว่างไทย-จีน คือ การเป็นนิคมอุตสาหกรรมจีนแห่งแรกในต่างประเทศของจีน ได้รับการผลักดันและสนับสนุนผ่านนโยบายจากรัฐบาลจีนทั้งในอดีต (Going Out) และปัจจุบัน (BRI) โดยมีการให้บทบาทสำคัญแก่บริษัทข้ามชาติจีนในฐานะตัวแสดงของรัฐบาลจีนในการสร้างความร่วมมือระหว่างประเทศ กอปรกับนโยบายของไทยในปัจจุบัน เช่น ไทยแลนด์ 4.0 และโครงการ EEC นั้นสอดรับกับนโยบายของจีนอย่าง BRI ซึ่งส่งผลโดยตรงต่อการเพิ่มจำนวนการเข้ามาลงทุนของบริษัทข้ามชาติจีนในประเทศไทย เกิดเป็นสภาพการพึ่งพาอาศัยกันและการแข่งขันกัน ทำให้ความร่วมมือในด้านต่าง ๆ ระหว่างไทยกับจีนนั้นมีขอบเขตที่กว้างและเป็นไปในทิศทางที่ดีมากยิ่งขึ้น เป็นการส่งเสริมความสัมพันธ์เชิงยุทธศาสตร์ของทั้งสองประเทศ

บทความวิจัยนี้นำเสนอผลการวิเคราะห์และสังเคราะห์ข้อมูลบางส่วนที่ได้จากการทำงานภาคสนามทางมานุษยวิทยาใน 10 ครัวเรือนในจังหวัดพิษณุโลกที่มีฐานะยากจน ขาดเงินออม มีอัตราการพึ่งพิงกันในครัวเรือนสูงและการศึกษาต่ำอันเป็นคุณลักษณะของครัวเรือนยากจนข้ามรุ่นที่ระบุไว้ในหมุดหมายที่ 9 ของแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 13 (พ.ศ.2566-2570) โดยบทความวิจัยนี้มีข้อถกเถียงหลักคือ ความยากจนข้ามรุ่นนั้นยังดำรงอยู่เพราะนโยบายการศึกษาและนโยบายสังคมอื่น ๆ ที่เกี่ยวข้องที่ผ่านมายังไม่สามารถแก้ไขปัญหาความยากจนข้ามรุ่นได้อย่างตรงจุดและมีประสิทธิภาพ ในระหว่างเวลาของการรอคอยนโยบายสังคมที่ช่วยหยุดการส่งผ่านความยากจนข้ามรุ่นนี้ คนยากจนจากหนึ่งรุ่นสู่อีกรุ่นหนึ่งได้สูญเสียโอกาสในชีวิตมากมาย จากการปริทัศน์วรรณกรรมเกี่ยวกับแนวคิดเรื่องเวลาที่รอคอย (waiting time) ผู้วิจัยสร้างกรอบแนวคิดการวิจัยในการวิเคราะห์ข้อมูลจากภาคสนามเพื่ออธิบายว่าเวลาที่คนยากจนข้ามรุ่นรอคอยนั้นสามารถอธิบายได้สามนัยยะสำคัญ คือ หนึ่ง ความยากจนยังดำรงอยู่และถูกส่งผ่านข้ามรุ่น สอง ช่วงเวลาของการรอคอยนโยบายการศึกษาที่จะช่วยตัดตอนวงจรความยากจนข้ามรุ่นเป็นช่วงเวลาที่คนยากจนรุ่นแล้วรุ่นเล่าสูญเสียโอกาสบางอย่างในชีวิตไปอย่างไม่มีวันหวนกลับมา เช่น หลุดออกจากระบบการศึกษาและกลายเป็นแรงงานกึ่งทักษะกึ่งไร้ทักษะ สาม นโยบายการศึกษาที่ผ่านมามีส่วนช่วยขยายโอกาสในชีวิตของคนยากจน แต่อาจยังไม่มีประสิทธิภาพมากพอในการตัดตอนวงจรความยากจนข้ามรุ่น บทความนี้จะสะท้อนนัยยะทั้งสามประการข้างต้นผ่านข้อมูลจากภาคสนาม รวมทั้งนำเสนอข้อเสนอเชิงนโยบายที่ได้จากการสังเคราะห์ข้อมูลจากภาคสนาม

บทความวิจัยนี้ศึกษาถึงความเชื่อมโยงระหว่างความรับผิดรับชอบของรัฐบาลและปฏิกิริยาต่อวิกฤตการณ์เศรษฐกิจที่เป็นผลมาจากการระบาดของโรคโควิด-19 โดยผ่านกรอบคิดเรื่อง competing principals ที่ชี้ให้เห็นว่าความรู้สึกรับผิดรับชอบของรัฐบาลต่อผู้มีส่วนได้ส่วนเสียต่าง ๆ นั้นอาจไม่เท่ากัน และอาจส่งผลต่อผลิตผลเชิงนโยบายด้วยเช่นกัน ในกรณีของการระบาดของโรคโควิด-19นั้น ผลเชิงนโยบายนั้นแสดงออกมาในรูปแบบที่รัฐต้องตัดสินใจว่าจะทุ่มเททรัพยากรเพื่อให้การช่วยเหลือทางเศรษฐกิจแก่ประชาชนกลุ่มไหน มากน้อยเพียงใด โดยอาศัยข้อมูลเชิงปริมาณและการเก็บสถิติเรื่องการให้การช่วยเหลือทางเศรษฐกิจของแต่ละประเทศจาก The Oxford COVID-19 Government Response Tracker (OxCGRT) และตัวชี้วัดแบบมหภาคอื่นๆ งานศึกษาชิ้นนี้พบว่าภูมิภาคเอเชียตะวันออกเฉียงใต้นั้นมีความแตกต่างจากที่อื่น ๆ ในโลก กล่าวคือ ความรู้สึกรับผิดรับชอบของรัฐบาลต่อผู้มีส่วนได้ส่วนเสียต่าง ๆ แบบเดียวที่มีผลต่อระดับการให้การช่วยเหลือทางเศรษฐกิจต่อประชาชนของรัฐบาลในเอเชียตะวันออกเฉียงใต้ คือ แบบแนวทแยง (diagonal accountability) ซึ่งเกิดจากการที่สื่อมวลชนและภาคประชาสังคมเปิดเผยและให้ข้อมูลต่อสาธารณชนเพื่อสร้างแรงกดดันต่อรัฐอีกทางหนึ่ง ข้อค้นพบนี้ไม่เพียงแสดงให้เห็นถึงสภาวะกลืนไม่เข้าคายไม่ออกที่รัฐต้องเผชิญเมื่อมีผู้มีส่วนได้ส่วนเสียจำนวนมากในกระบวนการกำหนดนโยบายแต่ยังสะท้อนอีกด้วยว่า 1) รัฐบาลในเอเชียตะวันออกเฉียงใต้อาจไม่ได้รู้สึกถึงความรับผิดรับชอบต่อประชาชนโดยตรงมากนัก 2) รัฐบาลในเอเชียตะวันออกเฉียงใต้อาจไม่ได้รู้สึกถึงความรับผิดรับชอบต่อกลไกเชิงบริหาร เช่น การตรวจสอบและคานอำนาจเช่นเดียวกัน และ 3) รัฐบาลในเอเชียตะวันออกเฉียงใต้จะรู้สึกว่าต้องทำอะไรบางอย่างเพื่อตอบสนองหรือให้การช่วยเหลือประชาชนก็ต่อเมื่อสื่อและภาคประชาสังคมเริ่มตีแผ่ปัญหาและให้ข้อมูลแก่สาธารณชน

How does leadership affect the performance of informal institutions? Leadership in BRICS is particularly puzzling: this informal institution rapidly grows despite the disparate interests of its members, some of which are in longstanding conflict. This article examines how three forms of leadership – intellectual, entrepreneurial, and structural – affect institutional performance using BRICS cooperation data. The foundation of post–WWII US foreign policy is the deployment and maintenance of a vast network of overseas military deployments. While the external security implications of these deployments are better known, scholars have spent little time connecting deployments to the internal stability threat of a coup d’état. The deployment of service members overseas creates multiple pathways to decreasing the likelihood of coup attempts by both supporting the government and its security apparatus and decreasing the benefits of a successful attempt by coup d’état conspirators. My dissertation identifies a type of political actor, the ascriptive entrepreneur, who through innovative and creative methods advances the ascriptive tradition. I expand upon two branches of political science literature: political entrepreneurship and Rogers Smith’s multiple tradition thesis. Political entrepreneurs are able to recombine political alignments, causing endogenous shocks to a political system. The concept of the ascriptive entrepreneur augments Rogers Smith’s multiple tradition thesis to include those actors who use the ascriptive tradition to obtain power at the expense of Lockean liberalism and civic republicanism. For two hundred years Americans have had to fight for the right to vote, yet it is still an ongoing challenge for many communities, the Latinx community in particular. In this study I analyzed what factors determine an individual’s access and participation in the voting process, focusing on the Latinx community in the Canal District of San Rafael, who are impacted by the barriers intended to limit their ability to vote. Cultural racketeering, the looting and trafficking of cultural heritage sites to fund conflict, violence, or terrorism, has become a prevalent issue across the globe in recent years. This paper identifies