Base camp planning must take into account the number of soldiers, the permanency of the base, the location of the base, etc. To help alleviate the complexity of constructing a base camp, a model-based systems engineering approach is used. Military strategists face a difficult task when engaged in a battle against an adversarial force. They have to predict both what tactics their opponent will employ and the outcomes of any resultant conflicts in order to make the best decision about their actions. Game theory has been the dominant technique used by analysts to investigate the possible actions that an enemy will employ. Traditional game theory can be augmented by use of Lanchester equations, a set of differential equations used to determine the outcome of a conflict. When dealing with complex systems, all decision making occurs under some level of uncertainty. This is due to the physical attributes of the system being analyzed, the environment in which the system operates, and the individuals which operate the system. Techniques for decision making that rely on traditional probability theory have been extensively pursued to incorporate these inherent aleatory uncertainties. However, complex problems also typically include epistemic uncertainties that result from lack of knowledge. These problems are fundamentally different and cannot be addressed in the same fashion. Quantitative and qualitative research methodologies have had their greatest share of debates dating back to the 1970s. Researchers have long argued over the underlying philosophical features between the two methodologies and their ability to derive knowledge (Onwuegbuzie & Leech, 2005, Sale, Lohfeld, & Brazil, 2002; Powell, Mihalas, Onwuegbuzie, Suldo and Daley, 2008; Sechrest and Sidani, 1995). The Human View architecture was designed to capture the human requirements of a system and to answer questions about the interactions between humans and systems. Data captured in the Human View can be used to populate a simulation model to evaluate the performance of the humans interacting in a work process. Developing effective protection, mitigation, and recovery measures for critical infrastructure (CI) systems is paramount in the wake of increasing natural and manmade hazards, risks, and threats. Influencing protection, rescue, and recovery measures are interplays (i.e., interdependencies) among infrastructure systems. Understanding interdependencies plays an essential role in minimizing and reducing cascading failures among complex interdependent infrastructure systems. This paper asserts that deployment of protection, mitigation, and recovery solutions can have little effect on infrastructure management if infrastructure operators and policymakers have partial understanding of infrastructure interdependencies. I present three original papers demonstrating complex behavior arising from collective dynamics in agent-based models (ABM) focusing on evolutionary and cognitive mechanisms. The first report demonstrates the coupled emergence of cooperation and selfish punishment behavior in groups of individuals playing an iterated public goods game. The second report demonstrates the effects of mental modeling within groups of decision makers. The third report demonstrates a synthesis of evolutionary and cognitive mechanisms.

There is currently no accepted method for quantitative measurement of acquisition program interdependency. While some methods exist for measuring dependency or interdependency at the component or system level, these methods do not translate well to program interdependency measurement. The objective of this thesis is to provide a model for measuring acquisition program interdependency accurately and quantitatively. The model presented in this thesis uses four Interdependency Factors to identify dependency relationships between programs. Specific Interdependency Levels are then used to measure the strengths of those dependencies. The model also accounts for measurement of dependencies upon programs that are not directly connected, …

Proper hand hygiene is known to reduce hospital acquired infections. Currently the most widely accepted method used to measure hand hygiene compliance is through direct observation. This method often provides data that may not accurately represent true hand hygiene compliance due to such factors such as the Hawthorne Effect. Perhaps a better approach is to use counting devices to capture hand hygiene opportunities and activities. In one embodiment, the apparatus converts contaminated water into water having a lower turbidity and bacterial contamination level than the contaminated water. This research scrutinize various attributes of complex networks; mainly, modeling, sensing, estimation, safety analysis, and control. In this study, formal languages and finite automata are used for modeling incident management processes. Safety properties are checked in order to verify the system. This method introduces a systematic approach to incident management protocols that are governed by mostly unsystematic algorithms. An oxygen concentrator targeting an 80% reduction in power demand over commercial systems is being developed using a pressure swing adsorption process. This system is targeted for a service interval five times longer than commercial systems, and is tolerant to high humidity environments- the leading cause of device failure in developing countries. This system could provide emergency medical oxygen in a spacecraft without increasing oxygen concentration in the vehicle. Ant colony optimization (ACO) algorithms can generate quality solutions to combinatorial optimization problems. However, like many stochastic algorithms, the quality of solutions worsen as problem sizes grow. In an effort to increase performance, we added the variable step size off-policy hill-climbing algorithm called PDWoLF (Policy Dynamics Win or Learn Fast) to several ant colony algorithms: Ant System, Ant Colony System, Elitist-Ant System, Rank-based Ant System, and Max-Min Ant System. Easily integrated into each ACO algorithm, the PDWoLF component maintains a set of policies separate from the ant colony's pheromone. Boards of directors govern practically all organizations of significant size in the public and private sector. Improving the understanding of how boards function is critical because when boards fail, the results can be devastating. Little is understood about the functioning of boards of directors in the public sector, which accounts for a significant amount of the gross national product of the world's economy. Large systems engineering projects have an astonishingly high failure rate. The reasons hypothesized for such a high failure rate include the neglect of nonsalient system elements such as social and human or organizational aspects of systems. Social and human factors have long been known to be critical elements of systems that are frequently ignored (e.g., Goguen, 1994).
