Modern systems are increasingly complex, interconnected cyber-physical systems that combine digital controls with physical infrastructure. This integration, along with the constant introduction of new technologies and actors into the network, enables reliable operation but introduces vulnerabilities to unexpected and varied disruptions and cascading failures, making resilience a critical concern. Traditional risk management and resilience assessment methods often struggle with the nonlinearity and dynamic behavior of these systems. This dissertation addresses a critical gap in resilience research within complex systems by developing a theoretical framework for governance resilience—an underexplored area despite governance's crucial role in maintaining system resilience. Using the Complex System Governance (CSG) framework (Keating, Katina, Chesterman, et al., 2022; Keating & Katina, 2019), resilience is conceptualized as a system's ability to absorb disturbances while sustaining performance and enabling adaptive transformation. This involves three main capabilities: persistence, adaptability, and transformation in response to both internal and external pressures.

As the capabilities provided by space-based systems offer significant contributions toward defense applications, potential adversaries stand to gain significant value in disrupting them. Therefore, the United States must pursue the development and operation of resilient space architectures, capable of delivering capabilities in the face of disruptions. To support this development, systems engineering methods require innovation to effectively ensure design of complex space architectures to meet their objectives. This thesis recommends and demonstrates a System-Theoretic Process Analysis (STPA) framework to qualitatively analyze space architectures. This work proposes a risk-and-resiliency-intelligent supply chain (RRiSC) tool which is an SC risk management framework that leverages cutting-edge technologies in Artificial Intelligence (AI), Big Data Analytics (BDA), and Digital Twins (DT) to develop specific capabilities for SC risk management. RRiSC is a convergence of mature tools and techniques embedded in three modules: Modeling, Simulation, and Visualization – all together integrate the optimization, simulation, and data analytics to test the performance of the whole supply network under different scenarios through measuring the vital KPIs, identifying the vulnerabilities, and setting proactive plans to diminish risks consequences.

This paper provides a review of the research conducted on complex network analysis (CNA) in electric power systems. Moreover, a new approach is presented to find optimal locations for microgrids (MGs) in electric distribution systems (EDS) utilizing complex network analysis. This thesis presents a comprehensive package for understanding and expanding set-based design quantification through the definition and demonstration of Convergent set-based design (SBD). Convergent SBD is a technique developed for the Engineered Resilient Systems program sponsored by the Department of Defense. Convergent SBD contributes a repeatable methodology with the goal of mathematically eliminating inefficient sets. Centralized communication-based control is one of the main methods that can be implemented to achieve autonomous advanced energy management capabilities in DC microgrids. However, its major limitation is the fact that communication bandwidth and computation resources are limited in practical applications. In this paper, the impact of clustering multiple microgrids during blackouts, on their stability and supply availability, will be investigated. Microgrids have the capability of satisfying their emergency loads during blackouts. However, distributed energy resources (DERs)-dominated microgrids are affected by the uncertainty of their input energy supply, e.g. impact of solar irradiance on photovoltaic (PV) output. Moreover, an individual islanded microgrid is prone to instability issues due to large sudden load/generation changes. While system functions, functionality, and complexity are widely used concepts in systems engineering, there is significant diversity in their definitions and no unified approach to measurement. This research establishes a method for measuring impacts to functionality in dynamic engineered systems based on changes in kinetic energy. This metric is applied at particular levels of abstraction and system scales, consistent with the established multiscale nature of systems. By measuring system behavior in context with expected scenarios, it is possible to estimate expected functionality or set bounds on a system's maximum functionality.