the main actors, the sellers and buyers, of the looted antiquities and outlines several cases. Sellers, such as ISIS or Al-Qaeda, pillage and traffic sites of cultural, religious, or historic importance as a funding source for their illicit activities. The Spiritual Well-Being Scale (SWBS) is a 20-item measure of self-perceived spiritual health. Developed in the 1980s, it includes 2 subscales with 10 items each. Responses are made on a 6-point continuum from Strongly Disagree to Strongly Agree with no neutral point; 9 of the items are negatively worded to minimize response biases. The US samples show good internal consistency and test-retest reliability. Content validity was established in construction. Expected correlations with religion and spirituality indices, social and psychological mea-sures, and physical functioning and demonstration of expected group differences support criterion validity. Judges shape the law with their votes and the reasoning in their opinions. An important element of the latter is which opinions they follow, and thus elevate, and which they cast doubt on, and thus diminish. Using a unique and comprehensive dataset containing the substantive Shepard’s treatments of all circuit court published and unpublished majority opinions issued between 1974 and 2017, we examine the relationship between judges’ substantive treatments of earlier appellate cases and their party, race, and gender. Interruptions at Supreme Court oral argument have received much attention in recent years, particularly the disproportionate number of interruptions directed at the female Justices. The Supreme Court changed the structure of oral argument to try to address this problem. This Article assesses whether the frequency and gender disparity of interruptions of Justices improved in recent years, and whether the structural change in argument helped. It shows that interruptions decreased during the pandemic but then resurged to near-record highs, as has the gender disparity in Justice-to-Justice interruptions. The U.S. Supreme Court decided a trilogy of cases on summary judgment in 1986. Questions remain as to how much effect these cases have had on judicial decision-making in terms of wins and losses for plaintiffs. Shifts in wins, losses, and what cases get to decisions on the merits impact access to justice. We assemble novel datasets to examine this question empirically in three areas of law that are more likely to respond to shifts in the standard for summary judgment: antitrust, securities regulation, and civil rights. Beginning in the Summer of 1961, the United States government has deployed volunteer humanitarians around the world to serve the mission of U.S. Peace Corps and has since contributed to communities in 143 partner countries while enjoying widespread popularity. Its mission of promoting world peace and friendship is pursued through three operational goals: technical training, cultural exportation, and