“A complex system’s identity and viability are directly related and affected by its context. It is important to identify, monitor, and manage (or mitigate risk) system contextual elements” (Keating C. B. et al., 2022, p. 209). Despite this importance, there is very limited research and literature on complex systems context. This research seeks to expand our understanding of complex system context and improve our ability to govern complex technology development programs effectively. The ability to analyze complex systems and their problems is necessary for this improvement.

This dissertation addresses a critical gap in resilience research within complex systems by developing a theoretical framework for governance resilience—an underexplored area despite governance's crucial role in maintaining system resilience. Using the Complex System Governance (CSG) framework (Keating, Katina, Chesterman, et al., 2022; Keating & Katina, 2019), resilience is conceptualized as a system's ability to absorb disturbances while sustaining performance and enabling adaptive transformation. This involves three main capabilities: persistence, adaptability, and transformation in response to both internal and external pressures.

Land-use planning for modern societies requires technical competence as well as social competence. We therefore propose an integrative solution enabling better land-use planning and management through better-informed decision-making. We adapt a method developed for cross-disciplinary team building to identify the stakeholders and their various objectives and value systems. While system functions, functionality, and complexity are widely used concepts in systems engineering, there is significant diversity in their definitions and no unified approach to measurement. This research establishes a method for measuring impacts to functionality in dynamic engineered systems based on changes in kinetic energy. This metric is applied at particular levels of abstraction and system scales, consistent with the established multiscale nature of systems. By measuring system behavior in context with expected scenarios, it is possible to estimate expected functionality or set bounds on a system's maximum functionality. I present three original papers demonstrating complex behavior arising from collective dynamics in agent-based models (ABM) focusing on evolutionary and cognitive mechanisms. The first report demonstrates the coupled emergence of cooperation and selfish punishment behavior in groups of individuals playing an iterated public goods game. The second report demonstrates the effects of mental modeling within groups of decision makers. The third report demonstrates a synthesis of evolutionary and cognitive mechanisms.

This paper outlines a proposed method to overcome these challenges, which is grounded in System of Systems Engineering principles and methodology.
