Our democracy depends on having a supply of candidates running for elected office, but in some instances, no one wants to run. This phenomenological study asks what the effects on a healthy and vibrant democracy are if ballots are blank and the seat is filled through write-in or appointment. Rooted in democratic theory, this study explores small, rural city elections where write-ins won election. Understudied, local governments are responsible for decisions affecting the lives of millions of people each day. Proposed regulations for alcohol advertising prevent beverage companies from targeting people under the legal drinking age. However, similar regulations for alcohol alternative beverages are less explored, which could allow alcohol alternative products to create awareness for alcoholic beverages among youth. Alcohol alternatives beverages, including no-alcohol and low-alcohol products, are increasing in popularity and can function as compliments to alcoholic products to decrease the total alcohol volume consumed or as substitutes for alcoholic products. Kenya's nascent digital land registration system has already captured the attention of the nation's print media. This study investigated how two prominent newspapers, The Daily Nation and The Standard, framed and presented this complex issue, potentially shaping public perception and influencing policy decisions. Key findings reveal a contrasting media landscape. While existing research explored media coverage of digital land registration elsewhere, understanding its portrayal within Kenya remained a critical gap. Hollywood has painted a picture of the criminal woman as a sexy, sneaky, and often psychotic female fatale. This is because men run Hollywood. Much like movies, research on why women offend had historically focused on men as their stellar. However, towards the turn of the century and with the disproportionate rise in female incarceration, literature caught up to the fact that women and men do not experience the same socialization, standards, or reality and, therefore, have different reasons for and ways of offending. A General Model Of Good Executive Leadership In Policy Contexts, Thad Williamson

This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

The Impact Of Conservation Land On Property Taxes And Municipal Budgets In Maine: A Mixed-Methods Study, Abigail Bennett

This study is an interdisciplinary project done in collaboration with the Municipal Budget and Conservation Working group, a group of stakeholders that formed in 2018 to study conservation and town budgets. We use mixed methods to explore the impacts of conservation and municipal budgets in Maine. We use regression analysis on 21 years of panel data to identify causal relationships between conservation and mill rates, controlling for economic and town budget factors. We found statistically significant but small effects on average, with a 1% increase in conserved acres in a town associated with average tax bill increases of $1 or …

In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. Nebraska’s agricultural landscapes are rapidly changing, affecting natural resources and their successful management. I utilized two surveys and scenario planning (Chapters 1: statewide survey, 2: local survey, and 3: scenario-planning workshop) to investigate attitudes and perceptions of natural resource management and cross-boundary collaboration. My first objective focused on determining what prevents Nebraskans from addressing natural resources challenges, considering demographics amongst generations and the type of areas they live in (rural versus urban). Within the last decade there has been an exponential growth of community foundation- led giving days, credited in general to the ease afforded by online giving, the social media presence of nonprofits, and the sense of community these events widely impart. However, current academic literature on these events remains sparse. This article addresses this gap with a longitudinal examination of the growth of community foundation-led giving days from 2009 to 2022.
The study found only two giving days led by community foundations in 2009, peaking at 78 in 2020, and plateauing to 71 giving days in 2022. In 2020, the …

This article shares The Colorado Trust’s experience with Community Partnerships for Health Equity (CPHE) after initiating a resident-led strategy for systems change and encountering the myriad challenges to its implementation that ultimately led to exiting the initiative.
The CPHE strategy intended to fund community members directly instead of working through the nonprofit sector in the state, and thereby shift power from nonprofit organizations to residents. It eventually involved more than 20 communities across Colorado and created change in certain communities — from filling service gaps and creating local partnerships to shifting local systems.

With place-based philanthropy, a foundation provides extensive, long-term support for a comprehensive mix of programs within specific communities, with the expectation that this will produce benefits at a communitywide level. One of the key questions in designing a place-based initiative is how much the foundation will control local decision-making.

This article draws on a system-change framework developed by the Nicholson Foundation as part of a 20-year initiative to substantively change the state of New Jersey’s health and social welfare systems, and modifies and expands a single case study on system change to align with related ideas and concepts. The increasing prevalence of mental illness and addiction in the United States has drawn considerable attention from grantmakers, which could catalyze the development and delivery of innovative approaches to these complex and difficult-to-treat behavioral health disorders. Relatively little is known, however, of the perspectives of these funders on how best to undertake this work.
To assist foundations in meaningful engagement with the field of behavioral health, this article shares the responses of 17 highly experienced behavioral health grantmakers to two research questions: What are the experiences of foundations that have funded behavioral health initiatives?
