Working Paper No. 30, On The Origins Of Laissez-Faire, Thomas Breaden Dec 2005

Working Paper No. 30, On The Origins Of Laissez-Faire, Thomas Breaden

Working Papers in Economics

This paper traces laissez-faire back to its French roots, and in particular, to its origins as a political philosophy evoking an economic approach. Related to his visit to France in the 1760s and his personal contacts, we suggest that Adam Smith serves as the link between selected French thinkers and what after Smith’s Inquiry would be widely accepted as a quintessentially Anglo-Saxon tradition in economics. Exploring doctrine, we offer linkages between F. Quesnay, A. Turgot, J.J. Rousseau, and Smith’s ideas. Similarities in Smith’s understanding and the French exponents regarding economic activity vis-a- vis a public sector are presented, along with …

Patterns Of Risk And Trajectories Of Preschool Problem Behaviors: A Person-Oriented Analysis Of Attachment In Context, Thomas E. Keller, Susan J. Spieker, Lewayne D. Gilchrist

School of Social Work Faculty Publications and Presentations

A small proportion of children exhibit extreme and persistent conduct problems through childhood. The present study employed the multiple-domain model of Greenberg and colleagues as the framework for person-oriented analyses examining whether parents' child attachment combines with parenting, family ecology, and child characteristics in particular configurations of risk that are linked to this problematic developmental pathway. Using prospective data from a community sample of adolescent mothers and their children, latent variable growth mixture modeling identified a normative trajectory with declining problem behaviors during the preschool period. Consistent with research on early-starter pathways, a distinct group of children featured a higher …

Self-Help Support Groups: Choices In Participation Among Women Facing Systemic Lupus Erythematosus (Sle), Maria A. Pfeifer Dec 2005

Self-Help Support Groups: Choices In Participation Among Women Facing Systemic Lupus Erythematosus (Sle), Maria A. Pfeifer

Dissertations and Theses

This research study explored the experiences of 19 women who had been diagnosed with, or were still seeking the diagnosis of SLE (lupus) and their decisions regarding support group participation. The aim of this study was to evaluate the variety of factors influencing their choices in types and sources of support, their coping strategies and the reasons behind their decisions to either choose or not choose lupus support groups as a viable support resource. Those women identified as support groups attendees recalled a more emotion-focused response to their diagnosis and showed stronger reliance on seeking emotional forms of support. Conversely, …

Men As Caregivers At The End Of Life, Erik K. Fromme, Linda L. Drach, Susan W. Tolle, Patricia Ebert, Pamela Miller, Nancy Perrin, Virginia P. Tilden

School of Social Work Faculty Publications and Presentations

Background: Few studies have focused on men as caregivers at the end-of-life. The objective of this secondary data analysis was to examine the experiences of men involved in end-oflife caregiving, focusing on caregiver strain.

Methods: We used a random sample of Oregon death certificates to telephone survey family caregivers of Oregonians who had died 2 to 5 months earlier in private homes, nursing homes, and other community-based settings. Measurements included single-item indicators and embedded scales to measure caregiver strain and perceived decedent symptom distress. For the 25 husbands, sons, wives, and daughters who reported the highest levels of strain, we …

An Evaluation Of The Oregon Department Of Transportation’S (Odot) Environmental Streamlining Efforts: A Focus On Cetas, Connie P. Ozawa, Jennifer Dill Nov 2005

An Evaluation Of The Oregon Department Of Transportation’S (Odot) Environmental Streamlining Efforts: A Focus On Cetas, Connie P. Ozawa, Jennifer Dill

Urban Studies and Planning Faculty Publications and Presentations

The Oregon Department of Transportation responded to the federal call in the late 1990s to streamline the National Environmental Policy Act (NEPA) by (1) implementing organizational and procedural changes internal to the agency, (2) funding ODOT-dedicated staff positions in state and federal resource agencies, and (3) convening regular meetings with state and federal agencies with NEPA-related regulatory responsibilities. This latter effort evolved into the CETAS (Collaborative Environmental and Transportation Agreement for Streamlining) process that includes a management and a technical team element. This document reports an assessment of the effectiveness of these efforts. Phase I of the study was designed …

Explicating Factors That Foster Civic Engagement Among Students, Masami Nishishiba, Hal T. Nelson, Craig Shinn Oct 2005

Explicating Factors That Foster Civic Engagement Among Students, Masami Nishishiba, Hal T. Nelson, Craig Shinn

Center for Public Service Publications and Reports

This paper investigates many facets of civic engagement by analyzing how college undergraduate students conceptualize civic engagement and by examining factors that predict greater student involvement in political, social, and community affairs. We administered a survey to college students at the beginning of fall, winter, and spring terms, 2001-02.We analyzed survey responses using a structural equation modeling (SEM) technique. The analysis examines how expectations of community and political efficacy, attitudes regarding citizen control of government, and attitudes toward diversity relate to the students’ civic engagement behaviors such as monthly volunteer hours, organizational participation, advocacy, voting, direct political action, and action to …

