Creating and maintaining up-to-date sharable Geographic Information SystemsTransportation (GIS-T) data is challenging. Many states are working on Transportation Framework efforts to build a complete, consistent, and current transportation data layer in conjunction with the NSDI and Geospatial One-Stop efforts. This paper summarizes an effort that systematically re-examined transportation data sharing issues as part of the development of a Transportation Framework for the State of Washington. Business needs were assessed in terms of spatial and temporal accuracy needs of stakeholders and users of a state-wide Transportation Framework. We examine whether the conditions affecting initial expressions of hostility are similar to those affecting militarized disputes. Analyzing dyadic interactions during the years 1951–1992, we estimate a model to take into account selection effects and check it against another allowing conjunctive causation. Both provide close approximations to theoretical models of the conflict process and yield similar results. We confirm Kant’s belief that all states are subject to the realist conditions of interstate competition that makes disputes likely, but that liberal influences, if present, can constrain the escalation of such disputes to war. Presidential Domain: An Exploratory Study Of Prospect Theory And Us Climate Policy Since 1998, Hal T. Nelson

The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. The study of interpersonal relationships continues to be a major focus of theory and research in a wide array of disciplines. The present research examined one of the most prevalent and significant interpersonal relationships in the workplace context—the dyadic relationship between a supervisor and a subordinate. This research examined the relationships between trust, quality of the leader-member exchange relationship (LMX; a measure of the quality of the dyadic relationship), perceived organizational justice, and several employee attitudes and behaviors that are important to individual workers and the organizations in which they work.

Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker

This essay expresses concern that urban growth management places too heavy a reliance on densification, particularly upzoning with minimum density requirements in suburban infill situations. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. …

Tri-Met's Experience With Automatic Passenger Counter And Automatic Vehicle Location Systems, James G. Strathman

The Tri-County Metropolitan Transportation District of Oregon (Tri-Met) is one of about 30 metropolitan transit agencies that have deployed both automatic vehicle location (AVL) and automatic passenger counter (APC) systems (Casey, 1999). These technologies are important components of the agency’s new automated bus dispatching system (BDS). The AVL and APC systems at Tri-Met recover comprehensive operations and passenger activity data at the bus stop level that is archived for later analysis. The agency has gained a reputation as an industry leader in the areas of data archiving and the application of archived data to performance monitoring and analysis.

We conduct an empirical investigation into whether networking effects affect foreign direct investment (FDI) activity. Using bibliographical information on CEOs’ birth and education locations, we are able to identify changes from U.S. to foreign-connected CEOs that occurred in U.S. manufacturing firms of the S&P 500 from 1992 through 1997. Robust to a variety of specifications, we find that a U.S. firm’s switch from a U.S.- to a foreign-connected CEO leads to substantial increases in the firm’s proportion of its assets and sales that are in foreign markets. Archaeologists and historians have conducted a limited number of 19th century western neighborhood studies. The small number of inquiries into the urban past has left research on western working and middle class neighborhoods, along with their ethnic and class composition, relatively untouched by modern scholars. Although eastern immigrant neighborhood studies by historic archaeologists are currently increasing, western immigrant neighborhood research projects continue to be underrepresented in the literature. Perceiving an absence of western urban neighborhood studies, an intensive study on an ethnically heterogeneous working and middle class neighborhood was conducted in Virginia City, Nevada.

This edition of the Periodic Atlas of the Metroscape focuses on hazard analysis, and looks at the relative danger of earthquake, flood, landslide, debris flow, lava flow, and radon throughout the Portland area. The maps are printed in 3D format, and the print edition of the Metroscape included special glasses that, when worn, give the maps a 3D appearance.

Later this year the Metro Council will face a decision about expansion of the urban growth boundary (UGB). Reaching a verdict on that question will require negotiating the conflicts between the long term regional vision described in Metro's 2040 Plan, short-term economic fluctuations, and specific local concerns.
