Though metropolitan Portland, Oregon, has perhaps the best-known growth management program in the world, one of the most important elements of that system has been conspicuously overlooked: the regional land information system (RLIS). Since RLIS was developed in the late 1980s, it has played a critical role in the development of every significant plan, the evaluation of every key policy, and the formulation of every major development model. RLIS created conditions that enabled a sophisticated and now muchstudied approach to metropolitan growth management to emerge. Abstract: This cross-sectional study compares self-reported access to care among a representative sample of 13,952 HMO enrollees in New Jersey. Using multivariate logistic regression, this study found that compared with college graduates, those with less than a high school education reported more difficulty obtaining tests or treatment. Compared with whites, Hispanics were more likely to report difficulty seeing their primary care provider, and African Americans reported greater difficulty seeing a specialist and obtaining tests and treatment. Enrollees in poor health were more likely to report problems seeing a specialist and obtaining tests and treatment than enrollees in excellent health. Income …

This article examines the interactive import of prosody from a perspective of participants' orientation to talk in interaction, taking advantage of data from institutional discourse to focus on the prosodic packaging of recurring turn sequences of the same discourse activity. The analysis focuses on the third slot of a ubiquitous three-part classroom discourse sequence, the IRF exchange (Sinclair & Coulthard 1975), a site in which teachers make repetitive feedback moves following student responses. Examination of more than 25 hours of classroom discourse and more than 300 third-turn teacher feedback types uncovered a systematic use of prosody for these teacher repetitions …

Between 1997 and 2000, the United Nations Compensation Commission delivered US$ 4000 apiece to roughly 87,000 Sri Lankan citizens who suffered displacement and loss of employment due to Iraq’s military actions in Kuwait during the Gulf War. Using qualitative ethnographic data, this essay examines eleven case studies of Kuwait returnees in the village of Naeaegama, in southern Sri Lanka. Like the majority of Sri Lankans caught in the Gulf War, these returnees are women from poor rural families who worked as domestic servants in Kuwait. The essay compares how the eleven households have spent compensation money and migrants’ remittances. Spending …

Fergie's Prescience: The Changing Nature Of Diglossia In Tunisia, Keith Walters

Despite criticisms it has received, Ferguson's (1959b) account of diglossia should be recognized for its prescience. It offered not only an admittedly idealized characterization of diglossia in Arabic, but also pointed out how and why it might change. Focusing on Tunisia, this article demonstrates the many ways in which Fergie was right. It examines the changing demographics of Tunisians' access to the high variety of Arabic; the complex ways in which Tunisians, and Arabs more generally, deal with the "communicative tensions" diglossia creates; and considers the changing nature of Arabic in what is, in many ways, a postdiglossic Tunisia.

The primary objectives of the needs assessment were to identify:

• Gaps in the current service delivery system, including linkages among agencies

As the Maroons escaped from enslavement into unknown and inaccessible environments, they relied on their mental maps developed through sequential exploration of those environments to establish and defend their settlements. Initially they would take advantage of the knowledge of the areas surrounding the plantations from which they escaped, explore them thoroughly and then, at the appropriate time, link their escape routes and locations to those mental maps that they had acquired. Headway Deviation Effects On Bus Passenger Loads: Analysis Of Tri-Met’S Archived Avl-Apc Data, James G. Strathman, Thomas J. Kimpel, Steve Callas

In this paper we empirically analyze the relationship between transit service headway deviations and passenger loads, using archived data from Tri-Met’s automatic vehicle location and automatic passenger counter systems. The analysis employs two-stage least squares estimation to account for the simultaneous relationship between headway deviations and loads. Controlling for the effects of passenger activity on delay, the results indicate that the observed incidence of excess passenger loads is systematically attributable to deviations from scheduled headways. In turn, analysis of the causes of headway deviations served to identify possible operations control actions that would improve service regularity and, consequently, reduce incidences …

Twelve years ago, a rare glimpse was given in an American Libraries article which piqued some peoples interest, but travel restrictions at that time left many interested in visiting but having no way to do so. The colloquium was co-sponsored by the Federal Highway Administration, the U.S. Institute for Environmental Conflict Resolution, the American Association of State Highway and Transportation Officials and the Florida, Oregon, and California Departments of Transportation.

Learning is modeled as an infection, which jumps from person to person. The rate of infection mimics individual discount rates and induces savings behavior on its own. It is shown that the apparent discount rate, the combination of the agents’ true discount rate and the infection rate, decreases over time and approaches the agents’ true discount rate. This decrease, known as hyperbolic discounting, is consistent with what is observed in psychology studies, while the limiting case, exponential discounting, is consistent with market level observations. This model closes the gap between individual and market level observations of discounting behavior without explicitly …

Portland needs to plan for broadband development and take steps to ensure these plans are implemented. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. SE Clinton is a popular bicycle route for commuter, utilitarian and recreational bicyclists that fails to provide a safe and direct connection to the Eastbank Esplanade and downtown Portland. Furthermore, residents in the Hosford-Abernethy and Brooklyn neighborhoods do not have a safe bicycle and pedestrian connection to access the Eastbank Esplanade. This gap in the bicycle and pedestrian network must be removed to serve the needs of bicyclists and pedestrians.

OBJECTIVE: To examine in-depth the lives of women whose partners attempted to kill them, and to identify patterns that may aid in the clinician’s ability to predict, prevent, or counsel about femicide or attempted femicide. DESIGN: Qualitative analysis of 30 in-depth interviews. SETTING: Six U.S. cities. PARTICIPANTS: Thirty women, aged 17–54 years, who survived an attempted homicide by an intimate partner. RESULTS: All but 2 of the participants had previously experienced physical violence, controlling behavior, or both from the partner who attempted to kill them. The purpose of the present study was to examine the self-perceptions of effective non-native English speaking teachers (non-NESTs) of English as a Second Language (ESL) regarding their teaching behaviors. The study also sought to discover the relationship between effective non-NEST perceptions of their teaching behaviors and stereotypes for those behaviors. It further sought to define what experiences have contributed to their non-conformation if their perceptions do not fit the negative stereotypes of teaching behaviors of non-NESTs.

American urban neighborhoods are a patchwork; the spatial arrangement of types is a reflection of the dominant transportation technology at the time of their development. The earliest suburban areas were made accessible by fixed route systems such as the electric streetcar, followed by the widespread adoption of the automobile; each transportation epoch resulted in characteristic patterns of land use. This study uses aerial photographic coverage of Portland, Oregon from the years 1925, 1936, and 1945, a time of decline for the once popular trolley lines and dramatic increase in automobile usage, to monitor change within the residential areas of Portland's …

Approximately 10% of American children experience an emotional or behavioral disorder that causes some level of impairment in their development, learning, or functioning in daily life, and the numbers of those affected appear to be growing (U.S. Public Health Service, 2000).