The Frequency And Use Of Lexical Bundles In Conversation And Academic Prose, Susan M. Conrad, Douglas Biber Oct 2005

The Frequency And Use Of Lexical Bundles In Conversation And Academic Prose, Susan M. Conrad, Douglas Biber

Applied Linguistics Faculty Publications and Presentations

In using a frequency-driven, fixed-word approach to identifying multi-word sequences, we follow Altenberg (1993, 1998), who carried out initial work of this type with spoken texts in the London-Lund corpus. Butler (1997) applies this approach to Spanish. In the Longman Grammar of Spoken and Written English (Biber et al. 1999, chapter 13 ; hereafter the Longman Grammar), we emphasized the structures of lexical bundles, and discussed the structures' associations with various discourse functions. Here we summarize major findings of that work and then extend it, presenting an initial classification of the lexical bundles into functional categories. We continue to adopt …

Frame-Shifting In Humor And Irony, L. David Ritchie Oct 2005

Frame-Shifting In Humor And Irony, L. David Ritchie

Communication Faculty Publications and Presentations

Coulson's (2001) analysis of humor as "frame-shifting" is extended to irony and compared to other current theories of humor and irony, including Giora's (2003) graded salience model. It is argued that the effects of humor and irony often depend on a subversive relationship between the initial and alternative frames, which adds to both cognitive and social meaning; understanding these effects requires consideration of the expansion of common ground (Clark, 1996) and relevance effects (Sperber & Wilson, 1986) triggered by the shift from a culturally licensed to a subversive frame. Reanalysis of several examples from recent studies in the light of …

This study was launched in 2003 and followed a representative sample of OHP enrollees through the redesign of the program (OHP2) to gain a better understanding of the impact of those changes, including increased cost-sharing, cuts to benefits and stricter rules around payment of premiums. The objectives of this ongoing study are to assess the short and long-term impacts around five main outcome areas: health insurance coverage, access to care, utilization of care, individuals’ financial well being and health status. The key findings from the second round of surveying are detailed in this brief and reflect impacts approximately 18 months …

Revisiting Invasion-Succession: Social Relations In A Gentrifying Neighborhood, Lynda Franks Sep 2005

Revisiting Invasion-Succession: Social Relations In A Gentrifying Neighborhood, Lynda Franks

Dissertations and Theses

This thesis examines the social relationships of different residents in a gentrifying neighborhood in Northeast Portland, Oregon. It examines theoretical tenants in the social identity tradition to understand social change in terms of the impact of neighborhood change on the day-to-day interactions of individuals in a gentrifying neighborhood by exploring the ways in which different members of that neighborhood define and describe the terms “neighborhood”, “neighbor”, and “neighborly behavior”.

Intergroup neighboring research posits two outcomes of neighborhood change on interactions between old and new neighbors, one of conflict, the other of cooperation. The conflict perspective proposes that, in situations where …

The Suits That Counted: The Judicialization Of Presidential Elections After Bush V. Gore, Charles Anthony Smith, Christopher Shortell Sep 2005

The Suits That Counted: The Judicialization Of Presidential Elections After Bush V. Gore, Charles Anthony Smith, Christopher Shortell

Political Science Faculty Publications and Presentations

After the litigation of the 2000 presidential election are parties, candidates, and interest groups more likely to utilize pre-election litigation as a part of the normal election strategy? Our findings suggest this is the case, at least when a close election is anticipated. The difference in the political landscape and logic after the 2000 litigation is that the political players now perceive the judiciary as a venue of first rather than last recourse. Using data from all fifty states and the District of Columbia, we show that courts are seen as one of the primary arenas for challenging the rules …

An Assessment Of The Impacts Of Climate Change On The Upper Clackamas River Basin With A Distributed Hydrologic Model, David Graves Aug 2005

An Assessment Of The Impacts Of Climate Change On The Upper Clackamas River Basin With A Distributed Hydrologic Model, David Graves

Dissertations and Theses

The Pacific Northwest is dependent on seasonal snowmelt for water resources that support a significant portion of its economy. Increased temperatures resulting from higher concentrations of atmospheric greenhouse gases may cause disruptions to these resources because of reductions in the annual snowpack and variations of the timing of snowmelt. This study reconstructs and applies a GIS-based distributed hydrologic model at a monthly scale to assess the effects of future climate change on runoff from the Upper Clackamas River Basin (located near Portland, Oregon). Historic flow data and snow measurements are used to calibrate and test the performance of the hydro …