cultural importation. TikTok is known for its lighthearted dance and lip-synch videos, yet videos with the hashtag #politics have garnered nearly 14 billion views. Does young adults’ politically oriented expression on TikTok lead to increased civic engagement offline? TikTok helps incorporate young adults into political social networks that may encourage additional civic activity. In addition, the playful, humorous nature of TikTok-based political expression encourages young adults to develop participatory, political selves. Using data from a 2020 survey of Americans between 18 and 25 years old, we find that posting political videos on TikTok connects with higher offline civic engagement. The results suggest …

The postbellum rise of voluntary, federated associations set the stage for modern pressure politics in the American states, yet the connection between associations and lobbying in this era is grossly understudied. Relying on associations' own records and a new dataset of state lobbyists, we explore this relationship more deeply, documenting how federated associations gained membership, created political agendas, and lobbied state legislators for reform. To understand better the processes linking group strength with direct lobbying, we present descriptive case studies of the Grange (agriculture), the “Big Four” railroad brotherhoods (skilled labor), and the American Bankers' Association (finance). การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ มีจุดประสงค์เพื่อศึกษา 1. มาตรการด้านสิ่งแวดล้อมขององค์การการค้าโลกในการพิทักษ์รักษาและอนุรักษ์สิ่งแวดล้อม 2. ผลกระทบของมาตรการด้านสิ่งแวดล้อมขององค์การการค้าโลกต่อการค้าระหว่างประเทศ และ 3. ความสำเร็จของการบูรณาการการค้าระหว่างประเทศและการคุ้มครองสิ่งแวดล้อมขององค์การการค้าโลก  ผลการศึกษาพบว่า 1. มาตรการที่ถูกสร้างขึ้นภายใต้องค์การการค้าโลกเพื่อพิทักษ์รักษาและอนุรักษ์สิ่งแวดล้อมประกอบด้วย กลไกคณะกรรมาธิการด้านการค้าและสิ่งแวดล้อม กลไกองค์กรระงับข้อพิพาท และกลไกข้อตกลงที่เกี่ยวข้องกับเรื่องสิ่งแวดล้อมหลายฉบับ 2. คณะกรรมาธิการด้านการค้าและสิ่งแวดล้อมเป็นเพียงเวทีในการแลกเปลี่ยนความคิดเห็นและประสบการณ์ของประเทศสมาชิกที่มีต่อประเด็นด้านการค้าและสิ่งแวดล้อมเท่านั้น ส่วนแนวทางการตัดสินคดีสิ่งแวดล้อมขององค์กรระงับข้อพิพาททำให้ประเทศสมาชิกโดยเฉพาะกลุ่มประเทศพัฒนาแล้วได้มีการออกมาตรการการค้าเพื่ออนุรักษ์สิ่งแวดล้อมได้อย่างชอบธรรมซึ่งส่งผลกระทบต่อประเทศผู้ส่งออก ในขณะที่ข้อตกลงที่เกี่ยวข้องกับเรื่องสิ่งแวดล้อมต่าง ๆ ส่งผลทำให้ประเทศที่พัฒนาแล้วใช้มาตรการเหล่านี้เป็นเครื่องมือเพื่อกีดกันทางการค้า และ 3. องค์การการค้าโลกยังไม่ประสบความสำเร็จในการบรรลุเป้าหมายตามที่ได้ตั้งเป้าหมายไว้ในธรรมนูญ คือ การบูรณาการการค้าระหว่างประเทศและการคุ้มครองสิ่งแวดล้อมไว้ด้วยกัน แต่ในขณะเดียวกันมิได้ถือว่าล้มเหลว เพราะแม้มาตรการที่เกี่ยวข้องกับสิ่งแวดล้อมเหล่านั้นขององค์การการค้าโลกจะถูกพิจารณาว่าไม่มีประสิทธิภาพ แต่การมีมาตรการและมีการดำเนินงานที่เกี่ยวข้องสะท้อนให้เห็นถึงข้อเท็จจริงว่าองค์การการค้าโลกได้มีการดำเนินการอย่างเป็นรูปธรรมเพื่อที่พยายามที่จะบรรลุวัตถุประสงค์ดังกล่าว
