The Transformation Of Civic Institutions And Practices In Portland, Oregon, 1960-1999, Steven Reed Johnson

In this dissertation I examine how the organizational framework for civic life in Portland, Oregon, changed between 1960 and 1999 and identify several key aspects of the transformation.

The most basic change has been in the type of organizations involved in civic issues. In 1960 civic life in Portland was dominated by traditional civic organizations: fraternal and benevolent organizations, women's clubs, voluntary and charitable organizations, ethnic cultural groups, and direct social service organizations. By 1999 traditional civic organizations were displaced by advocacy oriented organizations: identity interest groups, neighborhood associations, citizen interest organizations, and social service organizations that advocated for causes. …

Land use planning in a variety of forms has been coming to the ballot box in Oregon more frequently in recent years, and this raises a host of issues for citizens, planners, advocates of all stripes, and elected officials alike. Will we make planning decisions through deliberative, inclusive public processes, or will planning amount to ?yes-no? questions put before voters in the form of ballot measures? A restorative approach to justice focuses on accountability for healing the harm done to victims and communities as a result of criminal acts. Hate crimes are intended to send a threatening message to a particular group of people. There is enough reliable research on restorative justice principles and practices, and on the causes, meaning and impact of hate crimes, to bring together a representative selection of available literature for a critical review. Planning For Regional Economic Development In Oregon: Finding A Place For Equity Issues In Regional Governance, John Provo

While the state of Oregon is cited in the new regionalism literature for exemplary land use and environmental planning, this paper focuses on the treatment of equity issues. Implementation of a revised statewide regional economic development program is discussed, contrasting efforts in the metropolitan Portland area with rural southeast Oregon. Despite following very different planning and grant-making processes, both introduced equity issues concerned with ensuring access to the economy. In Portland this meant aspiring to connect economically distressed communities with a successful regional economy while in southeast Oregon a distressed region hoped to connect with the state's growing economy.

Demographic profiles have been created for at the regional and community levels for San Diego County. There is an individual demographic profile for each of 10 Community Collaboratives in San Diego County as a whole. The demographic profiles all have the same structure and consist of the same variables to provide consistency so that comparisons can be made between communities. The profiles were created to provide background information for a larger project, the development of Quality of Life Indices for the San Diego County Alcohol and Drug Services Agency.

A system of measurements, the San Diego Quality of Life Indices (SDCQOLI), is being developed and reported in response to the need of successful prevention of the use and abuse of alcohol, tobacco, and illicit drugs (ATOD) and ATOD service delivery. The purpose of the SDCQOLI is to serve as a utility for public policy applications (ATOD prevention and others), both community-sponsored and initiated by the San Diego County and local governments, in order to achieve the mission of the County of San Diego "...to improve the region's Quality of Life" (County of San Diego...).

In January 2002, Metro Regional Parks and Greenspaces (Metro) and North Clackamas Parks and Recreation District (NCPRD) contacted Portland State University's Planning Workshop class for assistance with a regional trail planning project. Metro is the regional government for the Portland metropolitan area. Within Metro, the Regional Parks and Greenspaces staff administers the parks, open space, natural area, trails and greenways acquisition program for the citizens of the region. NCPRD is a special service district of Clackamas County that provides park and recreation services to communities in the northern portion of the county.

The triple convergence principle, proposed by Anthony Downs, states that subsequent to increases in roadway supply, travelers change their travel route, time, and mode to mitigate the effect of lowering congestion levels. More recently, studies indicate that building roadways also induces people to drive more, a phenomenon called induced travel.

Using personal data from the 1995 Nationwide Personal Transportation Survey (NPTS) enriched with roadway supply data from the Texas Transportation Institute (TTI), this dissertation studies travel behavioral responses of urban workers to roadway supply improvements. Social, political, economic, and environmental factors converge in developing countries to stimulate high rates of deforestation. Forest conversion reduces biodiversity, contributes to carbon loading of the atmosphere, alters the global water balance, and degrades the quality of life for rural people. Mexico is the fifth most biologically diverse country in the world and temperate and tropical forests in Mexico are rapidly disappearing with environmental and cultural repercussions for people and ecosystems.

International students and scholars on campuses in the United States constitute a complex, diverse, and rapidly growing population that must be served effectively by academic libraries. This article examines cultural differences with a focus on communication processes and styles, and recommends ways to accommodate cross-cultural differences in information services. Paper 2: Upwards of 20,000 Chinese migrated to Oregon before 1890. Upon their deaths many were interred in "Chinese cemeteries." In China, the placement of cemeteries is an important aspect of the traditional Chinese religion. This paper asks if the early Chinese practiced the same Feng Shui in the placement of the Oregon gravesites. While Feng Shui is not codified, there are a few general principles to determine graveyard placement, and by comparing Oregon Chinese gravesites with that required for proper Feng Shui placement, concluded that the early Chinese immigrants may have followed the precepts of traditional Chinese religion in …

Tri-Met collected fare evasion data for buses and MAX trains passing outbound through the Rose Quarter Monday, June 11 through Saturday, July 7. Beginning September 2001, Tri-Met’s “Fareless Square’s” free zone was extended towards the Lloyd District, with an eastern boundary of NE 14th. Prior to this, all trips between the Central Business District and Lloyd Center required a full Zone 1 fare.

In their conceptual framework for linguistic literacy development, Ravid & Tolchinsky synthesize research studies from several perspectives. One of these is corpus-based research, which has been used for several large-scale research studies of spoken and written registers over the past 20 years. In this approach, a large, principled collection of natural texts (a 'corpus') is analysed using computational and interactive techniques, to identify the salient linguistic characteristics of each register or text variety.
