Hurricane Irma stands as one of the most destructive tropical storms to make landfall in the United States, particularly impacting the State of Florida, where it prompted the largest evacuation in history with approximately 7 million residents. The profound consequences of mass evacuation underscore the critical need to understand travel behaviors during hurricane evacuation and the recovery process. This research analyzes statewide evacuation and re-entry patterns, leveraging diverse datasets, including TTMS data from main corridors and GIS data. The management of municipal solid waste (MSW) in swiftly urbanizing Philippine cities has emerged as a critical concern in both energy and governance. Dependence on landfills is approaching critical thresholds as disposal sites near saturation, transportation costs escalate, and host communities increasingly resist garbage transfers. In response, this study proposes a comprehensive Waste-to-Energy (WtE) assessment framework that integrates engineering evaluation with policy and stakeholder analysis to support sustainable decision- making.

Mining within ancestral territories reveals an ongoing conflict between technical viability and Indigenous consent. This collaborative study, conducted by an engineering scholar and a policy researcher of Indigenous heritage in Benguet among the Ibaloi and Kankanaey peoples, investigates how risk transparency and policy alignment can bridge existing divides, while formulating principles applicable to other Indigenous mining contexts. The study provides an initial evaluation of the feasibility of a proposed large-scale mining operation within a risk-informed, data-driven governance framework. This study uses fixed and variable video game types to measure pretest sensitization as a proxy for repeated and varied threat test scenarios in system performance testing of air and missile defense systems. The pretest sensitization phenomenon exists when repeated exposure to a test condition influences the participant's response. Research shows air and missile defense development correlates with video games, resulting in similar interfaces and computer operating environments. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). The objective, to maximize the catch, is routinely challenged by a variety of elements due to the environment, the vessel, the crew, and how they interact with each other. "The Human Readiness Level (HRL) Scale is a simple 9-level scale for evaluating, tracking, and communicating the readiness of a technology for safe and effective human use. It is modeled after the well-established Technology Readiness Level (TRL) framework that is used throughout the government and industry to communicate the maturity of a technology and to support decision making about technology acquisition. Here we (1) introduce the ANSI/HFES 400-2021 Standard that defines the HRL scale and (2) provide concrete examples of evaluation activities to support the application of HRLs in the development of automated driving systems."

The COVID-19 pandemic has heightened the necessity for pervasive data and system interoperability to manage healthcare information and knowledge. There is an urgent need to better understand the role of interoperability in improving the societal responses to the pandemic. This paper explores data and system interoperability, a very specific area that could contribute to fighting COVID-19. Specifically, the authors propose a unified health information system framework to connect data, systems, and devices to increase interoperability and manage healthcare information and knowledge. A blockchain-based solution is also provided as a recommendation for improving the data and system interoperability in healthcare.

Interdependent infrastructure recovery modeling and simulation are complicated due to various interdependent connections and complexities. Current efforts have identified both operational and restoration interdependency subtypes and coupling strategies that have not been integrated into one comprehensive model. This research presents a model which simultaneously integrates nine interdependency subtypes and four coupling strategies in a multi-objective format to provide the most tailorable and comprehensive network-based recovery model available. States facing the decision to develop a nuclear weapons program do so within a broader context of their relationships with other countries. How these diplomatic, economic, and strategic relationships impact proliferation decisions, however, remains under-specified. Adding to the existing empirical literature that attempts to model state proliferation decisions, this article introduces the first quantitative heterogeneous network analysis of how networks of conflict, alliances, trade, and nuclear cooperation interact to spur or deter nuclear proliferation. The best capabilities are usually achieved by having the latest technologies in defense systems. However, including the new, usually immature, technologies in a system design does not always easily result in achieving the capabilities at the right level, at an affordable cost, and in a timely manner. Many programs have suffered from immature technologies as cost overruns, late or no deliveries, and poor performance levels. Another impact of technology selection appears as obsolescence after the deployment of systems, or even before the deployment of the system. Climate change concerns have confronted energy policy makers by unprecedented challenges in the 21st century. Revolution of renewable energy technologies, as well as more efficient energy systems, has been promising in the context of global warming. However, these technologies are not maturing and chaning. Consequently planning for development of these resources requires dealing with various multidisciplinary research questions such as financial feasibility of renewable energy projects.