Portland Public Schools Enrollment Forecast, 2005-2015, Based On October 2004 Enrollments, Portland State University. Population Research Center, Barry Edmonston, Risa S. Proehl, Sonoko Endo, Richard Lycan

School District Enrollment Forecast Reports

The Population Research Center has prepared district-wide and individual school Enrollment Forecasts for the Portland Public Schools (PPS) for the past 6 years. This year’s forecast relies on October 2004 PPS enrollment figures. It considers several factors that are likely to affect the school district's enrollments between the October 2004 and 2015, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. The forecasts do not take into account local factors such as changing school programs or future school reorganizations that may have a significant effect on an individual …

For those you new to Cascadia, we append some basic background information on the …

Street Trees In The Urban Forest Canopy: Portland, Oregon, Joseph Poracsky, David Banis Aug 2005

Street Trees In The Urban Forest Canopy: Portland, Oregon, Joseph Poracsky, David Banis

Geography Faculty Publications and Presentations

Attempts to identify the contribution of street trees to the overall urban forest of a city have been rare and lack consensus on how to measure that contribution – percentage of trees, percentage of canopy cover, or percentage of leaf area. The actual numeric values presented in the literature also vary over a broad range and often are based on estimates, extrapolations from aggregated data, or simply stated with no empirical data referenced. This study was undertaken to evaluate the contribution of street trees to canopy in Portland, Oregon. The study involved both visual and digital analysis of multi-band aerial …

No Rest For The Democratic Peace, David Todd Kinsella Aug 2005

No Rest For The Democratic Peace, David Todd Kinsella

Political Science Faculty Publications and Presentations

Proponents of the democratic peace are accustomed to criticism. Early refutations of the research program's findings focused on questions of measurement and statistical inference. Skepticism about such matters has not fully subsided, but many more now accept the democratic peace as an empirical regularity. The aim of recent complaints has shifted to democratic peace theory. The typical approach has been to highlight select historical events that appear anomalous in light of the theory and the causal mechanisms it identifies. Sebastian Rosato's (2003) is one such critique, noteworthy for the range of causal propositions held up for scrutiny and the unequivocal …

Effects Of Comprehensive Plan Amendments On Interchange Traffic In Oregon, James G. Strathman, Thomas J. Kimpel, Paul Roland Leistner, Kenneth Dueker Jul 2005

Effects Of Comprehensive Plan Amendments On Interchange Traffic In Oregon, James G. Strathman, Thomas J. Kimpel, Paul Roland Leistner, Kenneth Dueker

Center for Urban Studies Publications and Reports

In this paper we examine the effects of amendments to local comprehensive plans on interchange performance. Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. In urban core areas, the estimated effect of plan amendments was negligible, possibly due to interchange congestion or …

The Burden Of Oregon History: The Historian As Prophet, John P. Rosenberg Jul 2005

The Burden Of Oregon History: The Historian As Prophet, John P. Rosenberg

Institute of Portland Metropolitan Studies Publications

In the latter part of his public career, after a lifetime of studying and thinking about the region and its people, Dodds began to write about “the tragedy of the lack of tragedy” in the lives of Pacific Northwesterners. Life had been relatively easy and perhaps “too successful” for the region’s citizens, “especially if one were a Caucasian,” wrote Gordon Dodds in the epilogue to his 1986 regional history, The American Northwest: A History of Oregon and Washington. Pacific Northwesterners had mastered their few difficulties with relative ease and their undemanding past may have left them unprepared for the adversities …

Highway Interchanges, Transportation And Land Use: An Exploration Of Changes In Transportation Volumes And Land Use Factors Within Interchange Catchments, Matthew Hampton

Geography Masters Research Papers

Highway interchanges provide the interface for and moderate access to the surface street system and help control congestion. Understanding the relationship between land use and transportation near highway interchanges can help to direct resources where they are most needed to maintain the integrity of the adjacent road system. This paper characterizes and ranks highway interchange areas in the Portland, OR Metropolitan Planning Organization (MPO) area with respect to changes in traffic volume and determines what factors are associated with these impacts. This study compares the transportation, population and land use patterns around 78 highways and freeway interchanges over two time …

Periodic Atlas Of The Metroscape: Pattern Recognition: Migration And The Identity Of The Region, Alton Straub Jul 2005

Periodic Atlas Of The Metroscape: Pattern Recognition: Migration And The Identity Of The Region, Alton Straub

Metroscape

This version of the Periodic Atlas investigates migration in Oregon and the Metroscape using recently available data. It maps not just how many people are in-migrating and out-migrating, but where they come from and where they are going. This, of course, raises a fair question-does it really matter where new residents come from or where current residents go? Despite the fact that we are justifiably proud of our traditional freedom to move among states and communities seeking more opportunity and better lives, most states and communities have unique cultural icons (often stereotypical) with which they identify. If we sense that …
