Accountability is the watchword of the 1990s, particularly in education. In exchange for greater flexibility and autonomy, schools have been asked to assume greater accountability for student outcomes. Implicit in this shift of authority and responsibility is the belief that changing the locus of control will result in changes in student achievement. Decentralizing accountability thus has multiple implications for the teaching and learning process, governance and decision making, and school site leadership. In 1993, San Diego City Schools adopted a student achievement accountability policy and initiated a demonstration program to develop an accountability system model for the district. The trust relationship is the conceptual/philosophical framework against which all relations between the federal government and indigenous groups are conducted. Yet despite the centrality of this concept, federal policymakers have no consistent or agreed upon definition of what the trust relationship actually entails. And, more importantly, indigenous conceptions of trust have rarely been assessed. This article analyzes and advances one tribe's—the Cherokee—perspective on trust. In focusing on how the Cherokee perceive trust, this section emphasizes that from an indigenous viewpoint the trust relationship embodies a complex and sophisticated understanding that both the tribe and the United States have reciprocal responsibilities …

In recent years there has been growing resentment from what one might term, for lack of a better phrase, the "anti-trust" segment. These commentators have offered a host of arguments to support their position: the trust doctrine has been and is still used primarily to "give moral color to depredations of tribes;" it is "an assertion of unrestrained political power over Indians, power that may be exercised without Indian consent and without substantial legal restraint;" and it is really a "metaphor for federal control of Indian affairs without signifying any enforceable rights of the tribal `beneficiaries.'" James MacGregor Burns' (1978) watershed work, Leadership, heralds an intellectual breakthrough for grasping the significance of a moral level of consciousness that is universal. Although Burns (1978) writes that humanistic psychology now allows for generalization about leadership process across cultures, there remains little research which frames leadership in a Global Ethic, in humanistic psychological constructs or as philosophical ideas of a universal ethical consciousness. Parenting experience is rarely valued or integrated with the work of a competitive society such as that of the United States. Despite the implementation of family-friendly workplace policies, institutional structures and practices continue to preclude the substantive acknowledgment of how parenting experience might contribute to the American workplace (Borrill & Kidd, 1994; Jenner, 1994; Rodgers, 1993). The Political Behavior Of California Community College Nursing Facilities In Response To Budget Cutbacks, 1982-1987, Karen J. Berger Edd

This study explored the political behavior of community college nursing faculties during a unique period of California history, 1982-87, when the community colleges were struggling to adapt to the economic and political consequences of Proposition 13. Using a two-phase qualitative design, it examined the effects of budget cutbacks on the nursing programs at 38 community colleges statewide, including twelve targeted for faculty layoffs, and identified the political behavior of their nursing faculties in response. It then focused on six districts, varying in size, structure, and location, for a series of in-depth case studies. In four districts, nursing programs were targeted …

Morale is important to all service organizations because quality is dependent upon the nature of face-to-face interactions. Because the workers in mental health service organizations must care for patients, morale is especially important. Although studies suggest that rapid change due to cutbacks, privatization, and managed care, have demoralized mental health workers, the literature suggests that management is the problem. Leaders in 72 neighborhood groups recognized by the Minneapolis Community Development Agency were surveyed to test four hypotheses. Neighborhood leaders were expected to be white, middle or upper-income, college graduate, homeowning, women and not representative of Minneapolis residents. This proved valid except the number of men and women was equal. Respondents were expected to have become and stayed involved in their group over concern for property values and safety, this was partially true, other reasons were given. This paper employs the conceptual framework of Theodore Millon to examine and compare the political personalities of President Bill Clinton and Senator Bob Dole. Information pertaining to President Clinton and Senator Dole was gathered from published material and employed to generate a personality profile using the Millon-Type Political Personality Checklist (MPPC).

The assessment revealed that President Clinton’s primarily personality patterns were Asserting/self-promoting and Outgoing/gregarious, with secondary features of the Complaining/discontented, Controlling/forceful, and Agreeing/cooperative patterns. Senator Dole’s primarily personality patterns were Controlling/aggressive and Conforming/regimented, with secondary features of the Asserting/self-promoting and Complaining/negativistic patterns.
